Meeting Purpose To learn more about the sub-area planning effort and get your input to develop the vision and focus topics of the plan. A sub-area plan is a type of long range planning for a limited geographic area within a city. Sub-area plans implement the comprehensive plan by further refining the goals and policies of the comprehensive plan for the sub-area. ---PAGE BREAK--- 3 Community Open House #1 July 23, 2024 Project Overview Project Purpose To create a vision and implementation plan to further implement the goals and policies of the Comprehensive Plan for the area located along the W. 64th Avenue corridor between Simms Street and Yank Way to encourage, promote and support resilient and sustainable development. General Timeline This sub-area planning effort is estimated to take up to a year to complete and the next open house will be held later this year. ---PAGE BREAK--- 4 Community Open House #1 July 23, 2024 Project Overview What is the W. 64th Avenue Plan Area? The W. 64th Avenue corridor is generally defined in two areas along the W. 64th Avenue corridor between Simms Street and Yank Way. Study Area 1 is the primary study area located along W. 64th Avenue between Simms Street and Yank Way. Study area 1 will include focus topics such as land use, urban design, connectivity and other planning components. Study Area 2 is located between Simms Street and Quail Street generally bounded by W. 65th Avenue to the south and W. 66th Lane to the north. This area will include land use discussion and other planning elements will be considered later. Study Area 1 • About 0.15 square mile (96 acres) • About 326 persons • About 140 housing units • About 2.2 average persons per household Study Area 2 • About 0.05 square mile (32 acres) • About 13 persons • About 5 housing units • About 2.3 average persons per household • Located in Unincorporated Jefferson County Influence Area • About 0.64 square mile (410 acres) • About 3,851 persons • About 1,752 housing units • About 2.2 average persons per household ---PAGE BREAK--- 5 Community Open House #1 July 23, 2024 Comprehensive Plan Comprehensive Plan The Arvada Comprehensive Plan was adopted in 2014 and “articulates the community’s shared values and vision.” The Comprehensive Plan Goals and Policies guide development within the City. Preparation of sub-area plans in specific focus areas of the City will further implement the Goals and Policies of the Comprehensive Plan. Land Use & Redevelopment Goals: Goal L-2: Plan for a balanced mix of commercial and residential land uses in Arvada. Goal L-3: Encourage development of transit supportive, higher-density, mixed-use and pedestrian-oriented areas. Goal L-5: Designate and promote redevelopment and infill to generate economic revitalization, improve physical conditions, and provide an appropriate mix of quality housing choices. Economic Development Goals: Goal ED-3: Plan for well-located, high-quality commercial developments. Goal ED-4: Redevelop and revitalize existing commercial and industrial areas. Goal CC-1: Plan Arvada as a City of different development character districts. Goal CC-2: Establish and maintain Arvada’s distinct qualities and small-town identity. Goal CC-3: Identify places and assets that are unique and important to the community and work to preserve them. Multi-Modal Transportation Plan Goals: Goal T-1: Develop a balanced, multi-modal transportation system to provide a variety of transportation opportunities for residents and visitors. Goal T-2: Strengthen the linkage between land use and transportation in Arvada. Goal T-5: Develop safe and comprehensive multi-purpose bicycle, trail and pedestrian systems. Education, Arts, & Culture: Goal E-3: Leverage Arvada’s cultural, recreational, and education assets for new economic opportunities. Resource Conservation & Environment: Goal R-5: Conserve Water Resources Vibrant Communities & Neighborhoods Goal: Goal N-1: Plan for a range of neighborhoods and accessible housing of different tenure types to accommodate  diverse incomes and all ages and abilities. Parks, Recreation & Open Space Goal P-1: Provide strategically placed parks, recreation centers, a well-connected trail system, and preserved open space to serve Arvada residents and visitors. Utilities and Public Facilities Goal U-1: Ensure that adequate public facilities and utilities are available in the developed areas of the City. Goal U-4: Ensure an adequate water supply and superior water quality to meet the needs of current and future residents and businesses. ---PAGE BREAK--- 6 Community Open House #1 July 23, 2024 Existing Zoning and Parks and Trails System Land Development Code The Arvada Land Development Code implements the City Comprehensive Plan and establishes standards for development within the City. The Land Development Code and Official Zoning Map identify the various land uses and intensities of development that are allowed for each Zone District. The existing Zone Districts within the sub-area study area primarily consists of Mixed-Use, Commercial and Residential Neighborhood Zone Districts. Zoning regulates the types of uses that are allowed within defined districts. Zone districts often have maximum residential densities that cannot be exceeded as well as general design requirements for certain uses.
