This document is a draft summary of the current engagement effort for the Belgrade Regional Parks, Trails, and Recreation Master Plan. It will be expanded upon in the final report and it is intended to serve as an interim reference document that quickly summarizes key takeaways from the current engagement effort and helps inform plan recommendations moving forward. What was the goal of engagement? Voters approved a District that will generate funds for park, trail, and recreation facilities and programs. District revenue will also fund adequate staff and equipment for park maintenance. Generating approximately $1.5 million in 2024, the District took its first steps in establishing a vision and initial projects based on prior community input. Moving forward, current input from District residents on how to shape the future of parks, trails, and recreation will be used to guide the creation of the District's goals and objectives, prioritizing the first steps in how revenue is spent. How long was the engagement process? The targeted engagement window began on February 20, 2024, with the launch of the primary online tools, survey & interactive map, and concluded with the final focus group on August 19, 2024, culminating in an approximately 6-month period. Although the target engagement window has ended, individuals can still suggest ideas and provide thoughts on the BeHeardBelgrade site. Additionally, a second open house is anticipated in late October. How does engagement fit within the overall Master Plan project? The proposed master plan for the District is in conjunction with the Clearly Belgrade planning effort. About this Document Belgrade Regional Parks, Trails, and Recreation District Booth, Community Open House, February 27, 2024 ---PAGE BREAK--- ENGAGEMENT SUMMARY 3 Project Website Project updates were made to the project website at BeHeardBelgrade.com serving as resource for project information, background documents,and links to Online interactive tools. Virtual Meeting An online meeting, Clearly Wednesday, was hosted with Parks & Recreation Director for the City of Belgrade, Steve Klotz and the consultant team providing a background for Parks & Recreation in Belgrade, overview the Parks District Master master plan planning process. Community Open House A community Open House gave attendees a broad understanding of Resolution 2023-11 and an overview of the master planning process. It allowed attendees to meet the planning team and provide initial feedback to a District map. Focus Groups The project team met with members of the community and agency partners to participate in guided discussions on various topics related to the district. Guests were invited to discuss topics of sports, indoor & outdoor recreation, and fitness & wellness alongside broader discussion with organizations and local Authorities. Doorhangers 500 door hangers were distributed across the City and County portions of the District to link residents to information about the project and the survey. Posters Several dozen posters were displayed at park sites and key community locations informing residents about the project and survey. Social Media Project updates, meetings, and invitations for feedback were shared via the BeHeardBelgrade Facebook Page, and hosted advertisement campaigns for the project website and online engagement tools. Survey An Online survey, via the project website, was administered to residents across the district. The input represented residents' votes on future parks, trail networks, & recreation programs, what projects should be prioritized in the next three years, and what respondents want to see for The District. Online Engagement Tools Interactive Map An interactive, conceptual, map for the Belgrade Regional Parks, Trails, and Recreation District provided residents with a visioning exercise to imagine the possibilities. Respondents were asked to share thoughts on the proposed improvements, conceptual trails, and/or identify new parks, trails, and recreation facilities they would like to see in the District! This input was collected by pins and comment options on the map. Thank you for all who participated in these meetings. ---PAGE BREAK--- ENGAGEMENT SUMMARY 5 The Belgrade Regional Parks, Trails, and Recreation District Master Plan places a high level of importance on input gathered through community engagement. The planning process outlines a series of avenues including an online survey, an interactive map, focus groups, virtual meetings, and direct email, to solicit feedback from the Belgrade community. Although responses, comments, and ideas were gathered through a variety of sources, capturing different perspectives from the community, some commonalities quickly emerged. Residents' comments are generally aligned with broad categories of places, connections, programs, administration, and others that represent high-level elements to be explored through the development of the plan. " - survey respondent " ---PAGE BREAK--- ENGAGEMENT SUMMARY 6 Themes To organize similar comments across the sources, the responses have been grouped into these 5 categories, called Themes, with each reflecting the most common responses throughout the engagement window by topic. The following themes, informed by participants and respondents throughout the master plan engagement phase, create a framework to inform the consideration of projects, priorities, and best practices recommended through the master plan. Places Residents noted an overwhelming desire to expand, maintain, and/or create new spaces for the community to experience parks, dog parks, sports