REQUEST FOR PROPOSALS (RFP) WO CM 25-02 PROJECT NAME: Belgrade Justice Center (Heck Elementary) Asbestos Abatement Addendum #1 Questions and Answers from Pre-Bid September 17, 2025 PLEASE READ CAREFULLY! This document provides additional clarification or corrections for questions addressed on-site. Some details differ from the answers provided on-site. Please confirm in your bid submission that you have reviewed Addendum #1 in its entirety. What about the flooring? Bids should include the removal of all flooring containing identified asbestos per the Environmental Report. Will we be taking the sheetrock down to the studs? Only where necessary – there are areas in the report that show asbestos in the walls. These should be removed. Bidders should rely on the Environmental Report for accurate information. Will the power and water stay on in the building? Yes, utilities will stay on. Will the building remain heated? Yes What about the basement? In the basement, the pipe wrap contains asbestos. There’s no crawlspace, only a tunnel. Refer to the Environmental Report for details. What about the classrooms? The classrooms have blackboards that test positive for asbestos. Some are overlaid with paneling, but the original blackboard is intact. When the blackboards are removed, anything behind them that still contains asbestos will need to be removed. The City understands that it may mean drywall removal. How much of the sheetrock will need to come out? Bidders should refer to the Environmental Report. If asbestos is found in a room, sheetrock may need to be removed to achieve full abatement. What about the cabinets? Should we just remove the sheetrock up to them? The bidder should include in the pricing any removal / moving activities necessary to remediate asbestos as identified in the Environmental Report. What is the City’s ultimate goal with this RFP? As bidders define the scope of this project, they should be aware that the City’s goal is to obtain an official document stating there is no asbestos in the building upon completion of the abatement. What about doing the demolition needed in the abatement process to ensure complete abatement? The lockers will not be removed ahead of time. Bidders are responsible for removing or moving all items necessary to access and remediate the asbestos. How much renovation will happen in this building prior to City use? This is not in the scope of the RFP. This RFP is to remediate as noted in the Environmental Report. You said all the flooring comes out. What about raised platforms? If required to remediate, the City understands and accepts the raised platforms may need to be removed. Is this scheduled to go pretty quickly once awarded? Scheduling will be addressed during the Contract phase. The City expects to have abatement completed by Dec 31, 2025. Will a 3rd party consultant do final testing? Yes, the City will have a 3rd party consultant do final air clearance testing. What is the deadline for questions? The deadline for submitting questions to the City is September 25, 2025. We will post an updated Question and Answer sheet (Addendum on September 26, 2025.
