ADDENDUM NO. 1 DATE: March 23, 2023 FROM: City of Belgrade TO: RFP Respondents RE: Comprehensive City Master Planning Update & Web-Based Platform Development Project The following questions were submitted by participating firms in response to the above Request for Proposals. The clarifications provided as a response to these questions are to be incorporated into the Request for Proposals. Please make note of the following clarifications: 1. Question: Can you clarify the timeline? Answer: • RFP Invitation Release Date: February 15, 2023 • Submission Deadline for Questions and Clarifications: March 9, 2023 • Responses to Questions and Clarifications: March 23, 2023 (will available via City of Belgrade Website) • Submission Deadline for Proposal Package: April 6, 2023, by 5:00pm MST. Proposals received after this time will not be considered for award. 2. Question: Can you provide clarification on scope of work Item 2? To what extent are you asking for the documents to be updated? Do they simply need to be made cohesive in format and information (aka not conflicting between each document) and readable? Or, for example, are we meant to resolve discrepancies between zoning and land use? Answer: The documents, outlined in the RFP, will require content updates in alignment with the most current plans. The degree of updating required will vary across documents. We are currently working to update the Zoning Code; the Future Land Use map within the Growth Policy will also need updating as subject to new codes. This entire document package is meant to build from the current Growth Policy which was adopted in 2020. 3. Question: Can you provide an estimated breakdown of project timeline by task? Answer: There is flexibility on task timelines. The water/sewer and transportation plans are anticipated to be the main drivers of schedule so those plans should be considered first for updates. Overall, we are anticipating a timeline of 18-24 months, with extensions beyond that if necessary. 4. Question: The RFP mentioned that the city was advised by Cushing Terrell as part of a recent project to move to a more interactive format for publishing their plans. How were they involved in that process? Answer: Cushing Terrell helped the City of Belgrade develop the Weaknesses, Opportunities, and Threats (SWOT) Analysis Report in July of 2022 (see page 11 of RFP). The recommendations from that report informed the scope of work items for this proposal.