fields, recreation facilities & amenities, and open space. These included strong desires for the development of an aquatic facility and a larger community park/recreation center. Connections Connections refer to links between spaces and facilities in a safe, accessible, and convenient manner which were noted as important desires by respondents. These include opportunities to create new routes (trails, pathways, and/ or sidewalks) for residents to get to and from key community spaces, parks, facilities, and destinations. Programs Residents noted an interest in expanding, and creating a variety of programming, events, and partnerships that serve a diversity of interests throughout the district. These responses noted a desire for inclusive, family-friendly, offerings year-round that served all ages and abilities. Administration In addition to the service offerings of the district, responses shared a desire for equal interest noted for the implementation, management, and facilitation of programs, places, and connections that fall within the authority of the district. These include the creation and/ or enforcement of policies and guidelines considerations by district authorities. Other Residents offered a variety of feedback reflecting desires that crosscut many of the above themes or fall outside of the project scope but may inform more comprehensive plan recommendations. These include relevant information, process consideration, plan implementation, suggestions for best practices, and related comments beyond the responsibilities of the district. ---PAGE BREAK--- ENGAGEMENT SUMMARY 7 Key Findings Places • The development of a large community park and Aquatic Center remain the top project priorities of respondents. • Respondents have an interest in recreation facilities and sporting fields that are flexible for various activities and remain accessible in all seasons, including indoor facilities during the colder season. • Key priorities for many respondents are upgrades, improvements, and maintenance of existing baseball and softball fields at Lions Park. • Residents shared a strong desire for more dog parks, and dog-friendly areas, and have an interest in other facility investments such as an amphitheater and bike park. Connections • Residents feel strongly that better connections between existing parks and public facilities should be prioritized. • Respondents share the desire for more pedestrian, walkways, trails, and pathways connecting district destinations. • Respondents noted a desire for more safe and protected bike lanes and trails for commuting. • Respondents share interests in new, broader, trail connections throughout the district. Respondent noted any future trail considerations, particularly those north of the City boundary, should consider alignment with public roadways. • Many respondents are opposed to trail connections through, and near, private property. Trails on private property require approval from property owners. • Respondents advocated for more consideration of the impacts on private property owners and adjacent land uses where public trails are proposed. Programs • Respondents would like to see more family-friendly, community-wide events and festivals be marketed broadly to the public. • Respondents desire programming, available year-round serving a variety of ages and abilities. • Respondents desire affordable and accessible youth programming that promotes health and wellness. • Respondents desire diversity in program offerings including equine, archery, cross-county skiing, and others. • Respondents desire classes, lessons, and camps alongside facility and place investments such as swim lessons and classes. • Responded identified youth-focused (ages 6-17 yrs.) programs sporting options, camps, and activities as a priority. The following findings underscore the overall takeaways of the feedback received through the public engagement project phase. Over 750 data points were gathered with these conclusions representing a collection across all sources; the most common open-ended response with data derived from the online survey and interactive map. These findings capture critical values from the community and, based on public feedback, should directly guide planning considerations through the next planning phase. ---PAGE BREAK--- ENGAGEMENT SUMMARY 8 Key Findings Administration • Respondents desire to see guidance and/or regulation for addressing improper use or behaviors at parks, trails, and facilities. • Respondents share that impacts on natural resources and wildlife should be considered at the forefront of any decisions. • Respondents feel that the preservation of open spaces is a priority as the community grows to ensure quality of life for residents. • Respondent encouraged the coordination and partnership with stakeholders, institutions, and agencies, where possible, to realize goals. Other • Respondents overwhelmingly share desires for improved crossings for pedestrians and cyclists, in particular improvements should be considered along high-traffic locations such as Jack Rabbit and through Downtown Belgrade. • Respondents noted that recreational opportunities should consider habitat and preservation of natural resources and long-term environmental impacts should be considered with recommendations. We need a huge baseball/softball/ soccer complex as well as a community recreation center with indoor/outdoor swimming pools, basketball courts, racquet ball courts and weight lifting equipment. - survey respondent ---PAGE BREAK--- ENGAGEMENT SUMMARY 9 Select Quotes Places • I would really love the city to take pride in youth