Public Works Department 621 Lagoon Road Belgrade, MT 59714 Phone: [PHONE REDACTED] www.belgrademt.gov 1 July 9, 2025 City of Belgrade – Belgrade WRRF Phase 1.5 – Preliminary Engineering Services – Q&A The following questions have been received by the City of Belgrade Public Works Department regarding its Belgrade WRRF Phase 1.5 – Preliminary Engineering Services RFQ. Responses are in bold following each question. 1. AE2S provided preliminary engineering and scoping work directly related to this project. Is AE2S welcome to submit a proposal for this RFQ? Yes, AE2S or other firms that engaged in past work related to the Belgrade WRRF may submit proposals for this RFQ. While AE2S provided preliminary engineering and scoping work that guided the development of the Belgrade WRRF Phase 1.5 project, this work was conducted as part of a separate contract that has no bearing on this selection process. 2. Is the language regarding construction administration acceptable to potential funding agencies? Yes. Similar language has been utilized for past projects that received state and federal funding through various agencies. 3. Is the City only considering a Biolac system? No. The RFQ states that Biolac or similar systems would be acceptable. Existing aeration equipment in Cell 1 of the Belgrade WRRF is manufactured by Biolac. During preliminary scoping of this project, analysis was performed considering a Biolac lagoon system due to system compatibility and potential to reuse equipment. It is unknown at this time if reuse is feasible and the City is open to considering other manufacturers and products, provided they can be successfully integrated with the existing facility. 4. Because of the wide variety of tasks envisioned as part of this project, would the City consider a master contract-task order style contract? Yes. The City will consider this type of contract. Firms interested in this should address it in their proposals and provide any relevant discussion regarding advantages or disadvantages.
