Elected Official MAYOR PURPOSE: The Mayor is elected at large by the voters of the City of Arvada for a 4 year term. The Mayor has all the powers, rights, and privileges of a Councilmember, and is a legislator, a member, and leader of the City Council. As part of the City of Arvada’s council-manager form of government, the Mayor is the presiding officer of the City Council and the ceremonial head of the City. In this capacity, the Mayor presides over City Council Meetings, and performs various official duties as described in the Arvada City Code and Arvada City Charter, and as described below: ESSENTIAL FUNCTIONS ● Preside at all meetings of the council: (regular, special, and emergency meetings), executive sessions, workshops, retreats, or other meetings (Arvada City Charter Sec. 4.5). ● Review and sign or docusign all ordinances, resolutions, and other approved documents (Arvada City Charter Sec. 5.12 and 13.3; Arvada City Code Sec. 2-211 and 2-324). ● Respond to citizen emails, letters, and phone calls. Direct issues to city manager for resolution. ● Meet weekly with the city manager to review meeting agendas and current issues. ● Meet as needed with the city attorney and presiding municipal court judge. ● Preside at annual evaluation sessions of appointees, and as directed by the council, convey council’s direction or inquiries to appointees. ● Meet periodically with individual council members. ● Prepare and deliver the annual State of the City address. ● Submit an End of the Year letter to the Arvada Press. ● Record various public information segments for Channel 8 and YouTube. ● Participate in an annual forum with mayors of neighboring cities. ● Participate in meetings of elected and appointed officials of Jefferson County. ● Participate in meetings of elected and appointed officials of Adams County. ● Periodic meetings with the Jefferson County and Adams County Mayors, respectively ● Participate in meetings of the Metro Mayors Caucus. ● Serve on the Mile High Flood Control District Board of Directors; attend meetings. ● Conduct interviews of applicants for council boards and commissions. ● Respond to press inquiries and submit to press interviews. ● Represent Council at various City events ● Represent Council at Festival Commission's events ● Represent Council at Chamber of Commerce functions, including Annual Dinner, Awards events, breakfasts ● Attend ribbon cuttings and ground breaking events; deliver prepared or impromptu remarks as appropriate. ● Serve as Chair of the Arvada Housing Commission, and make temporary appointments of members of the Commission with the approval of city council (Arvada City Code Sec. 46-33, 46-42); ● Appoint members of the planning commission with the approval of city council (Arvada City Code Sec. 74-62); ● Appoint or remove certain members of the Arvada Urban Renewal Authority, to be ratified by the city council (C.R.S. Sec. 31-25-104). ● Serve on various boards/commissions as approved by city council, e.g. Arvada Urban Renewal Authority, Arvada Economic Development Association, etc. ● Represent the city at Arvada Center functions, e.g. donor appreciation events, opening nights, at school events, e.g. Read Across America, opening day celebrations, etc. ● Continuing Education: Attend and participate in one state-wide and one national conference for elected officials each year. 1 ---PAGE BREAK--- Elected Official MAYOR QUALIFICATIONS FOR ELECTION AND TO HOLD OFFICE ● The Mayor when nominated and elected shall be a registered elector of the City of Arvada, a citizen of the United States for at least one year (Arvada City Charter Sec. 4.3). ● The Mayor cannot be a salaried employee of the City nor any other municipality during his/her term of office (Arvada City Charter Sec. 4.3). ● No individual shall be eligible to hold the office of Mayor, who has been convicted of a felony in any court of the United States within ten (10) years of the date of assuming elected office (Arvada City Charter Sec. 4.3). ● Every elected or appointed officer shall fully comply with all rules of behavior and standards of conduct set forth in this Charter and any ordinance adopted by the City Council (Arvada City Charter Sec. 4.2.1) ● The Mayor may not simultaneously hold the office of Mayor and any other federal, state, county, municipal or quasi-municipal elective office.
