GENERAL A. HILLSIDE GRADING DEFINED Please reference the current City of Anaheim Municipal Code (Chapter 17.06). B. BONDS ---PAGE BREAK--- Securi ty wi l l be requi red for al l hi l l si de gradi ng pl ans i n the form of a surety bond, l etter of credi t or cash deposi t. T he Gradi ng Bond wi l l be based on 30% of the cost of movi ng the l argest amount of ei ther cut or fi l l . T he Landscape and Irri gati on bond wi l l be 100% of the cost of l andscapi ng the sl opes greater than 5 feet hi gh. T he mi ni mum bond amount i s $10,000. T he Gradi ng Bond wi l l be rel eased at the ti me of Fi nal As Grade Certi fi cati on. To obtai n rel ease of the Landscape and Irri gati on Bond, the l andscape archi tect must submi t a l etter of certi fi cati on that the soi l s, addi ti ves and amendments, weed control , pl anti ng of the sl opes and the i nstal l ati on of the i rri gati on system compl y wi th the approved pl ans and to al l provi si ons of Ti tl e 17. Shadi ng wi l l not be accepted, cross-hatchi ng wi l l be al l owed i f i t does not obscure i nformati on on the pl ans. T he ti tl e sheet shal l i ncl ude the standard i nformati on bl ocks shown on Exhi bi t A. 2. A service fee deposi t i n the amount approved by Ci ty Counci l . (See current fee schedule). 3. DRAINAGE REPORTS Drai nage reports are requi red for al l proj ects i nvol vi ng proposed drai nage structures, accepti ng water from off-si te properti es, drai ni ng to adj acent properti es, or when requi red by the pl an checker for other reasons. T he drai nage report shal l i ncl ude: 1) A hydrol ogy map showi ng the drai nage basi n(s), the si te of proposed gradi ng, and any proposed drai nage structures. 2) A summary of the hydrol ogy and any proposed drai nage structures. 3) Hydrol ogy cal cul ati ons based on the l atest edi ti on of the Orange County Hydrol ogy Manual . See the Drai nage Desi gn Cri teri a Chart (Exhi bi t C) for storm i ntensi ty requi rements. 4) Hydraul i c cal cul ati ons for al l drai nage faci l i ti es. V. EROSION AND SEDIMENT CONTROL PLANS An Erosi on and Sedi ment Control Pl an i s a part of Gradi ng Pl an and i s requi red for any gradi ng. T he ---PAGE BREAK--- pl an shal l be updated each year, pri or to October 15, to refl ect the condi ti ons of the si te duri ng that rai ny season. A dupl i cate of the gradi ng pl an may be used i f adequatel y screened. Mi ni mum requi rements of the pl an are outl i ned i n the Gradi ng Desi gn Manual . Erosi on and Sedi ment Control Pl an i s a part of Gradi ng Pl an and wi l l be revi ewed and approved wi th gradi ng pl an. VI. SPECIMEN TREE REMOVAL Al l speci men trees as defi ned i n Secti on 18.18.040 (Tree Preservati on) of the Muni ci pal Code shal l be shown on the gradi ng pl an wi th a note to ei ther remove or protect such trees. Before any speci men tree i s removed, an Appl i cati on to Destroy Speci men Trees must be approved. T he appl i cati on i s fi l ed wi th the Pl anni ng Department and, dependi ng on the reason for removi ng such trees, may requi re a determi nati on by the Pl anni ng Commi ssi on or Ci ty Counci l . An Appl i cati on to Destroy Speci men Trees must be approved pri or to approval of the gradi ng pl an. T he number of the approved Appl i cati on to Destroy Speci men Trees shal l be noted on the gradi ng pl an i n the l ower l eft hand corner of the fi rst sheet. T he gradi ng pl an shal l be revi ewed by the Pl anni ng Department to veri fy that the speci men trees marked for removal are i n conformance wi th the approved appl i cati on . VII. EQUESTRIAN AND HIKING TRAILS Equestri an and hi ki ng trai l s shal l be graded and constructed on the gradi ng pl an i n conformance wi th the Anahei m General Pl an and the approved tentati ve map. T he fi nal al i gnment and desi gn of the trai l shal l be approved by the Park Pl anner, Parks Department, when the gradi ng pl an i s di stri buted for revi ew. Al l trai l i mprovements shal l be i n conformance