Responses to these questions are in bold following each question. 1. Who is the consultant preparing the water master plan? Can the City of Belgrade share any available drafts of its ongoing water master plan work? Cushing-Terrell is the prime consultant for Belgrade’s Master Plan update. This is a comprehensive master plan that includes updates to the Water Master Plan, among others. AE2S is the subconsultant working on this effort. At this time, Phase 1.0 of the plan is complete. This phase consists of data collection and analysis. No draft reports are available. However, once they are, they will be shared with this project’s selected firm. 2. Is the City’s water modeling data available for review? Yes. Water modeling data for the City’s existing system, as of January 31, 2025, is available for download and included in Addendum 03. The City’s water model was developed in InfoWater. An InfoWater file is now available for download on the City’s Bidding webpage. This information is considered preliminary and should be used for information only. An EPANet file is available upon request, however, the City takes no responsibility for data losses or transformations. 3. Is the successful firm required to participate in and/or lead public engagement activities? Yes. Please see Addendum 03, which includes a revised scope of work. 4. Where should we include staff qualifications? Section 5 references Resumes, but there is no mention of actual staff qualifications, their role on the project, etc. (just want to make sure we show it properly). In Section 4, please include staff qualifications that are specific to this project. Under 3.4, General Information: Is No. 4 asking for our corporate organization charts, or the organization chart for this pursuit? In Section 3.4, please include a generalized description of the firm’s organization. The organization and/or hierarchy of the specific project team should be included in Section 4. 6. Is 4.4, “Statement of experience including the following” to be provided for each reference project provided or is that supposed to be provided a separate section, following the similar projects, to describe the firm’s overall quals? For Section 4.4, please include a statement of experience for each project example to demonstrate the firm’s roles and responsibilities specific to that project. 7. Regarding Section 4. General RFQ Requirements, where in the proposal should consultants note a) their provision regarding Non-Discrimination and b) responses to DBE inclusion? This information can be included in Section 3. The purpose of including this language in the RFQ is to make prospective firms aware of the City of Belgrade’s specific policies that will need to be complied with once under contract. 8. Would multiple tanks be considered to reach the City’s goal of 3 MG of additional storage? Yes. The City would consider a design that utilizes multiple tanks working in combination. 9. Is the City of Belgrade considering a water development plan, in accordance with DEQ requirements? Yes, the City is considering the submission of a water development plan to DEQ. This work will not be included in the scope of the Belgrade Water Storage Expansion project and will be pursued through another contract. 10. What is the City’s desired schedule to complete this project? The City of Belgrade is looking to expedite design and construction of the proposed storage tank and groundwater source. Ideally, these facilities would be commissioned within 18-24 months. Will this project require land acquisition? The current proposed site for the storage facility is Mayfair Park. This parcel is owned by the City of Belgrade. A second potential site has been identified just to the east of the existing Yukon Tower. The parcel owner has indicated a willingness to discuss potential sale to the City. 12. Would it be allowable for multiple firms to form a team and submit a single proposal? Yes, this is allowed. The proposal should clearly state each firm’s qualifications, roles, responsibilities, etc., as well as establishing the primary points of contact and team hierarchy.
