REQUEST FOR PROPOSALS (RFP) WO CM 25-02 PROJECT NAME: Belgrade Justice Center (Heck Elementary) Asbestos Abatement Addendum #2 Questions and Answers from Pre-Bid September 17, 2025 PLEASE READ CAREFULLY! This document provides additional clarification or corrections for questions addressed on-site. Some details differ from the answers provided on-site. Please confirm in your bid submission that you have reviewed Addendum #2 in its entirety. 1 of 4 Will the building be vacant for the remediation process? Yes Does the city have any construction documents or scaled drawings for the building that can be shared? We have an unscaled drawing that will be attached to this addendum. Is the lead-based paint or soil remediation included in the scope of work? No, please refer to the RFP and Addendum Addendum #1 discussed how to handle lead-based paint that must be disturbed for asbestos removal. Does the building have electrical service? Yes Is water available on site? Yes Will the contractor be responsible for any interior contents (furniture, appliances, etc.)? If so, will those contents need to be disposed of or moved to a staging area? A commercial kitchen exists in the building, appliances may need to be moved to access asbestos areas. Does the city have a project specification? All of the specifications are addressed in the environmental report and RFP. Who is the third-part consultant that was hired by the city, and what is the estimated turnaround time for final air clearances? The City will finalize a contract with our third-party in conjunction with the awardee of this project in order to match timelines. Can you clarify that this is a federally funded project? This is not a federally funded project. Can you confirm that all flooring should be assumed to be asbestos containing and thus removed as a part of this project? The City expects the respondents to be the experts in this field and has provided the Environmental Report for that determination. Is this a prevailing wage project? Yes, Montana Prevailing Wage Law is found in MCA Title 18, Chapter 2, Parts 4 & 5. Is there a bid bond requirement? No bid bond is required. The City may negotiate a Performance Bond with the awardee at its discretion. In the previous round of questions, it is stated that we will need to include the removal of any remaining lockers and casework as well as upper and lower cabinets in the rooms that have positive joint compound, but at the site walk it was mentioned that those areas with cabinets would remain and be added onto the design/build portion of the project. Could you please clarify which one needs to happen? Any and all fixtures, cabinets, or lockers, etc., that need to be moved or removed in order to remove all asbestos containing materials will be a part of the scope for abatement. If confusion exists the City would suggest the bidder submit alternates with the proposal. In the last round of questions, it is stated that the pipe wrap in the basement is positive for The report does NOT indicate the pipe wrap contains asbestos in the crawl spaces. Can you please clarify which is correct? asbestos can remain. As the experts we ask the responders to carefully read the report as the City is not the expert in this field. For the floors that have only asbestos containing tile, are you looking to have the remaining non-asbestos containing mastic stripped or grinded down to a clean concrete substrate, or can it just be left as is once the tile has been removed? They City requests that any remaining non-asbestos containing mastic be removed, and a clean concrete surface remain. The City provides this AI generated list of identified asbestos from the report. It should not be used as a compressive list and the City expects the bidders to be the experts in determining the scope off of the report. Asbestos-Containing Materials Identified • Off-white joint compound with peach, grey, and white drywall in multiple rooms and hallways – 2% – approx. 80,000+ square feet • Purple sink undercoating in kitchen sink – 3% – 3 square feet • Black sink undercoating in media room and classrooms – 2% – 15 square feet • Brown 9x9 floor tiles in janitor closet, classrooms, bathrooms – 5% – 5,000 square feet • Beige and tan 12x12 floor tiles in rooms and bathrooms – 2–5% – approx. 3,000 square feet • Brown and black mastics associated with floor tiles – 2–4% – approx. 500 square feet • Multicolored carpet with black mastic – 2% – 2,000 square feet • Blue and patterned carpets with brown mastic – 2–3% – approx. 1,600 square feet • Green chalkboard in Room 15 – 7% – 150 square feet • Gray non-fibrous wallboard material on exterior concrete – 10% – 200 square feet What does the city expect when it is asking for a letter stating no asbestos containing material remains. • Abatement Completion Report ---PAGE BREAK--- REQUEST FOR PROPOSALS (RFP) WO CM 25-02 PROJECT NAME: Belgrade Justice Center (Heck Elementary) Asbestos Abatement Addendum #2 Questions and Answers from Pre-Bid September 17, 2025 PLEASE READ CAREFULLY!
