Responses are in bold following each question. 1. Are firms required to assemble a full team and respond to all the service categories, or can firms submit qualifications for a select few? Firms are invited to submit SOQs for one, multiple, or all service categories/disciplines. SOQs for each work category will be evaluated independently and there is no penalty if a firm chooses not to submit for all service categories. The City requests that firms coordinate amongst their respective departments/disciplines if they are submitting multiple SOQs, so that the City receives them all together in one submittal. 2. What does “environmental engineering” entail? What types of services does the City foresee will be included? The City anticipates that this work could include tasks like development of stormwater management manuals, policies, etc., MDPES permitting assistance, Environmental Impact Assessments (EIA) or Categorical Exclusion documents for smaller, less complex projects, etc. 3. What type of tasks does the City foresee will be included in the Bridge and Structural Analysis and Design category? The City does not anticipate that this work will include vehicle bridges. However, it may include analysis or design of smaller pedestrian bridge structures or culverts that carry vehicle traffic. Other potential tasks are designing and load-rating small structures like plow sander racks or investigating and designing repairs for existing structures at City facilities. 4. Page 7, Item 1 directs a cover sheet to be added at the start of each service category. We would like to confirm that firms are able to create their own cover sheet and that a specific City form is not required to be used. On page three under II General Information it is stated final addendums will be posted on May 20th 3:00 pm. SOQ’s are due on May 23rd at 3:00 pm. These dates leave a small amount of time to make changes which may be required based on the addendum, firms that need to ship SOQs will be impacted more. Would the City consider extending the due date based on these factors? Originally, the City had not planned to extend the submittal due date. However, the Q&A document was issued later than expected and the deadline has been extended via Addendum 01 to May 30, 2025. 6. Are firms that do private development work excluded from submitting SOQs, particularly for the Multi-disciplinary Engineering Review category? No. The City recognizes that most engineering firms perform at least some private development work. If a firm is approached to complete a specific task order, the City expects that both parties will be forthcoming and reveal any conflicts of interest that may affect the integrity of the work. A conflict of interest may preclude a firm from performing a specific task order, but it would not preclude them from consideration for future task orders in a specific service category. 7. Regarding service categories for water, wastewater, and stormwater that may require modeling work, what software does the City use for this and are firms expected to procure software at their own cost? The City does not have a system-wide model for stormwater and does not anticipate that it will in the near future. The City’s position is that EPASWMM or equivalent software would be acceptable for stormwater modeling tasks. The City does have a system-wide water model, which was developed in InfoWater. A system-wide wastewater model is under development and expected to be available in late Q3 2025. The wastewater model is being developed in AquaTwin. Firms would be responsible for procuring their own software licenses at their cost.
