11/20/2024 City of Belgrade Public Works City of Belgrade – Cameron Ave Improvements – Question and Answer (Q&A) Document The following are the questions the City of Belgrade Public Works Department has received regarding the SS4A Safety Action Plan RFP. Responses to these questions are in bold following each question. 1) Regarding the 18” storm pipe on this project, item no. 111 on schedule of bid items, what types of pipes will be allowed? RCP, PVC, HDPE or PP? The In accordance with COB Design Standards and COB Modifications to RCP and PVC pipe may be used. Recently, we have approved the use of PP pipe that meets ASTM F2881. The City may approve other pipe materials on a case-by-case basis. 2) Is there an Engineer’s Estimate we can use for bid bond purposes? The City will not be sharing the engineer’s estimate until bid opening since we use it as a comparison tool. 3) Are the design files available for this project? If so, can they be e-mailed over? The City will provide the design files used during development of this project on its Bid Webpage along with the amended plan set. Reasonable efforts have been made to ensure the completeness and accuracy of this data. However, the Contractor is responsible for field verification. Use of differing software, equipment, or settings may affect this data. The City of Belgrade does not accept responsibility for these alterations. 4) Current plans do not show any existing contours and/or existing features (i.e. existing asphalt edge, flatwork, approaches etc.). Can we get this information if the design files do not contain this information? An amended plan set will be issued after the pre-bid conference. These feature lines will be turned on and included in the amended plan set. 5) Are the removals, asphalt saw cutting and excavation incidental? Or will bid items be added to cover this work? All the removals, asphalt saw cutting, and excavation are incidental to other bid items and should be included in the unit prices bid for the associated bid items for the work. All sidewalk removal should be included in the unit bid price for Concrete Sidewalks. All asphalt saw cutting should be included in the unit bid price for Combined Concrete Curb and Gutter. Excavation associated with the Underground CMP Storage bid items should be included in those bid items. Excavation associated with the 18-IN Storm Pipe bid item should be included in that bid item. ---PAGE BREAK--- City of Belgrade – Cameron Ave Improvements – Question and Answer (Q&A) Document 6) Can the bid date be pushed until after Thanksgiving week? Due to funding availability, the City is not able to move the bid date. 7) How will landscaping and irrigation system work be paid? What will be required to be sod versus seed? Per the Project Manual (Division 2, Section 02930 and 02940), landscaping is to be paid as lump sum. After all curb and gutter and sidewalk work is completed, the Contractor is to replace all landscaping, vegetation, lawn, etc. to preconstruction condition. For example, if the preconstruction condition is lawn, the Contractor will be expected to replace with sod. Per the Project Manual (Division 2, Section 02940), irrigation repair shall be paid as the Contractor’s Fee in accordance with paragraph 11.07.C of the Standard General Conditions (C-700) of the Construction Contract. 8) Will the Contractor be allowed to substitute all types of underground storage systems? No, the City of Belgrade wants to use a CMP system specifically in order to compare these systems with other underground stormwater storage systems. 9) When is the Notice to Proceed? Is there any flexibility with the set date? The Notice to Proceed (NTP) is revised to May 26, 2025. Please see Addendum 1. This is not a flexible NTP. However, the Contractor may request an adverse weather shutdown as allowed in the Project Manual. 10) Is the Contractor expected to complete the final curb and gutter and sidewalk design as it pertains to setting final grades? The Contractor is required to set final grades of curb and gutter and sidewalk in coordination with the Engineer. In general, curb and gutter and sidewalk elevations should be set to be “straight-graded” to the extent possible in order to provide appropriate drainage along the roadway to adjacent roads and to storm drain structures. The Contractor will be required to match all existing curb and gutter, pavement, approach, and sidewalk elevations at tie-in points. 11) What type of traffic control measures will be allowed? Will the Contractor be allowed to close the road? Division 1, Section 01570 has been revised to include additional traffic control requirements. Please see Addendum 1. Alternative traffic controls may be considered, but all traffic control plans shall be approved by the Engineer prior to implementation. 12) When will be the last day for pre-bid questions? The last day for pre-bid questions will be November 22nd at 5pm. An updated Q&A document will be issued as necessary. As a reminder, the bid opening will be at 3pm on November 26th. 13) Regarding Section 00200, Article 3, what information should be provided by the contractor? Please see the provided template for the required information. Please also note that per the Belgrade City Code 2-1-1, all businesses (including Contractors) operating or conducting within the City of Belgrade shall obtain a business license from the City of Belgrade.
