An organized waste hauling system: Lowers costs to residents Decreases road damage Decreases noise nuisance and air pollution Provides additional services (recycle, bulk item pick up) Increases street safety for pedestrians, kids, pets, vehicles Improve Arvada’s low recycling rates 4 ---PAGE BREAK--- Arvada Citizen Survey Responses 2015 Citizen Survey: 90% Support more recycling options 2017 Citizen Survey: 67% Either somewhat or strongly supported a single hauler trash and recycling system 5 ---PAGE BREAK--- Resources On January 30, staff reached out to potential consulting firms to submit a proposed scope of service in exploring waste hauling options like: ● Assist with evaluating process and best practices ● Refine RFP scope components ● Evaluate RFP responses including pricing analysis ● Craft community education and engagement strategy 6 ---PAGE BREAK--- 7 ---PAGE BREAK--- City Council workshop Feb. 11 Hire consulting firm(s) to help evaluate process, RFP components, RFP responses and craft community education and engagement March 31 Community engagement through Speak Up Arvada and other means through full implementation in July 2020- a specific engagement plan for each phase of the process will be created Feb. 2019 to July 2020 Hauler outreach, individual meetings with 9 residential haulers Late April Workshop with City Council- sharing community and consultant input on RFP components May 13 Refine RFP scope based on community engagement and council consideration May /June 2019 RFP goes live July 1 Proposals due Aug. 1 Proposal evaluation Aug. 1-31 Council workshop to present proposals Aug. 1-31 Community engagement related to proposals Aug. /Sept. / Oct. First reading of ordinance, public hearing and approval Nov. 11 Hauler contract approved Dec. 2019 Implementation timeline established Dec. 2019 to Feb. 2020 Community education regarding implementation/timeline Dec. 2019 to Feb. 2020 Order carts and establish billing process Dec. 2019 to Feb. 2020 Households select program components, container size/cart deployment Jan. 2020 to Feb. 2020 Begin implementation / Four month roll out March 2020 to June 2020 Draft Timeline for Organized Waste Hauling Initiative ---PAGE BREAK--- Proposed Engagement Approach Through March: Solicit questions from community members April/May: Gather feedback to help refine RFP scope Aug./Sept.: Community review of proposals Late 2019 / Early 2020: Education campaign to support implementation Ongoing: Continually inform about project status and engagement opportunities Key tools: Speak Up Arvada, Arvada Report, Arvada.org, and in-person events 9 ---PAGE BREAK--- State Statute Components ● Dwelling units to be included in program - 7 or less units in a multi-family residence ● Total single family, duplex and townhomes - 41,418 Of those 17,912 are HOA but unknown how many HOAs have a contract for waste ● Hauler notification 6 months prior to billing for service ● Hauler licensing still exists for commercial and residents that wish to pay a base fee but contract with the hauler of their choosing 10 ---PAGE BREAK--- Ordinance Components ● Accountability of hauler ● Reporting requirements ● Collection requirements ● Premises excluded from service (commercial / industrial establishments, multi-family residences containing 8 or more units, HOAs that provide trash services) ● Collection of service fees ● Unlawful acts 11 ---PAGE BREAK--- RFP Scope Highlights Contract: One year with the option to renew for five subsequent years Households: City will provide a map of the residential dwelling units to be serviced; number may change during life of contract Waste Service: Contractor will provide curbside pick-up once per week with volume based pricing 12 ---PAGE BREAK--- Recycling: Contractor will collect items placed at curbside twice per month Compost, yard clippings, landscape material: Contractor will collect materials placed at curbside twice per month as an additional, possibly optional, service Schedules and routes: City and contractor will agree on collection schedule / routes 13 ---PAGE BREAK--- Additional items: Bulk item pick-up is also part of the basic program Customer Service & Data Tracking: Contractor will provide reports on customer service metrics, including issue resolution, as well as other reports including material tonnage 14 ---PAGE BREAK--- HOAs ● HOAs with established contracts would be exempt from RFP ● Undetermined number of HOAs with contracts ● HOAs have the option to opt-in to the program at any time during the contract 15 ---PAGE BREAK--- Bins (Collection Carts) ● Cost of bins / carts - City to bear initial cost to purchase or lease carts, with repayment via customer fees over time and possibly supplemented by grant dollars ● Explore solutions for customers who have already purchased bins 16 ---PAGE BREAK--- Billing City exploring the ability to do billing ● File upload from the hauler ● Dedicated City phone number that is transferred to hauler for customer service issues file upload ● Staff time needed ● Households with other water providers would need to be addressed ● billing Hauler could do billing 17 ---PAGE BREAK--- Risks, Challenges, Unknowns ● Billing ● Bins ● Total number of households in program ● Compost (yard and kitchen waste) ● Opt out with base fee ● Lost, vandalized and stolen carts ● Staff capacity to address risks/unknowns ● Need for extended community engagement 18 ---PAGE BREAK--- Next Steps ● Move forward with implementation timeline based on Council feedback and direction 19 ---PAGE BREAK--- Questions? 20