wi th Standard Detai l No. 603 and a suffi ci ent easement (mi ni mum 10 feet) shal l be dedi cated to the Ci ty of Anahei m on the fi nal map. T he trai l shal l be mai ntai ned by the Homeowner's Associ ati on as requi red by the condi ti ons of approval for the map. VIII. PLAN CHECKING A. FIRST PLAN CHECK Pl ans wi l l be schedul ed for pl an checki ng i n the order they are recei ved. T he fi rst pl an check wi l l be thorough and every attempt wi l l be made to mark al l pl an defi ci enci es (except i n those cases where the pl an i s i ncompl ete or uncl ear). T he desi gn engi neer wi l l be noti fi ed as soon as the pl an check i s compl ete and ready for pi ck-up, approxi matel y 4 weeks from the ti me of submi ttal . When the pl an checki ng backl og exceeds an esti mated 3 weeks, the gradi ng pl an may be sent to a consul ti ng engi neer that has contracted wi th the Ci ty. Al l checki ng done by a consul ti ng engi neer wi l l by returned to the Ci ty for revi ew before bei ng returned to the desi gn engi neer. T he desi gn engi neer wi l l be noti fi ed as soon as the pl an check i s compl ete and ready for pi ckup. Al l pl an checks wi l l be returned wi th a l etter l i sti ng i tems to be submi tted wi th the next pl an check. Items marked "requi red for further processi ng" must be submi tted wi th the next pl an check. B. PUBLIC HEARING AND CONDITIONS OF APPROVAL A publ i c heari ng i s requi red for al l gradi ng pl ans i n accordance wi th Anahei m Muni ci pal Code 17.06.047. T he heari ng wi l l be hel d approxi matel y si x weeks after the pl an i s accepted for pl an checki ng. T he Ci ty Engi neer hol ds heari ngs every Monday, except hol i days. C. SUBSEQUENT SUBMITTALS Corrected gradi ng pl ans wi l l not be accepted for rechecki ng when i tems "requi red for further processi ng" are mi ssi ng. It shal l be the responsi bi l i ty of the engi neer and/or devel oper to submi t al l i tems together wi th the corrected pl ans and previ ous check pri nt. Subsequent pl an checks wi l l be compl eted i n approxi matel y three weeks. T he previ ous check pri nt wi l l be used as a gui de for rechecks, the enti re pl an wi l l be rechecked onl y i n i nstances where the fi rst check was i ncompl ete or uncl ear. T he engi neer wi l l be noti fi ed as soon as the pl an check i s compl ete and ready for pi ck up. ---PAGE BREAK--- In an effort to expedi te the proj ect, the Associ ate Engi neer assi gned to the proj ect wi l l contact the devel oper and request a meeti ng wi th the desi gn engi neer and the devel oper i f the pl ans are not ready for approval after the thi rd pl an check. IX. GRADING PLAN APPROVAL A. SIGNATURE T he pl an checker wi l l request the gradi ng pl an ori gi nal s i n the pl an check l etter when the correcti ons requested are mi nor and wi l l be suffi ci ent to compl ete the pl ans. Al l condi ti ons must be met, al l bonds must be posted, and al l agreements recei ved pri or to pl an approval . Ori gi nal s are to be i n i nk on 4 mi l doubl e-matt myl ar or photographi c myl ar process i f submi tti ng dupl i cate myl ars. No paste-ons or shadi ng wi l l be accepted. After a fi nal check has been made to veri fy that al l correcti ons have been i ncorporated i nto the pl an, the pl an wi l l be revi ewed and approved by the Bui l di ng Di vi si on Manager, Zoni ng Di vi si on Manager, Devel opment Servi ces Manager and the Ci ty Engi neer. T he desi gn engi neer wi l l be noti fi ed as soon as the pl ans are approved and wi l l be i nstructed to contact a bonded bl ue pri nter to have the ori gi nal s pi cked up from the Engi neeri ng Records counter. T he ori gi nal s and fi ve pri nts must be returned to Engi neeri ng Records before a gradi ng permi t can be i ssued. B. GRADING PERMIT T he Subdi vi si on Secti on wi l l i ssue a gradi ng permi t when the fol l owi ng i tems are recei ved. 1) Three pri nts of the approved gradi ng pl an. 2) Proof of l i abi l i ty i nsurance of $1,000,000 mi ni mum, from the owner or hi s contractor to i nsure agai nst cl ai ms for damages whi ch may ari se from or out of the performance of the work. T he amount may be i ncreased as deemed necessary by the Ci ty Engi neer. 3) Gradi ng permi t fee as approved by Ci ty Counci l . 