Water Treatment Plant Siting Study Report The City strives to provide safe, reliable drinking water to its customers. Like many communities in the region, the City is facing upcoming challenges with aging infrastructure and capacity constraints. The City’s recent Water Treatment Master Plan concluded that the Arvada Treatment Plant (Arvada Plant) is at or near the end of its useful life. The City’s Ralston Water Treatment Plant (Ralston Plant) has large portions that are 50-60 years old. The City is planning for the short and long-term future of water treatment within the City. In December 2021, the City contracted a consultant to create a Treatment Expansion and Siting Replacement Study. At the end of this study, the City will have a short and long-term vision and plan for treatment location(s), sizing of treatment at each location, and phasing of construction through build-out demand. The potential locations identified will provide for long-term replacement construction without jeopardizing on-going treatment needs. The siting study was an approximately 18-month effort to determine the overall treatment vision and planning, including potential land acquisition needs. A critical component of the Siting Study was a robust Public Engagement process. As the City is planning to address its infrastructure needs, engaging the community was a priority. A fact-based and community-engaged study built trust with the Arvada community and added credibility to the City’s decision-making process. Working with external stakeholders, especially those near potential treatment facility sites, presented opportunities to build support at the start of the project, before the design and construction process. After a study, the two locations in Figures 1 and 2 were proposed to the public for feedback. ---PAGE BREAK--- 3 Figures 1 and 2: Final Water Treatment Plant Sites for Consideration About this Report The City was committed to meaningful and representative public engagement throughout the Water Treatment Siting Study. An important component of the City’s overall communications and engagement strategy is to involve the right people at the right time and at the right level of participation based on the problem to be solved or the decision to be made. The report provides details regarding: • Why: The objective and intent of the public engagement • Who: The participants engaged and their roles • Where: Engagement was a combination of virtual and in-person • What: The key steps undertaken throughout the engagement process, along with the tools used • When: The outputs and timing • How: How we tracked and measured participants Engagement was a fluid and dynamic component of this process to inform decision- making. The engagement tactics and audiences proposed were based on current understanding of the desired process and were subject to change based on discussions with the City project team. ---PAGE BREAK--- 4 CONTEXT Background Research A key component of a successful public engagement process is understanding the wants, needs and expectations of both the public and the decision-maker(s). A data-driven strategy informed the development of the Public Engagement Plan. Using a combination of geospatial data, demographics, socioeconomics, and social media listening, the project’s population was identified beyond standard demographics with a tailored approach to develop an engagement strategy that supported the community’s wants and needs. Business Objectives The City undertook [with the support of its consultants] a Water Treatment Expansion and Siting Study to determine a future location for a replacement water treatment plant. The siting study was an approximately 18-month effort to determine the overall treatment vision and planning, including potential land acquisition. The City is budgeting for the replacement and possible expansion of the Arvada Plant by 2030. Engagement Objectives Decision Statement - How can we identify community values and increase public understanding around water infrastructure before and during the water treatment site selection process? A critical component of the Water Treatment Expansion and Siting Study, was a robust public engagement process, which included the following objectives: • Foster an environment that allows a diverse range of stakeholders to engage in the planning process • Communicate complex issues in an easy-to-understand and relatable manner Engagement Strategies To capture a diversity of viewpoints from the Arvada community, a range of techniques were planned to “inform” and “collaborate” with stakeholders. However, as the siting study progressed and sites were narrowed, so was the public engagement strategy. “The research and recommendations seem well thought out.” – Virtual Meeting Participant ---PAGE BREAK--- 5 Online Public Engagement Tool An online public engagement meeting was the main tool used to inform and collect feedback on the Siting Study (see Appendix It provided an opportunity for the community to share their perspectives on values and opinions of where the replacement water treatment site will be located. The meeting was promoted via the project webpage, mailed water bill insert, Arvada Report, City e-newsletter, email blasts, social media, distributed flyers, and yard signs around and near the sites and shared with City partners (see Appendix Participants could access the meeting online at ArvadaSitingStudy.com and the meeting was open for about one month between early February and early May 2023. Survey Results and Comments Summary At the end of the virtual meeting slides, participants had the opportunity to answer three questions: 1. What feedback, questions or concerns do you have about these sites? 2. What questions or concerns do you have about the water treatment plant replacement project as a whole? 