GENERAL A. IMPROVEMENT PLANS REQUIRED Improvement pl ans shal l be submi tted to the Devel opment Servi ces Di vi si on for revi ew and approval for the constructi on of any street, storm drai n, or sewer i mprovements, wi th the fol l owi ng excepti ons: 1) Pri vate streets and pri vate storm drai ns, when the constructi on detai l s and speci fi cati ons are shown on an ---PAGE BREAK--- approved gradi ng pl an. 2) Si dewal k constructi on per Standard Detai l No. 110, when the adj acent curb i s exi sti ng. 3) Curb ramp constructi on per Standard Detai l No. 111, when the adj acent curb i s exi sti ng. 4) Repai r of exi sti ng curb, gutter, or si dewal ks. 5) Pri vate sewers whi ch are desi gned i n conformance wi th the Uni form Pl umbi ng Code and whi ch are revi ewed and approved by the Bui l di ng Di vi si on. 6) Sewer l ateral constructi on per Standard Detai l Nos. 222 and 223. B. BONDS Securi ty wi l l be requi red pri or to approval of al l i mprovement pl ans i n the form of a surety bond, l etter of credi t, certi fi cate of deposi t, or cash deposi t. Securi ty shal l be i n an amount equal to the total esti mated cost of the i mprovements (Performance Bond) and an addi ti onal fi fty% (50%) of the esti mated cost securi ng payment to the contractor, subcontractors and persons furni shi ng l abor, materi al s or equi pment (Payment Bond). Addi ti onal l y, storm drai n i mprovements shal l i ncl ude securi ty i n an amount equal to fi fty% (50%) of the esti mated cost to guarantee the normal and proper mai ntenance of the storm drai n for a peri od of 2 years fol l owi ng compl eti on and acceptance thereof (Mai ntenance Bond). See Fi nal Tract M ap and Parcel M ap Procedures for procedures on posti ng securi ty wi th the Ci ty. C. EASEMENTS/AGREEMENTS EASEMENT S. Al l publ i c i mprovements must be constructed wi thi n an easement dedi cated to the Ci ty of Anahei m (or to the publ i Easements may be dedi cated on a recorded tract or parcel map, or dedi cated by deed. Deeds wi l l be prepared by the Ci ty's Real Property Secti on based on a l egal descri pti on and sketch submi tted by the devel oper and prepared by a Regi stered Ci vi l Engi neer or Land Surveyor. Easements to the Ci ty must be si gned by the property owner(s) or l egal agent and must be unsubordi nated. ENCROACHMENT AGREEMENT S. An encroachment agreement must be obtai ned for al l pri vate i mprovements wi thi n a Ci ty (or publ i c) easement, wi th the fol l owi ng excepti ons: 1) Pri vate sewer connecti ons and l ateral s. 2) Pri vate storm drai ns connecti ng di rectl y to the publ i c system. Approval of these drai ns wi l l requi re the approval and recordati on of a "Save Harml ess i n Li eu of Encroachment" agreement. Standard agreements are avai l abl e. 3) Pri vate drai ns and parkway cul verts rel easi ng through the curb face. Requests for encroachment agreements must be processed and approved by the Ci ty Counci l . Contact the Real Property Secti on to process an encroachment permi t. SAVE HARMLESS IN LIEU OF ENCROACHMENT AGREEMENT. A save harml ess agreement must be executed and recorded for pri vate storm drai ns connecti ng di rectl y to the publ i c system, but not runni ng paral l el wi thi n the easement. Save harml ess forms have been approved by the Ci ty Attorney's Offi ce and must i ncl ude an exhi bi t showi ng the exact l ocati on of the pri vate storm drai n. II. INITIAL SUBMITTAL T he i ni ti al submi ttal of i mprovement pl ans shal l consi st of the fol l owi ng: 1) 12 copi es of the i mprovement pl ans prepared on standard Ci ty myl ars, si ze 24" x 36". Pl ans shal l be ---PAGE BREAK--- drafted at a l egi bl e scal e (0.10" mi ni mum l etter si ze) and each sheet si gned by a Regi stered Ci vi l Engi neer (Engi neer’s name, RCE number, expi rati on date are requi red for pl an submi ttal T he pl ans shal l be fol ded to 9" x 12" wi th the ti tl e and pl an number vi si bl e. Shadi ng wi l l not be accepted, cross-hatchi ng wi l l be al l owed i f i t does not obscure i nformati on on the pl ans. 2) A service fee deposi t i n the amount approved by Ci ty Counci l . (See current fee schedule). 3) Concurrent submi ttal of street, traffic signal, public sewer and storm drain improvement plans when required for the subsequent development of the property. Private street and private storm drain improvements may be shown on the grading plan. 4) One hard copy and one electronic copy on CD of a drai nage study, i ncl udi ng hydrol ogy cal cul a- ti ons, map, and hydraul i c cal cul ati ons for storm drai n pl ans. 5) One hard copy and one electronic copy on CD of a sewer hydraulics analysis when requi red for sewer pl ans. Incompl ete pl ans wi l l not be revi ewed or processed, the engi neer wi l l be noti fi ed and the pl ans wi l l be returned. III. IMPROVEMENT PLANS SHALL INCLUDE THE FOLLOWING: A. TITLE SHEET 1) Vi ci ni ty map drawn legibly. 2) Locati on/key map showi ng pl an numbers. 3) Ci vi l Engi neer's name, address, email, and tel ephone number. Ci vi l Engi neer's stamp and si gnature on each sheet. 4) Owner/devel oper's name, address, and tel ephone number. 5) Proj ect descri pti on i n ti tl e bl ock. Identi fi ed by street names descri bed from north to south and east to west. Do not use stati oni ng.
