City of Arvada C OMMUNITY AND ECONOMIC DEVELO PMENT FACS IMILE: 720-898- 7437 T D D: 720 -898-7869 PHONE: 720-898- 7435 CITY OF ARVADA BUILDING DIVISION CONTEMPORANEOUS REVIEW OF STATE OF COLORADO ISSUED PLUMBING LICENSES Purpose The purpose of this policy is to establish City of Arvada Building Division processes in providing contemporaneous review of State of Colorado issued plumbing licenses in accordance with Colorado Revised Statute C.R.S. 12-155-108 "Plumber must have license - registration - control and supervision - rules." and C.R.S. 12-155-124 "Apprentices." to ensure plumbing contractors, licensed plumbers and plumbing apprentices are in compliance with C.R.S . 12-155-108 "Plumber must have license - registration - control and supervision - rules." and C.R.S. 12-155-124 "Apprentices." Scope This policy shall apply to all plumbing permits and building permits that include plumbing work and/ or any permit combination thereof where the plumbing work is subject to regulation under Colorado Revised Statute Title 12 "Professions and Occupations", Article 155 "Plumbers"; informally known as the "Plumbers Practice Act". This policy shall apply to plumbing plan reviews performed to ensure design compliance and field inspections performed by City of Arvada Building Division plumbing inspectors under the Plumbing Code adopted by the State of Colorado Plumbing Board ( currently the 2015 International Plumbing Code and plumbing provisions ofthe 2015 International Residential Code). This policy shall apply to plumbing plan reviews performed to ensure design compliance and field inspections performed by City of Arvada Building Division plumbing inspectors under the 2015 International Plumbing Code and plumbing provisions of the 2015 International Residential Code adopted by the City. Process (permit application, plan review, and permit issuance) Upon receipt of an application for building permit that identifies plumbing work and / or an application for plumbing only building permit that identifies plumbing work subject to regulation under C.R.S. Title 12, A1ticle 155, City of Arvada Building Division intends to ensure that a State ofColorado licensed plumbing contractor is listed on the building permit as the plumbing contractor of record and to fmther ensure the plumbing contractor holds a current plumbing contractor license issued by the State of Colorado Plumbing Board and has registered with the City of Arvada as an plumbing contractor. The application for either permit type shall include the name of the licensed plumbing contractor and the plumbing contractor shall provide a copy of his / her State issued plumbing contractor license as well as a copy of his/ her master plumber license as a condition of application for either permit type or registration with the City as a plumbing contractor. If the plumbing contractor of record is unknown at the time of ---PAGE BREAK--- application for either permit type, the permit shall not be issued until such time as the plumbing contractor has demonstrated compliance with the above. The City of Arvada Building Division will verify both the plumbing contractor license and master plumber license are current and up-to-date with the State Plumbing Board before either permit type is issued. Process (plumbing inspections) 1. City of Arvada Building Division plumbing inspectors are authorized to: a. Perform license verifications of any person on a job-site performing plumbing work to ensure he or she holds the appropriate State of Colorado plumbing license for the plumbing work being performed in accordance with C.R.S. 12-155-108. b. Verify any person performing plumbing work who is not a licensed master, journeyman or residential plumber in accordance with the preceding item holds a State of Colorado apprentice card in accordance with C.R.S. 12-155-124 c. Verify residential plumbers are pe1forming only plumbing work authorized under a State of Colorado residential plumbing license in accordance with C.R.S. 12-155-103 (13) d. Verify any person who is not a State of Colorado licensed master plumber,journeyman plumber or residential plumber holds a State of Colorado apprentice card and apprentices are being supervised by a State of Colorado licensed master plumber or journeyman plumber in the required ratios established by C.R.S. 12-155-124. e. If the City inspector is unable to verify the identity or verification of any of the items listed above, the inspector may fail the inspection, at their discretion, until verification can be provided. f. The City inspectors may file a complaint with the State Plumbing Board for any violation of C.R.S. Title 12, Aiiicle 155.
