3 Arvada Housing Authority ANNUAL REPORT Period 7/1/2022 - 6/30/2023 ---PAGE BREAK--- 1 Housing Choice Voucher Program AHA provided rental assistance to 453 households in 2022 and 2023. Mission We are dedicated to delivering superior services to enhance the lives of everyone in our community. ---PAGE BREAK--- The waiting list opened in October of 2021! 963 applications were accepted and 198 families remain on the waiting list. In 2023, we fa- cilitated the semi-annual Housing Choice Voucher Users meeting, a collabo- ration between HUD and housing authority repre- sentatives in Metro Denver and surrounding areas. The AHA developed a resident advisory board to include stakeholder participation and feedback related to policy updates/changes. Heading Home, a subcommittee of Jeffco Connections, is a collaboration of individuals, public service, and faith-based organizations from the community determined to end homelessness in Jefferson County. Heading Home’s vision is “to create a systemic response in Jefferson County, Colorado that prevents and ends homelessness whenever possible, and when it cannot be prevented, ensures it is a rare, brief and one-time experience” . The Arvada Housing Authority continues to be a proud member of Heading Home to support this subcommittee’s critical work in Jefferson County.1 The AHA continues its participation in the Jeffco Rental Assistance Collaborative. This committee is composed of various public service agencies serving Jefferson County working to identify funding opportunities and resource referrals for households facing eviction. 1 Jefferson County Homelessness Action Plan 2021-2023 2 ---PAGE BREAK--- 5 The AHA continued ongoing efforts to encourage the development of affordable housing in Arvada. Cornerstone Legacy Senior Residences at W. 64th Avenue and Sheridan • This project, developed by Cornerstone and Associates, will create 72 units of affordable senior housing in Arvada. The Arvada Housing Authority committed 8 Housing Choice Vouchers to this project for people experiencing homelessness. Cornerstone was awarded tax credits in November 2022 and is working to close in the summer of 2023. Affordable Housing Production 4 Program Efficiencies The Arvada Housing Authority is committed to providing services to our residents and our landlords that will enhance the efficacy of our program. We continue to make housing assistance payments electronically via direct deposit to more than 50% of our landlords. Arvada Housing Authority staff is working to introduce an online resident recertification portal and a digital housing inspection platform in the coming year. Addressing Homelessness The Arvada Housing Authority currently holds a total of 49 Mainstream Housing Choice Vouchers to provide housing assistance to non-elderly persons with disabilities who are experiencing homelessness or are at-risk of homelessness. • At this time, 48 people/families now have a place to call home using a Mainstream Housing Choice Voucher. In addition to the 49 vouchers prioritized for persons experiencing homelessness, the Arvada Housing Authority prioritized an additional 25 vouchers for individuals receiving services from the Arvada Homeless and Housing Navigators. • To date there are 25 formerly homeless individuals utilizing a housing voucher who were referred by the Arvada Homeless and Housing Navigators. The Arvada Housing Authority admitted 87 applicants to the Housing Choice Voucher Program over the last 12 months. 47% of these new admissions (41) are persons/families previously experiencing homelessness. 7 of the 41 were refer- rals from the City of Arvada Homeless Navigators, working in conjunction with the One Small Step Program. ---PAGE BREAK--- 7 Recommended Activities for 2023 and 2024 • Efficient operation of the Housing Choice Voucher Program to include further development of policies related to project-based vouchers. • The Housing team will continue to work with private developers and non-profit organizations to encourage and support the construction or rehabilitation of affordable housing in Arvada. • Explore new opportunities for funding and partnerships • Development of landlord recruitment strategies • The Housing Authority will continue to make advancements in its commitment to addressing homelessness in Arvada and throughout Jefferson County through partnerships with other organizations. 6 Vance Street Flats at W. 58th Avenue and Vance Street • The Vance Street Flats project will create 50 units of affordable housing in Arvada. Medici was awarded 9% Low Income Housing Tax Credits (LIHTC) in 2021. As part of the LIHTC application, the Ar- vada Housing Authority committed 7 project-based vouchers for people experiencing homelessness. This project is currently un- der construction. Ralston Gardens at 5790 Garrison Street • Ralston Gardens will provide 102 units of affordable housing. The Arvada Housing Authority committed 8 project-based vouchers for people experiencing homelessness. This project was awarded tax credits in November 2021. Marshall Homes at 5549 Marshall Street • Marshall Homes will provide 85 units of permanent supportive housing. As part of the LIHTC application, the Arvada Housing Authority committed 10 project-based vouchers for people experiencing homelessness. This project was awarded tax credits in November 2022. Habitat for Humanity of Metro Denver at W. 52nd and Carr Street • A 1.2 acre parcel owned by the Arvada Housing Authority was conveyed to Habitat for Humanity in 2021 for the development of affordable for- sale townhomes. Current development plans propose 20 townhomes comprising 8 three bedroom and 12 four bedroom units. The final site development plans are currently under City review. Arvada House at 10175 W. 58th Avenue • This project involves renovating 88 units of existing senior housing.
