Anaheim Blvd. Page No. 3.15.1 Anaheim, CA 92805 RULE NO. 15 LINE EXTENSIONS ISSUED BY: Effective: 01-01-17 by Resolution No.: 2016-197 Dated: 10-18-16 Dukku Lee Superseding Resolution No.: 99R-142 Dated: 06-22-99 General Manager Line Extensions of standard voltages necessary to furnish Permanent Service to applicants will be made by the Utility in accordance with the following provisions: A. LINE EXTENSIONS FOR NEW, RELOCATED, OR EXPANDED ELECTRIC SUPPLY LINES TO ONE OR MORE PARCELS Chapter 17.24 of the Anaheim Municipal Code requires that, where feasible, all new facilities including Line Extensions, be constructed underground within the City. Line Extensions shall be designed and constructed in a manner to provide ease of access for Utility maintenance. 1. Applicant shall be responsible for the labor, equipment and material costs of a Line Extension on a work order basis and related rights-of-way dedications that are necessary and reasonably related to furnishing electric service solely to their project ("Project"). These costs include, but are not limited to, those related to the preparation of designs and plans, inspection, document review and plan check, right-of-way dedication, materials, installation, and construction. 2. An applicant may elect to design and construct the supporting substructures for the Line Extension including necessary trenching, conduit, vaults, and related work at their expense. A preliminary cost estimate for the Utility’s applicable scope of work shall be provided to the applicant based on their preliminary design submittal. The applicant shall: a. Design and construct the supporting substructures in accordance with all applicable standards, specifications, and federal, state, or local codes including, but not limited to, the Anaheim Municipal Code; Rates, Rules and Regulations; and the Electrical Engineering Division’s electrical specifications and construction standards. b. Submit the designs and plans to the Utility’s Electrical Engineering Division for review and approval prior to construction of the supporting substructures. The Utility shall charge for plan checks that require staff time or labor in excess of four hours to complete. c. Utilize contractors with experience in constructing substructures in the public right-of-way for 12 kV or higher Line Extensions in California and maintain a current license that meets all applicable laws, codes and requirements. d. Upon Utility inspection, make any corrections required to conform to the Utility’s approved design plans. e. After construction of the supporting substructures is complete and the Utility has inspected and approved the work, the applicant shall convey the facilities to the City, provided liens, encumbrances and other attachments have been removed, and that associated easements, access permits, crossing agreements, or other rights-of-way have been provided. f. Upon completion and approval of the supporting structures, notify the Utility to schedule the installation of the electrical infrastructure to complete the Line Extension. 3. In the event that the applicant's costs for the substructure exceed their share under Section A.1, the Utility and applicant may enter into a reimbursement letter agreement or other mutually agreeable reimbursement arrangement, which the General Manager is authorized to execute. TIMING Applicant shall dedicate rights-of-way at such time as mutually agreed, except as required by law or this Rule. C. PAYMENT OPTIONS 1. Applicant shall pay to the Utility those costs authorized by Section A.1 above prior to construction of the Line Extension or as required by applicable law. 2. A deposit for Utility design and plan review activities for a Line Extension of a Project may be due prior to commencing the preparation of designs and plans, except as required by applicable law. The Utility will determine the amount of the deposit based on the estimated time required to complete design and plan review for the Project. The Utility shall credit any unused portion of the deposit towards other Project costs, or refund any unused portion of the deposit to the applicant. 3. The Utility may allow an applicant to pay for their Line Extension costs in accordance with applicable Added Facilities provisions of Rule No. 2.
