VISITATION RESTRICTIONS It is the policy of the Richmond County Jails that prior misdemeanor arrests for offenses other than minor traffic violations or first offense Disorderly Conduct will preclude a person from visiting at this facility until two years have passed from the original date of arrest. This means that if you have been arrested in Richmond County, Georgia in the last 24 months, you will not be allowed to visit. Those persons previously arrested for any felony violation may not visit at any time. The Major or his designee must approve any and all exceptions to this rule. All visitors are asked to be courteous and considerate of others while you are here. Visitors should maintain a low tone of conversation while in the lobby, visitation hallway, and respect other visitors and inmates while in the Visitation Booths. INMATE MAIL & PACKAGES Packages sent to an inmate through the mail from out of town (over 60 miles) will not be accepted without prior approval from the Major or his designee. This means that you must call Jail Administration at the facility where the inmate is housed for approval before you mail an out of town package. Incoming mail will be opened and inspected. Stamps sent through the mail in an inmate letter will be allowed (limit 40). The following are NOT ACCEPTED THROUGH THE MAIL: Money, money orders, checks; Correspondence from other detention facilities; Greeting cards. Suspicious or questionable mail will be returned, while packages that contain contraband will be seized. Pornographic material will be sent to the U.S. Postmaster for further investigation. DO NOT SEND MONEY THROUGH THE U.S. MAIL! INMATE TELEPHONES Inmates are allowed to use the “collect call” telephone system at this facility between the hours of 10 a.m. and 10 p.m. Inmates who are on Disciplinary Segregation are not allowed to make general phone calls. Persons who experience trouble accepting calls from an inmate or have questions about their bill may wish to contact Bealls Communications Group at [PHONE REDACTED]. Officers will enforce the rules of the Jails impartially and professionally. Serious inquiries or requests for policy exceptions at the Richmond County Jail should be made to Captain William H. Reeves, between 8 a.m. and 5 p.m., Monday through Friday. Webster Detention Center is a satellite facility of the Richmond County Jail, operated by the Richmond County Sheriff’s Office. Ronald Strength, Sheriff Major William E. Johnson Captain Chester V. Reeves ---PAGE BREAK--- APPROVED ITEMS The following items are accepted on Sundays only at the RCJ; Saturdays & Sundays only at the from 8 am until 2 pm: Stamps – Limit of 40 or less (may also be mailed with a letter). Money – $35.00 limit (1 and 5 dollar bills only, no loose change). Books & Magazines – Currently not allowed. Batteries – New in package, limit eight. Make-up (females only) – Liquid powder in clear plastic tube; eye shadow in clear plastic tube or pencil; liquid blush in clear plastic tube; mascara in clear plastic tube; lipstick in clear plastic tube. The following items are accepted Monday through Friday, from 8 am until 4 pm: Underwear – Limit of three each, white boxers or briefs; white V-neck or crewneck t-shirts; white socks; white or off-white thermal underwear. All of these items must be new and unopened (in their original package). Note: Underwear will only be accepted ONCE during the inmate’s current period of incarceration. Shoes – Inmates are given jail-issue shower shoes. No footwear will be accepted for any inmate unless approved through the medical services contractor. Towels – Towels and hand cloths are issued to every inmate. No towels or hand cloths will be accepted for any inmate. Radios – AM/FM radio with “earbud” style earphones. No exposed metal; no external speaker or antenna; no cassette player; no flashlight types. Radio must be new, unopened and in original package. Note: Batteries will be accepted on weekdays if brought with a new radio. Earbuds will be accepted without a radio (for replacement). Brushes & Combs – Limit one each, new only; Brush - no handle. Comb - standard size (small), black in color; no hair picks. Court Clothing – (Take to RCJ) Limited to one change of clothing and must be picked up the first weekday after court. ISSUED ITEMS Inmates are issued writing paper, envelopes, pencils, and all necessary personal hygiene items (toothbrush, toothpaste, shampoo, soap, razors, deodorant, etc.). Inmates are also issued linen (towel, washcloth, bed sheets, and blankets). Any items accepted for delivery to an inmate is a privilege, and the Jailor reserves the right to abolish this privilege when an inmate becomes a disciplinary problem. The Richmond County Jail and the Charles B. Webster Detention Center are smoke-free facilities. Tobacco and tobacco-related products are not allowed, as they are considered CONTRABAND items. ITEMS NOT APPROVED Due to a history of property damage, abuse, and other operational problems, the below listed items will not be accepted for inmate use: Baby Oil Writing Paper Soap Newspaper Noxzema Envelopes Sweat Clothes Conditioner Vaseline Ink Pens Food Items Puzzles Shoehorns Pencils Medication Dice Tobacco Shampoo Playing Cards Activator MEDICAL SERVICES While incarcerated at the Richmond County Jails, inmates receive in-house medical, dental, and mental health treatment through the current medical contractor, which is Correctional Medical Services (CMS). Their direct number is (706) 821-1118. INMATE VISITATION POLICY Inmate Visitation is a privilege. Inmates who become disciplinary problems or security risks will not be allowed to receive visitors.  Inmate Visitation is conducted on Wednesday, Saturday, & Sunday from 8 a.m. until 12 noon. Visitors must be signed in by noon. Note: The hours for female inmate visitation at the RCJ are from 8-9 a.m., and those visitors must be signed in no later than 9.  Inmates may only receive one 30 minute visit per visitation day.  Visitors usually go to the visitation booths on the half-hour (for example: 8:00, 8:30, 9:00, etc.). The order of visitation is determined by the order in which a visitor signs in.  Visitors are limited to immediate family. Immediate family consists of mother, father, sister, brother, son, daughter, grandparent, and spouse.  All visitors must be at least 17 years of age.  Visitors must provide proper identification. Acceptable identification is described as “any document issued by a governmental agency containing a description, photograph, and date of birth and includes, without being limited to, a passport, military identification card, driver’s license, or an identification card authorized under Georgia law.” Cracked, broken, or illegible ID’s will not be accepted.  Proper attire is required. No low-cut blouses, tank tops, short skirts, short dresses, tight shorts, or any other form of provocative dress will be allowed. Jail Administration & the Visitation Officer reserve the right to deny admission to any person requesting to visit any inmate. If you are not related to an inmate but attempt to visit under false pretenses, you will be barred from any and all future visits at both facilities.
