WRF Lagoon Rehab I Phase 1.0 Belgrade, Montana 00 11 13 - 1 Advertisement for Bids General Notice City of Belgrade, Montana (Owner) is requesting Bids for the construction of the following Project: Belgrade Water Reclamation Facility Lagoon Rehabilitation Project Phase 1 Engineer’s Project Number: P10052-2022-004 Owner’s Work Order No.: 22-04 No.: C301323 Bids for the construction of the Project will be received at the Belgrade City Hall located at 91 E Central Ave, Belgrade, MT 59714, until June 20, 2025 at 3:00 PM local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Work generally consists of furnishing all labor, equipment, materials, and skill necessary for the removal and disposal of accumulated biosolids in from the Belgrade WRF Lagoon System. This includes but is not limited to removal, dewatering, and disposal of all existing lagoon solids, lagoon liner repairs, demolition of submerged static tube diffusers and associated equipment, and demolition of other buried lagoon infrastructure. Bids are requested for the following Contract: W/O No. 22-04 Belgrade Water Reclamation Facility (WRF) Lagoon Rehabilitation Project. Other conditions applicable to the procurement of this Contract are described in “Section 00 21 13 – Instructions to Bidders” of the Bidding Documents and the bids will be evaluated by the procedure described in Article 18 of the Instructions to Bidders. The Project has an expected duration of 144 calendar days. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Attendance at the pre-bid conference is encouraged but not required. Bidders can make arrangements with Engineer outside of the scheduled pre-bid conference time to visit the Project Site and collect their own sludge samples on which to perform independent dewatering and polymer jar testing to assess sludge characteristics and expected dewatering performance in Bidder’s Own equipment. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Funding Agency Requirements. The project will be funded with grant and loan funds from the United States Department of Agriculture (USDA) – Rural Development (RD). The ensuing contract between Owner and Contractor requires conformance with all requirements of participating funding agencies, generally outlined in Section 00 90 00 – Funding Agency Special Provisions for Montana Public Facilities Projects. Bidder shall be responsible for understanding its responsibilities under each of these participating funding agencies. Those requirements include, but are not limited to, the following: • Wage Determination Requirements • Gross Receipts Withholding Requirements • Equal Employment Opportunity Requirements Under Executive Order 11246 • Contractor Eligibility and Certification Regarding Debarment • Use of American Iron and Steel – Requirements of the Consolidated Appropriations Act, 2014 • All requirements of USDA-Rural Development, including Form RD 400-6, AS-1048, Instruction 1940-Q, and FORM SF – LLL, “Disclosure of Lobbying Activities.” Required Bid Security: In accordance with MCA 18-1-202, Bidders are hereby notified of the following: • The bidder to whom the Owner awards the Contract must enter a formal contract within the time required as stated in the Instructions to Bidders. • All bids must be accompanied by a sufficient bond to secure the performance of the terms and conditions of the contract. If bid security is not provided, and Bidder refuses to enter such formal contract, the bidder shall pay the Owner the difference between the amount of the bid of the bidder and the amount for which the public authority legally contracts with another party to perform the work if the latter amount is in excess of the former. If bid security is provided, and Bidder refuses to enter such formal contract, the bidder will be responsible for the Forfeiture and Liability described at MCA 18-1-204. • Bidder’s security penal sum shall not be less than 10% of the Bidder’s maximum bid price. ---PAGE BREAK--- WRF Lagoon Rehab I Phase 1.0 Belgrade, Montana 00 11 13 - 4 Advertisement for Bids • The forms of bid security specified at MCA 18-1-203 constitute compliance with the requirements for bid security. Domestic Preference: This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used I this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components Rights Reserved. The City of Belgrade reserves the right to reject any and all Bids, to waive irregularities and informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to Award the Contract to the lowest responsive and responsible Bidder which is in the best interest of the Owner.