sports. We have teams that are very competitive and make it to regionals but it’s embarrassing to host events because our fields have not been maintained by the city and kids get hurt yearly. • In the context of continued growth and development, I believe that open outdoor spaces need to be preserved and maintained in a manner that fits with the context and culture of Montana. • This is functionally a park and I love it! It’s exactly the kind of scrubby, semi natural place where kids and dogs can run around without bothering anyone. It would be great to have more native plants and a little trail mowed in but it’s great as is. • I LOVE our community! My family and I would love to spend more of our time here instead of traveling to bike, swim and yoga. • I would love to see a rec center with a pool for my kids to take classes year round. I also think we need more larger playground parks to accommodate how many children there are and for families to meet up for playgroups. I would also like to see an expansion of the skate park because it’s too small for multiple skaters to skate safely at the same time. • Pickleball courts and more pickleball courts. • Penned more indoor facilities for sports and recreation for all youth during the winter. This is a massive issue here. This is forming kids to stay inside their homes with more screen time and less activity. Forcing behavior issues and childhood obesity. Get indoor facilities and even outdoor with covers. This should be first priority. • More baseball and soccer fields would be nice. The parking lot could be paved with parking spots painted. It is chaos when full. • We need to improve and develop more baseball fields for the kids of Belgrade. We have run out of field space for the number kids that want to play baseball. • The baseball fields at Lion Park are in dire need of an upgrade and maintenance! The fields need to be better maintained. Better safer batter cages! Lights! • Pool!!! We live around lakes and rivers and need to be able to have swimming lessons and the outdoor community pool that so much of us grew up with. How is this valley so large and Belgrade doesn't have a pool, when much smaller towns have wonderful community pools? • We need swimming of some kind that is operational all year & doesn’t cost a fortune. We need indoor sports. And we need more childcare. Be that in the form of camps, pre school programs, after school programs, city run day care, or anything else. It’s a huge need. ---PAGE BREAK--- ENGAGEMENT SUMMARY 10 Select Quotes Connections • This path would destroy wetlands and fragile riparian areas. There is already conflict with trespassing and people allowing dogs to chase livestock. Please keep the paths in the city and allow the farm land to stay beautiful. • Thank you for expanding access to the outdoors for our growing population! If this is the right forum, please prioritize more safe bike lanes connecting neighborhoods to main street! We would love to bike there, but do not feel like biking is a very safe activity along town roads. • Please prioritize making safe biking options in and around the city of Belgrade!! We love biking and the traffic is getting crazy, so safe trails and bike paths around the city to the neighborhoods would really increase quality of life for active families. • I currently have to drive too far away to have access to open space for our dogs to run. A dog park in or near Belgrade is badly needed. Also - trails that are safe for my children and myself to run/bike on! • Collaborate with Gallatin Valley Land and Trust to work on bike paths that connect Bozeman and Manhattan. You should not be required to figure out that plan on your own. Also, please work with the city of Belgrade to enforce all sidewalks are clear and to encourage more walkways where there aren’t any. • I would like to see more running trails and parks located in the City of Belgrade (could lead out of the city). Working with the Belgrade High-school Cross Country/Track Team, it would be nice to give the kids more variety in their training as well as host meets in the Belgrade. • There is no way our HOA will give permission to use our private property much less other property owners to the south of us. We already have issues with the fishing access and trespasser. Programs • I would love to see more community wide events (Christmas Convoy, City Block Party, Car Show, etc…) • There needs to be more activities for people of all ages. We need a bowling alley, indoor rollerskating, mini golf, huge sports complex to host baseball tournaments, Frisbee golf, pickle ball courts, swimming facility, safe walking paths for students to get to school, an outdoor amphitheater, and continue the farmers' market. • We need more indoor/winter accessible activities for our youth as well as more water/swim options for summer. • More sidewalks and increased ability to walk/bike within the community. Affordable preschool and youth programs so families don't always have to drive to Bozeman. Belgrade based sports teams to funnel into our school sport programs. Many HS programs don't have enough kids entering the sports - XC, soccer, etc. ---PAGE BREAK--- ENGAGEMENT SUMMARY 11 Select Quotes Administration • I think it’s important as our area increases in population, to protect and preserve our farm and ranch lands. These areas are best served by not introducing public trails and bike paths. We should act as stewards of this land now by offering protection in perpetuity so that these areas won’t be threatened by future influx. Thank you for listening. • Need to plan for the future of the District beyond