NOTICE OF AVAILABILITY/NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION Windy Ridge Water Storage Tank Project NOTICE IS HEREBY GIVEN THAT THE CITY OF ANAHEIM HAS RELEASED A MITIGATED NEGATIVE DECLARATION FOR THE WINDY RIDGE WATER STORAGE TANK PROJECT FOR A 30-DAY PUBLIC REVIEW AND COMMENT PERIOD. THE CITY OF ANAHEIM PROPOSES TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE FOLLOWING PROJECT: Project Description: The Project site encompasses 21.83 acres to be disturbed, including 18.85 acres of temporary impacts (associated with the temporary construction easements, excess soil disposal area, staging area, temporary access road, and graded slopes) and 2.98 acres of permanent impacts (associated with the footprint of the reservoir and permanent access road), and is located southeast of Weir Canyon Road and Blue Sky Way near the eastern boundary of the limits of the City of Anaheim. Water stored in this tank will be used as domestic potable water by customers, as well as for irrigation and fire protection purposes. The Project proposes to construct an approximate 1.6-million-gallon potable water storage tank on an approximate 1.5-acre site. The proposed 96-foot-diameter circular concrete enclosed potable water storage tank would serve the highest elevation areas (1320 and 1120 Pressure Zones) in the City of Anaheim. The Project would require grading of a temporary access road; grading and construction associated with the permanent access road; construction of a 16-inch potable water pipeline within the access road alignment; construction of a duct bank within the permanent access road alignment which would include underground electrical lines to serve the proposed water storage tank; construction of a pressure-reducing station near Blue Sky Way for connection to the 1120 Pressure Zone; and construction of the water storage tank and appurtenant facilities. The permanent access road would be constructed generally from the southeast corner of Blue Sky Way to the proposed tank site To accommodate construction of the Project, a temporary access road would be constructed along an existing dirt road from the Project’s staging area at the eastern terminus of Weir Canyon Road, moving southeast to the proposed tank site. After Project construction is complete, the temporary road would be scraped to remove gravel, re-graded, reseeded, and returned to its preconstruction condition to the extent feasible. Notice of Availability of MND: Please be informed that the City of Anaheim has released the Mitigated Negative Declaration (MND) for the Windy Ridge Water Storage Tank Project prepared in compliance with the California Environmental Quality Act (CEQA) and the State and City of Anaheim CEQA Guidelines, for a 30-day public review period, from January 30, 2015 to March 2, 2015. The MND is available for public review on the City of Anaheim’s website (www.anaheim.net/utilities/windyridge) and at the City of Anaheim, Public Utilities Department, Attention: Windy Ridge Project, 201 S. Anaheim Blvd., 6th Floor, Anaheim, CA 92805. All parties are invited to submit written comments on the MND to the address below for consideration by the City Council.
