REQUEST FOR PROPOSALS (RFP) PROJECT NAME: Belgrade Justice Center (Heck Elementary) Asbestos Abatement SERVICE TYPE: Asbestos Abatement Services CITY OF BELGRADE 91 E Central Ave Belgrade, MT Work Order: WO CM-25-02 Date: September 2025 I. INTRODUCTION The City of Belgrade is seeking qualified, licensed, and experienced contractors to provide asbestos abatement services at the former Heck Elementary School located at 308 North Broadway, Belgrade, MT. This project aims to safely remove and dispose of asbestos- containing materials identified in the Tetra Tech Phase II Environmental Site Assessment dated July 21, 2025, in compliance with all federal, state, and local regulations. II. SCOPE OF WORK The selected contractor shall provide turnkey asbestos abatement services, including but not limited to: - Obtain all necessary permits from the Montana Department of Environmental Quality (MTDEQ) and City of Belgrade. - Prepare and submit a project-specific abatement work plan. - Establish containments and barriers per NESHAP (40 CFR Part 61) and ARM 17.74. - Remove, package, and dispose of identified asbestos-containing materials (ACM) as documented in the Phase II ESA. - Transport and dispose of ACM at an approved facility, providing proper waste manifests. - Coordinate with the City’s third-party consultant for final air clearance testing. III. CONTRACTOR QUALIFICATIONS Contractors must: - Hold a valid Montana asbestos abatement contractor license. - Employ supervisors and workers certified in asbestos abatement per OSHA 29 CFR 1926.1101. - Maintain asbestos-specific liability insurance and workers’ compensation coverage. - Demonstrate experience completing at least three comparable abatement projects in the past five years. ---PAGE BREAK--- IV. PROPOSAL SUBMISSION REQUIREMENTS Proposals must include: - Cover letter summarizing qualifications and understanding of the project. - Proposed abatement plan including equipment, safety controls, and methodology. - Project schedule with milestone dates. - Lump-sum cost proposal and unit pricing for unforeseen ACM discoveries. - Proof of licensure, insurance, and relevant certifications. - At least three references from similar projects. - Three Printed Copies and One digital submission (USB Flash Drive) - No e-mailed submissions will be accepted.