just the city limits of Belgrade for the District to have long- term success. • Implement smoke-free or tobacco-free policies at parks to reduce risks of nicotine poisoning and fire risk while also altering norms related to tobacco use within Belgrade. • Overlapping plan boundaries will require additional coordination. Other • I think this is a great opportunity to be heard and I truly appreciate the democratic way. I hope that preserving our natural resources, wildlife, and the Montana way of life is at the forefront of any and all decisions being made. This is why many of us have moved here and something most of us can rally around. • I would suggest that even in the early stages of this plan, any proposal should be developed in a socially responsible manner, not only meeting the needs of the community, but the fully assessing the environmental impact, effect to neighborhoods and private land owners. • I'd like to see the city council have developers and this growth in general pay for itself and bring forward the parks requests that these new residents are looking for. Update zoning, open space etc requirements for new development, etc • Develop Main Street to have more restaurants. Look into adding a fun courtyard with food trucks, a bar, live music venue. Similar to whitefish. • Please be aware of the current bad economy and the affect it is having on the people that live in the district. Although the voters passed this tax, many of them are renters and do not pay property taxes. Many of the property owners are elderly and live on fixed incomes. The event took place at the Belgrade Community Library immediately following a neighborhood meeting regarding a separate city project called the Belgrade Zoning District. The Open House was designed using 4 stations. Each station was specific to a topic: • Station #1 Project Introduction • Station #2 Parks • Station #3 Connections • Station #4 Programming When residents arrived, they were greeted at the introduction station, asked to sign in and then given 5 bills of fake currency. They were asked to visit each station, learn as much about the district as possible, consider recommendations at each station and then “invest” their currency in the recommendation that mean the most to them. Residents could either invest all of their money in one recommendation or divide their money across as many as 5 of their preferred recommendation. This exercise proved to be a fun way to get the public to recognize the varying degree of complexity and nuance needed to improve recreation projects. Approximately 40 people attended the event, and all attendees participated in the currency preference activity. In addition to the project consultant team, city staff, as well as board members, also attended and provided leadership and support at each station. Staff and board members were also available to answer questions and listen to feedback. Below is a summary of station content and public comment summaries. In general, attendees were familiar with the District creation and scope 2. Some frustration was voiced over the additional tax burden on property owners given current economic climate 3. Two attendees had questions regarding how the assessment was calculated. Station #2 Parks 1. Even with the high cost, support for the Aquatic Center was very high which reinforced what was heard in prior engagement efforts. 2. Interest in multi-use courts for activities such as tennis and pickleball was lower than anticipated. 3. Support for the large regional park which included active recreational fields was moderate but may have been overshadowed by the very high preference for the Aquatic Center. Moderate support was also received for sport field interest in the programming section. 4. A small amount of participants noted interest in the range of program opportunities that the Regional Park could create such as recreational trails, a dog park, a playground, and the retention of undeveloped open space. 5. Questions and some concern was raised about how the District would address HOA residents that are paying both HOA dues to maintain subdivision parks and the assessment created by the District. Station #3 Connections 1. In general, there is a high level of interest in pathway connections with the most interest in a connection between Bozeman and Manhattan 2. There is a high level of interest in improving safety throughout the existing active mobility network with preference placed on adding more dedicated pathway options and safety infrastructure improvements like crosswalks, lighting, etc. 3. Participants made recommendations for both transportation pathways and recreational pathways. Station leaders guided participants to the Transportation Master Plan map to learn more about plans for new transportation pathways. 4. Several participants noted existing unmapped bike routes around Belgrade, particularly on the northeast side and liked the idea of an off-road separated path for cyclists 5. Compared to other alternatives, participants were less interested in connections to the existing West Bridger trailheads Station #4 Programs 1. Participants did not voice a strong preference for one individual program area but the strongest preference was for arts, education, culture and community events. 