ONE STREET, ONE TRUCK, ONE ARVADA Lower costs, more service, increased recycling Arvada Sustainability Advisory Committee ARVADA CITY COUNCIL WORKSHOP DECEMBER 10, 2018 ---PAGE BREAK--- THE PROBLEM: AN INEFFICIENT AND COSTLY SYSTEM Arvada’s Unorganized Open Market System: ●Too many trucks ●Higher costs to residents than HOAs and neighboring communities ●Economic disincentive to recycle ●Unavailable services ●Increased road damage ●More air pollution, noise and safety risks One Street, One Truck, One Arvada Arvada’s Waste Haulers American Disposal Republic Services of Colorado Best Cleaner Disposal, Inc. An organized waste hauling system: • Lowers costs to residents • Provides additional services • Decreases road maintenance costs • Improves health and safety • Helps Arvada reach its performance metric--Recycle and compost 35% by 2019 One Street, One Truck, One Arvada ---PAGE BREAK--- HOW DOES ARVADA COMPARE? ●Arvada recycles approximately 13% of its waste. ●60% of Arvadans don’t have a recycling bin. ●The biggest barrier: Lack of convenience. One Street, One Truck, One Arvada ---PAGE BREAK--- THE SOLUTION: ORGANIZED HAULING ●Organized hauling can provide recycling for every resident at a lower cost. ●Over 70% of U.S. cities have organized hauling. ●These cities collect 100 pounds more recycling per household per year. One Street, One Truck, One Arvada ---PAGE BREAK--- ARVADA’S WASTE SYSTEM DOESN’T MEET OUR COMMUNITY’S DEMAND FOR SERVICE More than 90% of Arvada residents support more recycling options. Leaf Collection Electronics Recycling Large Item Pick Up ---PAGE BREAK--- HAULING ECONOMICS 101 • Assume $10 per minute per truck to collect trash • Most expensive inefficiency is “windshield time”—driving to and fro • It costs dollars to get truck to customers and pennies to service them • Key to success: density, density, density ---PAGE BREAK--- AN INEFFICIENT SYSTEM RAISES PRICES FOR ALL $10 $10 $10 $10 $10 $10 $10 $10 $10 $10 $10 $10 $10 $10 Total cost to Hauler: $70 Total cost to Hauler: $70 Arvada’s Unorganized Open Market System Organized Hauling System Cost per resident: $14 Cost per resident: $10 ---PAGE BREAK--- PRICE COMPARISONS Arvada Household With Trash and Recycling (11 haulers) Arvada HOA Household With Trash and Recycling (single hauler) Golden Household With Trash and Recycling and Yard Waste pick up (single hauler) $20-29 per month $8-15 per month 72% potential cost reduction $6.20-20 per month 76% potential cost reduction ---PAGE BREAK--- UNORGANIZED OPEN MARKET SYSTEMS DO NOT PROVIDE THE LOWEST PRICES THROUGH COMPETITION • Costs are not transparent. Residents must call all potential haulers to get pricing. • Households may pay more for the same service from the same hauler than another household based on negotiation. ---PAGE BREAK--- FLAWED AND INEQUITABLE PRICING Non- HOA Rates $20 - $29.25 HOA Rates $8 - $15 Older and lower income neighborhoods pay more Residents who don’t recycle and produce more waste get a lower trash bill ---PAGE BREAK--- SOLUTION: ORGANIZED HAULING = BETTER AND MORE EQUITABLE SERVICE AT A BETTER PRICE ARVADA CITIES WITH CONTRACTED SYSTEMS CITIES WITH MUNICIPAL SYSTEMS Price per household for Trash and Recycling Non-HOA: $20-29/month HOA: $8-15/month $6-$27.54/month (depends on size of trash can) $3.25-$24.00/month (depends on size of trash can) Yard Waste Pick Up No 5/6 cities 2/4 cities Large Item Pick Up No 4/6 cities 4/4 cities ---PAGE BREAK--- THE SYSTEM IS INEFFICIENT AND COSTS TAXPAYERS MORE MONEY • Arvada has more trucks on our streets than we need. • Each trash truck is equivalent to 1,000 to 1,400 vehicles per day in terms of road damage. Photo by Marc Olivier Jodoin ---PAGE BREAK--- MORE TRUCKS = MORE AIR POLLUTION, NOISE AND SAFETY RISKS • Truck exhaust and noise negatively impact our community. • Large trash trucks going up and down our streets threaten the safety of our kids and neighborhoods. Photo by Kelly Sikkema ---PAGE BREAK--- ---PAGE BREAK--- SOLUTION: ORGANIZED HAULING = FEWER TRUCKS, LESS ROAD DAMAGE, AIR POLLUTION, NOISE AND SAFER STREETS • Fort Collins estimated $170,000 savings per year from reduced road damage • Arvada could see an 82% reduction in trash truck traffic ---PAGE BREAK--- RESIDENT EDUCATION CAMPAIGN • Optimist Club • Arvada Gardeners • Neighborhood Associations • Board and Commissions • Arvadans for Progressive Action • Arvada United Methodist Church • Taste of Arvada • Arvada Days • Scarecrow Festival • Arvada on Tap • Farmers’ Market • Kids “Try” Athlon • APA Recycle Fair • Kite Festival • Trail Days • City Council Meetings • Individual Meetings with City Councilors ---PAGE BREAK--- What people said… We moved here from the Midwest and I can’t believe we don’t get recycling automatically with our trash! I’m so tired of the haulers raising our prices…It’s about every week I have to call around to get a lower price. I’m surprised Arvada’s recycling rate is so low. We should do better. We just have too many trucks going up and down our street. I work from home and I can hear up to five trucks coming and going in one day! I would love to be able to put out my leaves at the curb to be collected once a year. I know other communities have that service. The potholes in my street just seem to be getting worse and worse and I know the many trash trucks have something to do with it. ---PAGE BREAK--- WHAT HAS RESULTED FROM EDUCATION CAMPAIGN AND PUBLIC DIALOGUE? • Waste is the third highest mentioned topic on Speak Up Arvada • Many conversations about waste and recycling on FB group Arvada Neighbors and NextDoor • 508 signatures supporting organized waste hauling! • 67% of Arvada residents either somewhat or strongly supported a single hauler trash and recycling system in a 2017 Survey. ---PAGE BREAK--- RECOMMENDATION: ONE STREET, ONE TRUCK, ONE ARVADA An Organized Trash Hauling System: • Each street has only one trash truck and one recycle truck • Every resident gets recycling service automatically, bundled in with their waste hauling • Haulers compete to provide services and residents get lower and equitable rates for more service • Additional services are included such as yard waste pick up, bulky item pickup and collection of electronics and other hard-to-recycle materials ---PAGE BREAK--- NEXT STEP: REQUEST FOR PROPOSAL • Biweekly recycling collection • Option to contract with one company or divide the city into zones • Optional yard debris and/or food waste composting collection • Bulky item pickup for furniture, electronics or other hard-to-recycle materials • Exclude HOAs from the RFP but allow them to opt-in later • Ask for a 5-year contract, first 2 years locked in price, then allow for increase in price based on CPI
