This subdivision will consist of thirty-two (32) commercial lots. The proposed subdivision consists of 5 existing adjacent parcels of land. Fire hydrants are proposed to be installed with the water main extension (location to be approved by Central Valley Fire). Access to the site will be via Dollar Drive and the proposed “Jetway Drive” (a.k.a. New Airport Rd) which both intersect the Frontage Rd. The current zoning is M-1 Commercial Light Manufacturing Water: A WaterCAD model of the proposed subdivision water system has been developed in coordination with the existing City of Belgrade model by TD&H. The model indicates that the south end of the property has low water pressure (38 psi). In addition, the pipes would need to be 12” diameter in order to provide 1,500 gpm fire flow at all proposed hydrant locations. We are proposing to coordinate with the Airport Authority to dedicate a well location for which the City could drill a new well. The well would add water directly to distribution and increase the pressure within the proposed subdivision and provide adequate pressure and fire flow for nearby potential developments on the east side of the Belgrade water system. A test well was drilled in the area in 2002 which was capable of pumping 500 gpm (see attached pump test). The properties proposed for the subdivision do have surface water rights that would be conveyed to the City and could be used for augmentation of water from Spain Ferris ditch via infiltration galleries to provide water rights for the new well. Sewer: Sewer is proposed to gravity flow to the north across the property. We are currently in the process of coordinating with the Airport to determine the most feasible off-site sewer routing. Three options have been identified and are currently being investigated. These include: Option 1. A lift station to be constructed at the north end of the proposed subdivision which will convey raw waste water west along Airport Rd into a manhole located in front of the Armory building by Tower Road. ---PAGE BREAK--- Letter to Belgrade Planning Re: Airport Commercial Subdivision Subdivision Pre-App Submittal August 5, 2021 Page 2 of 3 This existing sewer main then runs northwest thought the airport property and eventually north to the COB lagoons. Hyalite collected monitoring data at one of the manholes down gradient of the airport terminal in January & February of 2021. Due to the recent pandemic, it is possible that the sewer flow rates were lower than normal during the monitoring period, so the same manhole is currently being monitored again. If flowrates exceed the allowable capacity, downgradient pipes may need to increase in size to allow for the added sewer flow from the proposed subdivision. Option 2: A lift station to be constructed at the north end of the proposed subdivision which will pass effluent north along Airport Rd into a manhole along Tubb Rd that is proposed to be constructed by the Airport with the Flight School Relocation project. Option 3: We are currently in coordination with the Airport on the feasibility of a sewer main that will gravity flow to the north of the airport and connect into the proposed sewer infrastructure along Tubb Rd. Final sewer depths will need to be determined to see if this option is feasible. Roads: Interior roads A, B, C and D will be City of Belgrade standard local roads with curb, gutter, and sidewalks on both sides with 60’ ROW. Dollar Drive is an existing paved road in good condition with roadside ditches on either side. We are proposing to leave the Dollar Drive alignment, profile, and section as is which will require a variance from the curb, gutter and sidewalk city standard. We are proposing that the sewer main & manholes will be 6’ offset from the centerline of the road so that they are centered in the 12’ drive lane. The water main will be located 11’ offset from the sewer which means it will be outside of the existing asphalt on the north side of the road. We are proposing to replace asphalt on the north half of Dollar Drive and leave the exiting asphalt in the south half as is. This deviation from standard placement of water & sewer mains will also require a variance. We are working closely with the Airport Authority to coordinate the final alignment and profile of the roadway. Portions of “Jetway Drive” are located both within the City and the County. Since a large portion of the roadway will be within the County, we are proposing to meet the county collector standard section (34’ pavement, no curb) and add a paved bike path along the west side of the roadway. We will be requesting a variance from COB curb gutter and sidewalk standard. Portions of the road to be constructed with this subdivision are crossing Airport property which is not annexed into the City. We would like the City’s input on what portion of “Jetway Drive” will be maintained by the City and what portion will be maintained by the County. We are currently conducting a traffic study to determine the impacts of the development to the existing road networks. We are also preparing a flood study to determine the BFE for Hyalite Creek. The flood study will determine the floodplain boundary and no lots will be located within the flood plain. We are also proposing a 20’ wide trail corridor along frontage road and a paved 10’ shared use path. The following are responses to the requirements stated in Section 5.B of the Gallatin County Subdivision Regulations: Section 5-B: Pre-Application Plan Submittal Requirements 1) See included preliminary lot layout for all applicable features and/or callouts. 2) There are no existing covenants. There are deed restrictions on the properties that restrict the residential use. A copy of the restrictions if forthcoming. 3) All items have been addressed within the Pre-Application submittal with the following applicable comments; ---PAGE BREAK--- Letter to Belgrade Planning Re: Airport Commercial Subdivision Subdivision Pre-App Submittal August 5, 2021 Page 3 of 3 a) Applicant is the legal land owner. b) Forthcoming with Preliminary Plat application. c) The property has surface water rights that will be conveyed to the City d) N/A, non-existent. e) N/A, non-existent. 4) At this time the development is planned to be completed in one phase depending on the outcome of the off-site utility improvements and traffic study. 5) There are three variances that will be requested with this subdivision. a) Variance from curb, gutter, and sidewalk standards for existing Dollar Drive b) Variance from water location within R.O.W so that sewer main can be placed 6’ off-set from centerline and water main can be places outside of the existing pavement on Dollar Drive. c) Variance from curb, gutter, and sidewalk standards for “Jetway Drive” to match the county collector road standard. 6) The Spain-Ferris Ditch is located approximately 500’ west of the proposed project. a. Curt President of the Spain-Ferris Ditch, has been notified about this development in writing. There are no plans to modify or make alterations to the Spain- Ferris Ditch. b. Written notice has been provided to the Spain-Ferris Ditch Company (see attached submittal). c. Written notice has been provided to the Spain-Ferris Ditch Company (see attached submittal). d. The Genmar LLC is the developer of a proposed 32-Lot major subdivision located near the intersection of Dollar Drive and Airport Road in Belgrade. The Spain-Ferris ditch does not cross the subject property; however, is within approximately 500 feet from the southwest corner of the project.