2. We live on the outskirts of Belgrade and are in the Belgrade school zone, yet almost never spend any time in Belgrade except for school drop offs and the splash park, and instead do nearly all of our shopping and recreating in Bozeman. Adding more to Belgrade downtown would be wonderful so it could be a great place to shop and hang out. We love walking downtown Bozeman, but rarely go to downtown Belgrade because it's so small with few amenities of interest. It is affected by high run off and often winter Ice Jams. It would require multiple bridges over all of the channels and frequent yearly major maintenance. Due to these changing conditions it would be unusable during many months of the year. Also with all of the growth in the area this corridor is one area left for wildlife. Once large tracts of land are developed into housing, they are forever lost to housing. Think of any great city and you will almost certainly think of the park that exits there that is enjoyed by many and often the crown jewel of the city. While pocket parks are great for neighbourhoods so a family or dog owner don't have to travel far,, it is not acceptable to say that's a job well done. In fact, the city should take notice of the shameful park that is about the size of an alley through Story Creek. How can anyone enjoy such a narrow space without losing their freebie or baseball across the fence. A regional type park (Similar to the County Regional Park in Bozeman, or even Grander would be like Mission Trails Regional Park in San Diego) would be treasure. It takes a lot of foresight (And money too I get that) to set aside such a large amount of land for future use. But those cities have already built up around the borders of those parks and many citizens use them on a regular bases. What I like about both of those parks too is that they still are almost completely undeveloped without any structures, etc. Every building that is placed in a park that takes up existing park space, is lost forever, like the Belgrade Library (Not a judgement on the library, just stating a fact that space was lost). If we disturb these natural areas, we won't get a second chance to bring them back. I understand that there are many people currently living in Belgrade and more arriving each day, and we all have different needs and wants from our community. Preserving natural areas helps keep us healthier by preventing disease spillover from wildlife, maintaining carbon sinks from forested and well-vegetated areas, improves biodiversity, and helps prevent the spread of invasive species. Additionally, preserving natural areas and building green spaces improves human physical and mental health and has even been linked to lower crime rates. I think neighborhoods, especially new construction, also need to invest more in their park and neighborhood maintenance. There are so many invasive weeds growing in the retention ponds and public parkways that are filled with rocks. These weeds never seem to get pulled but are only cut back 1-2 times per summer (notably, after these plants have flowered and produced seeds). I think we need to invest in our current green spaces and other outdoor infrastructures before building new ones. The suggestion someone should walk here is an intrusion of my privacy, my personal safety, and peace of mind. Furthermore, I care for livestock. This path goes through where they live on private property. To insinuate that this should be used as a public area is as morally bankrupt as it is unfounded.This map should be taken down. There is no funding for this, it will not happen, so this map is here to cause harm without any benefit. 71 Map Connections This is an absurd suggestion for a trail and obviously drawn out by someone who doesn't live in this area. There isn't any logical reason why a trail would cut through private properties along this route. It is nowhere near a main road and would increase traffic on Weaver and Swamp, both or which are already in poor condition. Come on Belgrade - do better. There are plenty of other places to recreate. 72 Map Connections This is already a dangerous stretch of highway, so proposing adding a trail is absurd. The highway is far too narrow and scary for drivers, so to add bicycles and runners would be a disaster. The trail from the Gallatin River to Manhattan is dangerous as it is, being so close to the 70 mph passing cars. This is no place for bicycles and pedestrians. This is agricultural land and people's livelihood. This is no place for recreational activities. 73 Map Connections This is a creek and wetland with an irrigation ditch running right snack down the middle. Not sure how you plan to put a trail on it. Plus part of this is my property that I own. My fence is set back from my property line. This entire exercise seems like a waste of the taxpayer dollars that you have been entrusted with and reeks of government overreach and wasteful spending. These funds would be much better spent focusing on the Belgrade City limits rather than being spent on the hundreds of lawsuits that will come if this committee attempts to strip away private property rights. ---PAGE BREAK--- 81 Map Connections We are not sure why these two trails would be proposed as recreational trails through private property that nobody has ever approached a landowner in this area about, there are numerous trails across Rocky Mtn road that can be used by the public that do not cross private land. Where trails do start and or cross private land they are a total mess as the general public does not abide by any rules set forth by USFS, BLM or DNRC they drive wherever they feel like, trespass, destroy fences, leave gates open, harass stock, none of which are acceptable on private land. This should never have got this far without consultation of the private land owners in this area. We have made our homes and living off of the land in this area and to think it would be acceptable to put a trail through private property and alter lives, livelihoods and property values is insane thinking at best, these proposed trails need to be removed from consideration as the landowners in this area will never go along with this proposal. 