3. As we continue planning for the future of the City of Arvada's water system, what is most important to you? • Water Quality? • Cost? • Water Supply? • Water Conservation? ---PAGE BREAK--- Water Quality 01 Water Conservation 02 Cost 03 Water Supply 04 6 For questions one and two, the comments and questions were classified into the following categories: • Construction • Cost • Environmental • Population Growth • Location • Operations • Recreation • Right-of-Way • Safety • Other See Appendix C for a sampling list of comments and questions by category and Appendix D for a full list of survey responders and answers. Key takeaways from the survey results showed that water quality was the most important consideration when planning for the future of Arvada’s water quality, followed by water conservation, cost, and water supply. (see Figure Figure 3: Planning Priorities Additionally, the comments in Table 1 summarize pros and cons for both site choices. Project is needed and critical for safe drinking water. – Virtual Meeting Participant ---PAGE BREAK--- 7 Table 1: Comment Overview by Site East Site - 10 West Site -13 • The east site appears closest to the reservoir which could lower overall maintenance costs • Closer proximity to Blunn reservoir and Ralston Treatment Plant • Eliminates the connections west of HWY 93 which would improve safety of the public • Proximity to current plant • East site appears that it may be less costly to build • The east site looks like it might be further away from wildfire threat • Maintain more park area at Arvada Lake area • May be a more greenfield site and be able to accommodate acquisition and configuration is such a way as to allow for future capacity expansion • West site looks like it would have the least impact on the recreation opportunities is the area • With the plant moved to the west site the part of the existing building could be used as a visitor center and park headquarters for future expansion of added recreational activities around the reservoir. “I think the primary consideration should be which location will maximize water accessibility and minimize ONGOING engineering and maintenance costs. Assuming primary water supply sources and routing remain "as is". – Virtual Meeting Participant Meeting Analytics Site Visitors As seen in Figure 4, the online public engagement tool had a total of 1,759 users and 1,444 engaged sessions - meaning 1,759 users clicked on the link for the online public engagement tool while 1,444 people actively interacted with the site and polling questions. It can also include sessions where Google Analytics cannot identify the source of the click. • Organic social traffic comes from sharing links to your website on social media platforms such as Facebook, LinkedIn, Twitter, or Instagram without a paid advertisement. • Referral traffic is when another website links back to your website. • Organic search indicates website users that arrive to the website from search engines like Google or Yahoo. • Unassigned is the value Google Analytics uses when there are no other channel that match the event data. Cost • I think the primary consideration should be which location will maximize water accessibility and minimize ONGOING engineering and maintenance costs. The initial cost should be secondary. • I feel the east side will be less costly. Not having to deal with HWY 93. • Either site is fine, select the most cost-effective site. • Are the costs of construction on the two sites substantially the same? • How will it be paid for? • Who is charged more per unit of water used—commercial entities or homeowners? Environmental • West site already has significant impact to views in the open space around the reservoir. Not sure putting it on the east side will make it any easier on this eyes, the west side is already a HUGE eye sore. • Have the west and east side soils been tested to see what if any toxic chemicals might go airborne during construction (considering proximity to the Rocky Flats area? • Denver water customers just started receiving effluent as an additional water source into their drinking water system in January. Will the proposed new infrastructure allow for that as well if our overall water levels continue to decline across the SW? • Is it possible to use the primary and seasonal plant in reduced capacity during winter months to increase the longevity of the plant or are the overall costs too high? Population Growth • Concentrating facilities with the Denver facility west of Hwy 93 makes sense to me at the outset. As West Arvada continues to grow, the potential for a very nice park and recreation area around the reservoirs and Long Lake park seems enticing. • How will this keep up with the non sustainable growth? It has to last another 50 years. I don’t see a long-term plan - as in 50-75 years. ---PAGE BREAK--- 31 Locations • The new sites potential appear to be exactly where they should be. They are near the old facilities, so connecting them up should be much simpler than if they were spread out in a totally new location. • Are there any advantages to using the West site since it will be closer to Denver's new Water Treatment Plant? If so, please consider this advantage in your final decision. Operations • It's necessary to modernize and expand the water treatment facilities. • Both sites require Arvada Reservoir water to be pumped to the water treatment plant. I believe there is a significant advantage to having a gravity fed distribution system and neither of these sites will make that possible. • reclaimed system for irrigation is in the thought process. • I'm wondering if the west site will require more energy/money to pipe water further? • What kind of future proofing capacity is being built into the new facility? • Are both sites gravity fed raw water? Recreation • West side is best. This will maintain more park area at Arvada Lake area • I would vote for the West location, in order to preserve the Ralston Reservoir recreation area. • If the plant is built on the west site, will it block the views or be low profile? • If on east, how will it impact the bike trail up to the Arvada reservoir (the uphill to the top)? Right-of-Way • Seems like the West site may be a more greenfield site and be able to accommodate acquisition and configuration is such a way as to allow for future capacity expansion. Assuming primary water supply sources and routing remain "as is". • Is land for either/both locations owned by City? • Do we own the property on the west side of Hwy 93? It will be very expensive to buy that land. They did not want to sell when Denver Water asked to put a road through their property. Safety • Because these sites are fairly unpopulated except for the traffic on 93, I assume some measure of protection against criminal activity or sabotage will be implemented. • Concerned about the proximity to reservoir if there’s a catastrophe • Security from vandals? I'm confused why the West location would have any benefits over the East. • It appears construction has already begun on the West site • What are the details for the east site? It looks like it is at the same location as the Ralston plant. Is it an expansion or