Page 1 of 2 RESOLUTION NO. 2025-7 A RESOLUTION OF THE CITY COUNCIL OF BELGRADE, MONTANA, RESTRICTING IRRIGATION WATER USAGE AND SETTING SPECIFIC IRRIGATION HOURS WHEREAS, the City of Belgrade is committed to ensuring the sustainable use of its water resources; and WHEREAS, during periods of high demand or low supply, it is necessary to regulate water usage to ensure adequate water for all residents and businesses; and WHEREAS, outdoor irrigation constitutes a significant portion of water use; and WHEREAS, the City of Belgrade is actively engaged in increasing its ability to store and produce water; and WHEREAS, it is essential to ensure that an adequate water supply is available for fire flows and other emergencies; and WHEREAS, Section 9-1-6-1 of the Belgrade City Code grants the City Council the authority to restrict or prohibit the use of department water for irrigation purposes; and WHEREAS, Section 9-1-7-2 of the Belgrade City Code states that irrigation by sprinkling or any other means during unauthorized times is a misdemeanor violation; and WHEREAS, these restrictions are not a result of drought or lack of water supply but are necessary due to the current limitations of the city's water distribution capacity; NOW, THEREFORE, BE IT RESOLVED by the City Council of Belgrade, Montana: 1. Restriction on Irrigation Hours: o Irrigation watering is prohibited from 6:00 AM to 6:00 PM. Customers may irrigate their properties only outside of these hours. o Exception: Hand watering with a hose equipped with an automatic shut-off nozzle is permitted during the restricted hours. ---PAGE BREAK--- Page 2 of 2 2. Public Notification: o The City will post this resolution at City Hall, on the City’s website, and in the Belgrade News and Bozeman Daily Chronicle. 3. Effective Date: o These restrictions shall be in force twenty-four (24) hours after public notice has been made in a local newspaper. o These restrictions shall not begin prior to May 12th, 2025. 4. Duration: o These restrictions shall remain in effect until the City Manager determines that water supplies or flows have returned to normal and lifts the restrictions. Or the City Manager presents, and the council adopts a change to the existing code that changes the process for implementing restrictions. The council intends to make this an administrative process for the City Manager. 5. Encouragement of Water-Wise Practices: o The City Council encourages all customers to use water wisely, avoid over- watering, and ensure that irrigation systems are properly aligned and maintained to prevent water waste. 6. Penalty for Violation: o As per Section 9-1-7-2 of the Belgrade City Code, irrigation by sprinkling or any other means, except as identified in this resolution, during unauthorized times is a misdemeanor violation.