4) Compl eted permi t appl i cati on. X. REVISIONS/DELTAS Al l changes to an approved gradi ng pl an must be submi tted and approved by the Ci ty Engi neer as a revi si on. Submi t the fol l owi ng i tems to process a revi si on. 1) Two pri nts of the revi sed gradi ng pl an, fol ded to 9"X12"; additional prints may be required. 2) Additional service fee deposi t i n an amount determi ned by the Ci ty based on the esti mated ti me for revi ew. Al l revi si ons must be cl earl y marked and descri bed i n the revi si on bl ock. Obsol ete i nformati on shal l be crossed out and not erased unl ess necessary for cl ari ty. T he engi neer shal l certi fy on the ti tl e sheet (si gn and stamp) "Revi si on # was made under my supervi si on." If the engi neer of record i s changed duri ng the course of the work, the repl acement engi neer shal l add the fol l owi ng certi fi cati on: "I hereby agree to accept the responsi bi l i ty for As Graded certi fi cati on upon compl eti on of the work as requi red per Secti on 17.06.080 of the Hi l l si de Gradi ng Ordi nance" XI. AS GRADED CERTIFICATION A. PRIOR TO BUILDING PERMIT Pri or to obtai ni ng Engi neeri ng cl earance for bui l di ng permi ts, the fol l owi ng i tems must be submi tted and approved. 1) Any revi si ons to the ori gi nal gradi ng pl an rel ated to the bui l di ng pad. 2) Two copi es of the i nteri m soi l s report i ndi cati ng pad compacti on ---PAGE BREAK--- and si te stabi l i ty. 3) T he ori gi nal and two copi es of a l etter of certi fi cati on for the bui l di ng pads from the ci vi l engi neer (Exhi bi t 4) Approved pl ot pl ans, when requi red. T he two copi es of the ci vi l engi neer's certi fi cati on and one copy of the soi l s report wi l l be sent to the fi el d engi neer for veri fi cati on. T he fi el d engi neer wi l l return one copy of the ci vi l engi neer's certi fi cati on ei ther accepted or rej ected. When the certi fi cati on i s accepted and any revi si ons approved, the pl an checker wi l l si gn off the Bui l di ng Permi t Case. Al l revi si ons must be approved and the As Graded certi fi cati on veri fi ed by the fi el d engi neer. T he Fi el d Engi neer wi l l then si gn for Engi neeri ng cl earance on Bui l di ng's Inspecti on Log. T he pl an checker wi l l stamp the pl an "As Graded" and noti fy the engi neer. T he engi neer shal l i nstruct a bonded bl uepri nter to pi ck up the pl an and return to Engi neeri ng Records wi th one electronic copy of record drawing plans on CD. Al l ow approxi matel y two weeks to recei ve Engi neeri ng Cl earance for occupancy. Noti fi cati on wi l l be sent to the Bondi ng Company (or bank) that the gradi ng has been compl eted and the gradi ng bond may be rel eased. C. MASS GRADE CERTIFICATION Pri or to approval of any rough grade certi fi cati on wi thi n an area that has been mass graded, the fol l owi ng i tems must be submi tted and approved. 1) T he ori gi nal mass gradi ng pl an and two pri nts wi th an As Graded certi fi cati on (Exhi bi t E) and any revi si ons. As Graded certi fi cati on of the mass gradi ng pl an may be phased by certi fyi ng each tract separatel y. 2) Two copi es of the i nteri m soi l s report certi fyi ng the mass gradi ng, i ncl udi ng an assessment of the stabi l i ty of al l sl opes, wi thi n the area to be approved. One pri nt of the mass gradi ng pl an and one copy of the soi l s report wi l l be sent to the Fi el d Engi neer for veri fi cati on. T he pl an checker wi l l then stamp the pl an, noti ng the area of certi fi cati on, and noti fy the engi neer. T he engi neer shal l i nstruct a bonded bl uepri nter to pi ck up the pl an and return to Engi neeri ng Records wi th four pri nts. XII.
