We offer the following initial comments that may be amended in the future or additional comments provided on future submitted materials: Water Conveyance Facilities With the preliminary plat application, detail needs to be provided on the abandonment or mitigation of any existing water conveyance facilities that traverse the property. Lots Dimensions and Orientation It is encouraged to utilize shared accesses (and shared off-street parking) wherever possible to limit the number of driveways on proposed streets, allowing for improved snow storage capacity, improved pedestrian and bicyclist safety, improved traffic flow, and to promote a more aesthetically pleasing roadway environment as opposed to continuous driveways, drive approaches, on-street vehicles, and lack of green space. Double Frontage For any proposed double frontage lots, access restriction may be accomplished through a one-foot wide no vehicular access strip along the arterial or collector right-of-way frontage for the lot(s). ---PAGE BREAK--- Page 2 of 4 9/20/2021 J:\Public Works\Subdivisions\Airport Road Subdivision\Pre-Application\20210920_Airport-Road-Subdivision_Pre-App-Comments-Memo.docx Corner Lots Corner lots shall have sufficient width to permit appropriate building setback from both roads and provide acceptable visibility for traffic safety, inclusive of having driveways located outside vision triangles per the current City Code at the time of development. Frontage Blocks Block Length A variance will be required for a block length more than one thousand three hundred feet (1,300’). Rights of Way for Pedestrians Provisions for pedestrian and bicyclist connectivity within the development are required. Easements Easements will need to be provided as required. Grading and Drainage It is encouraged to utilize natural drainage pathways where possible and to ensure that no adverse effects are created for properties. No proposed storm water retention/detention locations were identified. It is highly recommended to account for those facilities initially in the design process with lot layout as opposed to an afterthought. Storm water retention/detention facilities will need to account for rights-of-way, portions of lots that may drain to rights-of-way (some is recommended due to grading design with subsequent lot development for driveways, parking, and landscaping coordination), and contributing off-site areas. Sanitary Sewers Wastewater Master Plan An engineering report delineating projected wastewater demands from the proposed development as well as any potential future connecting facilities is required with the proposed sanitary sewer extension. City Issuance of Ability to Serve Letter & Allocation of Capacity Because the proposed development is located further than 500 feet from City of Belgrade wastewater system infrastructure, an Ability to Serve letter will not be issued for the subject development until the City’s new water reclamation facility is online, able to provide treatment for wastewater, and permitted ---PAGE BREAK--- Page 3 of 4 9/20/2021 J:\Public Works\Subdivisions\Airport Road Subdivision\Pre-Application\20210920_Airport-Road-Subdivision_Pre-App-Comments-Memo.docx for use by the Montana Department of Environmental Quality as well as construction drawings have been submitted to, reviewed by, and approved by the Public Works Department. No wastewater capacity will be allocated for the development until the proposed infrastructure improvements have been reviewed and approved by the Montana Department of Environmental Quality. Water Supply System The proposed development is outside the planning area boundary for the City’s most recent water master plan prepared by TD&H Engineering dated 2017. An amendment to the water master plan for the proposed development will be required. The City of Belgrade is requesting that the existing water supply infrastructure be extended along the Frontage Road southeasterly to Dollar Drive with a 10-inch water main as recently modeled by TD&H Engineering as provided to you on September 9, 2021. The results from the modeled data provided the best operations for meeting minimum design requirements. Roads Transportation Plan Coordination The proposed development is outside the planning area boundary for the City’s most recent long range transportation plan. Proposed roadway layout will need to be evaluated for network needs for the proposed development and the surrounding area. At a minimum, it is anticipated that the realigned Airport Road may be classified as a minor arterial, maintaining consistency with past transportation planning efforts in the area (see the 2007 Greater Bozeman Area Transportation Plan). This would also serve the anticipated connectivity in the area. Roadway design should incorporate standards appropriate for the facility. Primary Access Roads Widths of Rights-of-Way Widths of proposed rights-of-way shall be in accordance with current City Code and Standards in-place at the time of platting. Additional right-of-way width may be required at intersections depending on needs for traffic control, non-motorized user accommodations, or other elements. Access Spacing To promote the long-term functionality of arterial and collector roadways and coordinate with anticipated changes to City Standards, recommended minimum access spacing (centerline to centerline) with reference to Gallatin County Standards is as shown in the table on the following page. ---PAGE BREAK--- Page 4 of 4 9/20/2021 J:\Public Works\Subdivisions\Airport Road Subdivision\Pre-Application\20210920_Airport-Road-Subdivision_Pre-App-Comments-Memo.docx Accesses will be prohibited within the functional area of adjacent intersections unless it is demonstrated and documented that no other alternative is feasible.
