Public Works Department 621 Lagoon Road Belgrade, MT 59714 Phone: [PHONE REDACTED] www.belgrademt.gov 1 June 13, 2025 City of Belgrade – E Madison Ave – Oregon to Broadway – Question and Answer (Q&A) The following are the questions the City of Belgrade Public Works Department has received regarding the E Madison Ave – Oregon to Broadway project RFQ. Responses to these questions are in bold following each question. 1. It appears there are utility conflicts, predominantly with Northwestern Energy’s power, along the north side of E Madison Ave. Is the City anticipating moving these utilities? In regard to Northwestern Energy’s overhead power, no, the City does not plan for these to be moved. Sidewalk improvements will need to be installed in a manner that avoids the power poles. The City is aware of potential conflicts with communications lines throughout the project limits. Belgrade City Code requires communication utilities to move conflicting utilities at their expense. The selected firm will be required to identify these conflicts and coordinate with the affected utilities, with the City’s assistance. 2. At Triangle Park, there is an existing mailbox cluster. Will these be relocated, and are they accessed by homes on both sides of E Madison Ave? There are multiple mailbox clusters within the project limits. We expect some of these will require slight relocation to accommodate sidewalk improvements. Our understanding is that they serve both sides of E Madison Ave. Additional ADA ramps and crossing locations should be considered at key locations to facilitate safe pedestrian crossings near the mailbox clusters. 3. The Transportation Alternatives (TA) application only proposes curb and gutter on the north side of E Madison Ave. Is this still accurate? The City aims to construct curb and gutter on both sides of the roadway. Additional City funds have been allocated to this project for non-TA eligible items. 4. There are multiple driveway openings on the north side of E Madison Ave. Will concrete driveway aprons be required? Yes, concrete driveway aprons, designed and constructed in accordance with the Montana Public Works Standard Specifications and City of Belgrade Modifications to will be required. ---PAGE BREAK--- City of Belgrade – E Madison Ave – Oregon to Broadway – Question and Answer (Q&A) www.belgrademt.gov 2 5. Is this project required to be Local Agency Guidelines (LAG) certified? Is the Montana Department of Transportation (MDT) administering the project? Has MDT assigned a project manager to this project. Yes, this project is required to be designed, constructed, and administered in accordance with the MDT’s LAG manual and all applicable processes. The City of Belgrade, or its contracted Engineer, will be responsible for administration of the project’s construction phase. MDT’s TA project manager for this project is Shaun Sampson ([EMAIL REDACTED]). 6. Does the City have any concerns about right-of-way for this project? Are any acquisitions planned? While portions of the project limits have a constrained public right-of-way (40 feet), the City does not anticipate any conflicts or need for acquisition. The project will need to be designed to be as functional as possible within this constraint. Additionally, all proposed improvements will be constructed within City of Belgrade or MDT right-of- way/public access easements. There are no known conflicts with Burlington Northern- Sante Fe’s (BNSF’s) right-of-way. 7. Will an environmental assessment/study be required? This project is required to comply with NEPA, MEPA, and MDT’s internal environmental review processes. As such, an environmental assessment may be required unless the project is eligible for categorical exclusion. 8. Will the selected engineering firm be required to conduct public engagement activities? Yes, public engagement should be included within the scope of work. This project will include impacts to the surrounding neighborhoods, such as loss of parking and inconveniences during the construction phase. The City expects an increased level of public engagement once a 30% plan has been developed that may include, but is not limited to, website updates, open houses, discussions with affected property owners, etc., with efforts expected to continue through construction. 9. This project includes several components that are not eligible for TA funding. Has the City identified as funding source for these components? Yes, an estimate, with contingency, for these improvements (such as water and sewer main replacement) was developed by Belgrade Public Works. The City has identified funding sources and does not anticipate issues with funding the full scope of the project.
