Request for Qualifications For Architectural/Engineering Services Belgrade Aquatics and Recreation Center Proposals must be received no later than 3:00pm Tuesday, February 28, 2023 Send Proposals to: Sue Caldwell City Clerk City of Belgrade 91 E. Central Ave. Belgrade, Montana 59714 ---PAGE BREAK--- 2 PURPOSE The City of Belgrade is soliciting proposals from qualified architectural firms to provide professional assistance in the programming, planning, design, and public solicitation for construction and construction administration for the Belgrade Aquatics and Recreation Center. It is the City’s desire to engage a qualified firm to design the above projects, within the established budgets. SCOPE OF SERVICES The selected firm or individual will be responsible for the following Project Requirements: • Finalize programming requirements • Provide Pre-Bond modeling and rendering services • Provide cost estimates throughout design – (SD:DD:CD) • Provide renderings and 3D modeling • Provide design documents for multiple phased bid packages as needed for commencement of construction in June of 2024 • Participation with and support for public outreach and stakeholder entities • Participation and leadership in City of Belgrade planning and programming exercises • Participation in presentations to the Belgrade City Council and Belgrade Parks, Trails and Recreation District (if approved by voters) • Responsible design practices that meet established budgets • Detailed planning/design/phasing • Permitting through all AHJ’s • Public: Bidding/Alternative Project Delivery • Construction Administration • Participate in interviews of potential GCCM delivery services and provide a recommendation PROPOSAL SUBMISSION Interested firms are asked to submit five copies and one electronic copy of their RFQ packet. Proposal packets are due prior to 3:00pm on Tuesday, February 28, 2023. Proposals shall be delivered or mailed to: Sue Caldwell, City Clerk City of Belgrade 91 E. Central Ave. Belgrade, MT 59714 Proposals received after the designated time will be returned unopened to the respective firm or individual and will not be considered for evaluation. No faxed or emailed proposals will be accepted. REQUIRED CONTENT OF THE PROPOSAL The proposal should be concise, well organized and demonstrate the firm’s qualifications and experience applicable to the scope of services. The following describes the information that should be submitted by each firm or individual: 1. Cover Letter / Statement of Interest 2. Description of firm’s relevant experience with projects of similar size and scope ---PAGE BREAK--- 3 3. List examples of firm’s specific experience with programming, designing and completing projects of similar scope and size, on time and on budget. 4. References and contact numbers from previous representatives of projects completed of similar size and scope 5. Proposed staff and relevant experience 6. Current workload EVALUATION AND SELECTION Submissions will be assessed by a City-appointed committee on the following objective / subjective scale. A maximum of four candidates with the highest numeric scores will be “shortlisted” and invited to interview at the City’s facility with the selection committee. Unsuccessful candidates will be notified immediately after the selection process is complete. After the interviews the City will enter negotiations with the highest ranked candidate. If negotiations are unsuccessful with the highest ranked candidate, the negotiations will be terminated and start anew with the second ranked finalist, and thus, until a suitable agreement can be reached. Depending on the number and quality of submittals received, the City reserves the right to make the selection of the preferred firm based on the submittal information alone, and may decline to conduct the interview stage of the selection process.
