F:\Specifications & Requirements\UST Spill Containment Testing Procedure Rev 10 2008.doc – Rev. 10 2008 1 of 1 City of Anaheim Fire Department Fire Prevention Bureau Specifications and Requirements Subject: UNDERGROUND STORAGE TANK SPILL CONTAINMENT TESTING PROCEDURE References: California Fire Code, 2007 Edition; California Health & Safety Code, Chapter 6.7; California Code of Regulations, Title 23, Division 3, Chapter 16 This document is provided as a general procedure for spill containment testing. Please refer to the appropriate laws and regulations for more information. Requirement Under the authority of California Health and Safety Code, Chapter 6.7, Section 25284.2, spill containment must be tested annually to demonstrate that the structure is capable of containing a hazardous substance until it is detected and cleaned up. This test procedure applies to all spill containers, whether directly buried in the ground or located within a secondary containment system. This testing is to be performed as part of the required annual inspection. Procedure The following procedures shall be used to test the spill containment. Any other method must be approved by this agency prior to test date. 1. Remove any liquid and debris from the spill container. 2. Visually evaluate the container’s integrity, including: bottom, sides, connection to the fill pipe, joining of multiple pieces and drain valve. If all appear intact then proceed to item If not, stop here and fail the spill container based on visual inspection. 3. Verify the drain valve is fully closed and fill container with water to just under the top of fill pipe. 4. For direct bury fill spill containers (no secondary containment system): Conduct sump secondary containment test per Anaheim Fire Department’s Secondary Containment Testing Procedures. 5. For spill containers located within a secondary containment system: remove the fill cap, look for an immediate drop of the level of the water, check if this water is entering the tank through the fill riser and observe whether it is dropping into the secondary containment. If the water does not remain in the spill container, then it has failed the testing. These containers may also be tested as direct bury fill spill containers (see item 6. All spill containers may also be tested in accordance with the Anaheim Fire Department’s Secondary Containment Testing Procedures at the time secondary containment testing is performed. When spill container testing is performed at this time, the results must be reported on the State Water Resources Control Board forms available on their website 7. Properly dispose of the test water. Record Keeping Testing of spill containment that results in a failure will be indicated on the inspection report as a violation. Failed spill containment must be repaired or replaced and retested in accordance with this procedure within thirty (30) days.
