Anaheim Blvd., #300 Anaheim, CA 92805 (714) 765-4040 CANDLES AND OPEN FLAME DECORATIVE DEVICES SPECIFICATIONS & REQUIREMENTS References: California Fire Code; California Code of Regulations All candles and open flame decorative devices used in places of assembly and drinking or dining establishments must be approved and permitted by the Anaheim Fire & Rescue. To obtain a permit from the Community Risk Reduction Division, a sample of the candle and container shall be submitted for review and shall meet the following requirements. Candle Requirements 1. The container provided shall be constructed of non-combustible material such as glass or metal. It should be sturdy and shouldn’t easily tip over. 2. The sides of the container shall be higher than the flame on all four sides. A fire test will be conducted: We place the lit candle inside the container, place a single layer of tissue paper on top of the container and the tissue shall not ignite within 10 seconds. 3. Lamp oil cartridges can be used in lieu of a candle, but it shall meet the same requirements as listed above. Class I and II flammable liquids and liquefied petroleum gases (LPG) shall not be used. 4. Candle or lamp shades also need to be made of noncombustible material and must be securely attached to the container. 5. Candelabras and unity candles that do not have glass containers that hold the candle may be used in areas away from the general public. The candles need to be securely fastened in place to prevent overturning and candelabra stands shall be sturdy and shouldn’t easily tip over. 6. Lighted candles shall not be left unattended and decorative material or curtains shall be kept away from the flame. Open Flame Decorative Devices 1. The container shall be constructed of metal or a non-combustible material. 2. Items placed in the container such as cotton or wood chips shall be provided for review. 3. Lamp oil fuel cells can be used. 4. The container shall be placed on a non-combustible surface during the ceremony or whenever any lit materials are placed inside. 5. The venue shall provide a staff member during the service that is trained to use a fire extinguisher. 6. The open flame device shall never be left unattended and decorative material or curtains shall be kept away from the flame. Hand Held Candles Participants in religious ceremonies are allowed to carry hand held candles. Hand held candles shall not be passed from one person to another while lighted.