will it be a separate facility? Also, does the city own the land on the west site? Water Quality Apr 13, 2023 Received water bill yesterday4/12/23 and the "share your feedback" on water treatment plant. When I went to site the feedback date had passed. Have we considered a treatment plant like Metro to reprocess water for potable use in park/openspace? only so much water - maybe we need to limit growth. Cost Water Quality check that city evaluates new construction so "we" don't pay for costly repairs/upgrades. Apr 12, 2023 I understand the audience for this siting study summary was the layman public but I’d be curious to see the complete, written report. I have conducted and written several siting studies for large utilities and would like to see more detailed information (resource mapping, all sites considered, reasons for site elimination, etc). I’m a bit late to the game for public comment. Will the complete routing study be included as an attachment to permit application(s)? I became aware of the Arvada treatment plant via the Arvada water bill news letter. Great letter, but unfortunately it was mailed after the priority feedback deadline. It keeps treatment nearest to the Arvada/Blunn Reservoir. The West site would have additional complications being on the west side of Highway 93 and potentially west of the Jefferson Parkway (I didn't check the proposed alignment of the parkway to know if this is accurate). Will the treatment capacity of the new plant be larger than the existing two facilities combined? The reason for this is that there is a beautiful walking/bike trail that goes right by or through the east site. I would prefer to preserve as much open space in that highly used recreational area as possible. (Acknowledging there is already one water treatment plant on the west side of the reservoir, through which the path traverses.) It seems the west side of Hwy 93 in that area is not as utilized for recreation and would be a better choice for locating a new plant. Cost Mar 31, 2023 Both locations are very close to athletic facilities for Arvada and very close to Arvada Reservoir. Odor in park areas and to surrounding residential areas. What is Arvada's summer / peak demand, compared to average winter use? I work in Boulder and it's 3x due to outdoor irrigation. As water conservation and water-wise behaviors advance, I hope the new facility is not over-built to address legacy wasteful residential water use behaviors. Thus, building on the west side of Highway 93 is the option I support. Cost Water Quality Mar 28, 2023 The sites make sense and look like they will consolidate the water treatment facilities into a smaller footprint - the only concern I have would be whether spreading them out more might make them more resilient in terms of disaster recovery. It looks like the West site may be further away from the existing Ralston plant so would naturally have more disaster recovery/security safeguards built in. Its not clear to me whether the replacement plant will be another seasonal facility or a year round one. Given that the previous seasonal facility hasn't yet met the projected minimum 50 year lifespan and needs to be replaced (though likely not for a few more years) would it make more long term sense to ensure this new facility is a year-round one rather than seasonal? There is already construction occurring at that site so the area can support further construction already with laydown yards, construction trailers, etc. Construction at the West Site will be much less disruptive to traffic in the area; I wholeheartedly support the project. It's important to invest in the longevity of our infrastructure. Construction at the West Site also appears to not impact access from 66th Ave to the open space north of Blunn Reservoir via the multi-use path adjacent to the current Ralston Plant. A lot of local residents use this path. Mar 27, 2023 As an affected resident, my preference is for the West Site. A facility on the East Site would be disruptive to family outdoor recreation that takes place in the area. The NTP reported 52 of 55 studies found decreases in child IQ associated with increase in fluoride, a remarkable 95% consistency. The NTP’s report says: “Our meta-analysis confirms results of previous meta-analyses and extends them by including newer, more precise studies with individual-level exposure measures. The data support a consistent inverse association between fluoride exposure and children’s IQ.” A meta-analysis is when information from all the relevant studies are combined to get a fuller and unbiased overall picture, rather than just looking at individual studies in isolation. The NTP’s meta-analysis also put the magnitude of harm into perspective: “[R]esearch on other neurotoxicants has shown that subtle shifts in IQ at the population level can have a profound impact on the number of people who fall within the high and low ranges of the population’s IQ distribution. For example, a 5-point decrease in a population’s IQ would nearly double the number of people classified as intellectually disabled.” So, while an average drop of 5 IQ points in a population might sound small it is huge from a public health perspective. As West Arvada continues to grow, the potential for a very nice park and recreation area around the reservoirs and Long Lake park seems enticing. How can the visual impact be minimized. The Denver water project out there is an eyesore in an otherwise beautiful part of Arvada. They did not want to sell when Denver Water asked to put a road through their property. Both of these sites require Arvada Reservoir water to be pumped to the water treatment plant. Based on my 40 years of technical experience with Arvada Utilities I proffer the following reasons: The East site is owned by Arvada Utilities and thus no acquisition costs. Assuming that the West site would be on Denver Water Board property, unless Arvada obtains clear title, it will be at the mercy of the Water Board and its new more restrictive and expensive terms when it comes time to renew the lease. Without being able to review the engineering summary/comparison report of the two sites, I cannot speak if items such as how many current zones above "blue", would no longer require pumping. Has the additional pumping and piping costs to transfer Clear Creek Water Rights to the West Plant been included? Has consideration been given to potential future expansion to accommodate North Table Mountain’s future plans ie acquisition by Arvada?
