11/15/2024 City of Belgrade Public Works City of Belgrade Safe Streets for All (SS4A) Safety Action Plan RFP Question and Answer (Q&A) Document The following are the questions the City of Belgrade Public Works Department has received regarding the SS4A Safety Action Plan RFP. Responses to these questions are in bold following each question. 1) Who will be the contact person for the Gallatin Valley Metropolitan Planning Organization (GVMPO)? The contact person is the MPO Manager, Jeff Butts ([EMAIL REDACTED]). 2) Who will be the contact person regarding the City of Belgrade Master Plan? The Master Plan consultant is Cushing Terrel. The Transportation Master Plan subconsultant is Fehr and Peers. Please see the Master Plan website for contacts and additional information: 3) Is there an expectation on the timeline for the annual progress reporting? Is it through the final report date of May 1, 2026, or beyond? The reporting will only be expected for the duration of the contract with the City. Once the contract has ended and all work has been completed, no further reporting would be required. 4) What level of project design will be expected to be included in the Safety Action Plan? The Safety Action Plan will serve as a planning document. Potential future projects that are identified will likely include high-level cost estimates and scopes and may include possible design alternatives. 5) How will the Demonstration Grant/Project be coordinated with the Safety Action Plan? City of Belgrade staff have already collected some traffic data along the Demonstration Activity project area. City of Belgrade staff will be installing and monitoring the project in Spring/Summer of 2025. The Safety Action Plan consultant will be expected to coordinate with City of Belgrade staff on outreach, further data collection, and including the results of the Demonstration Activity into the Safety Action Plan. 6) Will the Project Evaluation Committee include staff from the City of Bozeman, Gallatin County, or the GVMPO? No, the Project Evaluation Committee will include only staff members from the City of Belgrade. 7) Is the Final Report due date of May 1st, 2026 a hard deadline for project funding? ---PAGE BREAK--- City of Belgrade Safe Streets for All (SS4A) Safety Action Plan RFP The RFP mistakenly called out the Final Report due date as May 1st, 2026. The actual Final Report due date was originally scheduled to be May 1st, 2025. This will be amended to July 1st, 2025. Please see the updated RFP for the complete revised schedule. 8) Section 3) General Information: Is this section scored? What are the points associated with it or is it Pass/Fail? This section does not have a score associated with it and should be considered Pass/Fail. 9) Section 4) Relevant Company Experience: This criteria states, “For each project, provide the following information” and then lists Part Statement of experience with the following. Is this statement required for each project as the RFP reads or is it acceptable to address the statement once with reference to project examples that are applicable for each bullet point? It would be acceptable to address the statement once, but the more information/detail you can provide on the firm’s relevant project experience the better. 10) Section 7) Company Qualifications, Part 2: This section asks for certifications and licenses held by the company and key staff. This is also asked for in Section 3) General Information, Part 5. – List of applicable Montana licenses. Please clarify if this is to be provided in both sections. It would be helpful to cover this information in both sections: the General Information being more broad and the Company Qualifications perhaps being more specific. Please don’t feel obligated to repeat information while also keeping in mind the Company Qualifications section is the scored section. 11) Section 7) Company Qualifications, Part 4: This section asks for 3-5 references from “the last six other municipalities or local governments.” Please clarify, does this mean 1) other than those listed in Part 3. of this same section and 2) does the last six mean the 6 most recent for which we have performed work and 3) does this mean 3-5 total or 3-5 of each 6? 1) The experience and referrals/references requested in Parts 3 and 4 can overlap as needed/desired. 2) We are requesting the six most recent municipalities or local governments (to make sure the projects have been relatively recent). 3) We are requesting 3-5 referrals/references total.