82 Map Connections Let’s just say this thing does go through after years of being tied up in court, and you are able to steal our private property rights and build your pathways right through the middle of our property. Is the newly formed Belgrade Parks dept, going to provide the landowners the extra ammo it is going to take to shoot all the dogs that are going to be harassing our livestock or are we on our own with that as well? Because you know that all of these people have dogs. And they probably don’t know the consequences of allowing their dogs to chase livestock. Also is the parks dept going to fence off both sides of the entire trail that runs through private property to keep people from trespassing any further, and to keep aggressive animals away from these people. Seems to me it would be better to look at the ranches that have their property in conservation easement, who have already comprised their property to the government. 83 Map Connections Has anyone in this department talked to landowners at all…..obviously not because you’re trying to run it right through private property. I don’t know of one landowner that would go for this. The amount of people that can’t read a private property sign is at an all time high because common sense and respect has been thrown out the window in today’s society. Vandalism, trespassing, poaching, and littering is going to sky rocket because people don’t have respect for anything or anyone anymore. Hiking on any local trails proves that when there is dog poop bags scattered and left everywhere, and that’s if the owner decides to pick it up in the first place. People don’t stay on designated trails because people don’t care, they won’t respect other people’s property. That’s proven countless times every summer by all those “respectful” tourists that decide to not stay on designated trails in Yellowstone National Park, or the many trespassers that have been caught crossing a fence line to take a picture by a historic building on private property. I’ve seen many people not have their dogs on leashes in town so who’s going to enforce that when dogs start crossing onto private property and chasing livestock? This is just one more example of government overreach. 84 Map Connections There is no way our HOA will give permission to use our private property much less other property owners to the south of us. Since paving to the Cottonwood trail people are now parking along the side roads (Pass Creek, BiggsHaugland etc) on both sides of the road leaving the road too narrow for farm and ranch equipment to pass. We now have to send a small car ahead of us with radios so we don't end up in a position we can't back out of, turn around from or need to wait for the bicycle person to return. We've also lost our head gate and 100 feet of fence along Rocky Mountain Rd since paving to CW trail. This has not happened in the preceeding 25 years here. Has the city conducted and Engineering Traffic survey to determine the problems this will create with traffic? Has anyone done an environmental impact study regarding the impact on the Bald Eagle and Golden Eagle nesting in this area? Speeding trucks and other off road vehicles chew up not just Johnson Canyon Road but also the unpaved portion of Rocky Mountain, leaving corduroy for resident to travel on and pull horse and cattle trailers over. It is no longer possible to ride a horse on that road/trail. These problems are obvious when we see the accidents and tragedies that occurred there this past year including a death and a life flight injury. While pocket parks are great for neighbourhoods so a family or dog owner don't have to travel far,, it is not acceptable to say that's a job well done. In fact, the city should take notice of the shameful park that is about the size of an alley through Story Creek. How can anyone enjoy such a narrow space without losing their freebie or baseball across the fence. A regional type park (Similar to the County Regional Park in Bozeman, or even Grander would be like Mission Trails Regional Park in San Diego) would be treasure. It takes a lot of foresight (And money too I get that) to set aside such a large amount of land for future use. But those cities have already built up around the borders of those parks and many citizens use them on a regular bases. What I like about both of those parks too is that they still are almost completely undeveloped without any structures, etc. Every building that is placed in a park that takes up existing park space, is lost forever, like the Belgrade Library (Not a judgement on the library, just stating a fact that space was lost). Preserving natural areas helps keep us healthier by preventing disease spillover from wildlife, maintaining carbon sinks from forested and well-vegetated areas, improves biodiversity, and helps prevent the spread of invasive species. Additionally, preserving natural areas and building green spaces improves human physical and mental health and has even been linked to lower crime rates. I think neighborhoods, especially new construction, also need to invest more in their park and neighborhood maintenance. There are so many invasive weeds growing in the retention ponds and public parkways that are filled with rocks. These weeds never seem to get pulled but are only cut back 1-2 times per summer (notably, after these plants have flowered and produced seeds).
