REQUEST FOR PROPOSALS (RFQ/P) WO CM 25-01 Design Build Services for Belgrade Justice Center (Heck) & City Hall (Quaw) Addendum #1 – Q & A PLEASE READ CAREFULLY! This document provides clarifications (and if applicable, corrections) to questions submitted regarding the RFQ/P. Please confirm in your bid submission that you have reviewed Addendum #1 in its entirety. 1 of 3 Please clarify if Phase 1: Initial Occupancy & Security Upgrades will include upgrading both the Heck and the Quaw Buildings to functional occupancy. The RFQ/P answers this and states that the city may consider expanding the scope to the Quaw school, but the responses are initially for Heck. What is the total budget of Phase 1? This is included in the RFQ/P. 1.5 million for Heck and 1 million for Quaw, respectively, all in. Page 4 of the RFQ/P under "Phases 2-4" suggests that pre-bond planning activities will occur in phases 2-4, if funded. Is pre-bond planning and outreach part of Phase 1? The intent is that a small part or phase 1 would be to develop concepts (pre-bond) for marketing and communication purposes to develop what phases “2-4” would be. These would then be used to secure a bond that would fund the additional Phases. Is there a preliminary budget for the future General Obligation Bond? No, as scoping assistance and preliminary budget estimates would be part of phase 1 Would it be possible to setup a time to walk the existing city spaces that are planning to move to the renovated Heck Elementary building as part of Phase 1? This would help us visualize the number of people and approximate square footage that the new space needs to accommodate. Touring other city facilities was not part of this RFQ/P process. Some clarification: this is an RFQ (Qualifications) for the first part of the proposal, with the second part, if selected in the top 4, including the P or proposal piece. The “Proposal” in this RFQ/P is the profit percentage as expressed in the form. At this phase, the or “Qualifications” phase of the submission, the responses should follow the guidelines in the RFQ/P document. As required by law and this process, the City will be making its ranking decisions based solely on the Qualifications of the firm. Please confirm in your bid submission that you have reviewed Addendum #1 in its entirety. 2 of 3 Also, page 3 of the RFP says that we are to develop concept-level design solutions during the proposal phase. Is this going to be a requirement for the proposal submission? For each Design-Build team to develop concept level solutions, we would need additional programming information on the square footage, number of spaces, etc. that are needed for Phase 1. This would be part of the scope building within Phase 1, with the awardee only. This is not needed for submitting the Qualifications as required in the first part of this proposal process, and if selected to move to the Proposal part of the process, it is still not needed, as the only Proposal portion is the profit percentage fee as included in the RFQ/P. Are we to include asbestos/lead base paint abatement reporting and remediation as part of the D/B Scope? Scoping is not required in the submission, as this phase is only the Qualifications of the submitter. Are the budgets contained in the RFQ/P Documents to include Asbestos and Lead Base paint remediation? Yes, however, scoping is not required in the submission, as this phase is only the Qualifications of the submitter. The City has a separate RFP and is currently in the process of conducting asbestos abatement at the Heck Building. Does the scope for this project include fire sprinkler installation in Phase 1? Scope details, such as these, will be developed with the selected Design-Builder during contract scoping after the award. Does the scope for this project include bringing the building up to ADA Standards in Phase 1? Scoping is not required in the submission, as this phase is only the Qualifications of the submitter. Is it the intent on Phase 1 that the heating system is to remain or is the intent of Phase 1 to replace the heating system? At this phase, the City is evaluating only firm qualifications; no detailed scope or technical assumptions are required. Is it the intent of Phase 1 that the plumbing piping is to remain in place and replacement of plumbing fixtures is to be included in Phase 1? Please confirm in your bid submission that you have reviewed Addendum #1 in its entirety. 3 of 3 Is it the intent of the Phase 1 that the electrical service sizes and gear are sufficient for the building use or do those need to be replaced? Scoping is not required in the submission, as this phase is only the Qualifications of the submitter. Is it the intent of the Phase 1 that the building will not need to be brought up to current energy codes in Phase 1? Scoping is not required in the submission, as this phase is only the Qualifications of the submitter. Do you have a type of security system that is intended to be used for Phase 1? Scoping is not required in the submission, as this phase is only the Qualifications of the submitter. The RFQ/P is asking for the Design Builders Fee. Is this to include the Design Fee or just the Profit percentage for the project? The RFQ/P’s “Design-Builder’s Fee” refers only to the profit percentage, not the design fee. The design team’s costs should be included within the project’s direct costs, to which that profit percentage will be applied. However, this is not part of the initial submission, as this phase is the Qualifications only. Do we need to include building permit fees, testing and inspection, Northwest Energy Fees, or Fiber/Low Voltage Service connection fees in the budget amounts as shown in the RFQ/P or as those to be paid by Owner? This phase of the proposal is for Qualifications only; a budget is not being developed for the submission, and such items would be reviewed during contract scoping. For reference, it is anticipated that items such as permit fees, utility connection fees, and testing will be paid by the Owner unless otherwise directed during negotiations.
