GREATER ANAHEIM SOCCER LEAGUE ANAHEIM 11 x 11 SOCCER RULES 1 Sec. 1 OBJECTIVE To offer a wholesome competitive program that is primarily concerned with safety, fair play, sportsmanship and recognizes the various skill levels of the participants. All teams will comply with the rules and regulations of the Anaheim Community Services Department. Sec. 2 ADMINISTRATION Teams must complete the waiver form prior to participating in the league. All Departmental decisions on protests, illegal equipment, illegal players, and rule interpretation are final – no appeals will be allowed. Complaints must be in writing and received by Anaheim Community Services within 72 hours of the game. Only matters pertaining to interpretation of FIFA and Greater Anaheim Soccer League rules are subject to review. Judgment calls are not subject to review. All players are responsible for knowing and abiding by FIFA and Greater Anaheim Soccer League rules. Sec. 3 LEAGUE FEES 1. League deposit of $100 (non-refundable) is required to reserve your spot on the schedule. 2. No refunds will be granted after a team has played its first scheduled league game. 3. For the first seven games one hundred dollars ($100) per team, per game. For the second seven games thirty dollars ($30) per team, per game. *Game fees are to be paid to the referee in cash with exact change prior to the beginning of each scheduled game in order to play. 4. Registration balances are due by 8 p.m. the Thursday following the first game of the season. Please check the website www.teamsideline.com/anaheim for league deadlines. Any team who does not pay their balance by the deadline will be dropped from the league without refund. Sec. 4 LEAGUE INFORMATION 1. Games will start between 8:00 am and 6:30 pm on Sundays, with the exception of Finals, Semi-Finals, and make-up games, which may be played on other days of the week. 2. All teams are scheduled to play fourteen (14) games for the fall, summer, and spring seasons. Playoff games are in addition to the fourteen (14) week regular season. In the event that a season must be shortened and a team does not play its full number of games, a refund will be given. 3. Games are played at various parks throughout Anaheim. Please visit our website at www.teamsideline.com/anaheim for field locations. 4. In the event that a team changes managers during the season, the new manager must notify the League Director of the change immediately at (714) 533-3517 or [EMAIL REDACTED]. 5. If you are ever in doubt about weather or field conditions possibly affecting your game, please call the ANAHEIM FIELD CONDITIONS HOTLINE at (714) 765-5242. If you are still in doubt after calling, appear at the game site as scheduled. 7. Smoking is not permitted on the field or on the sidelines. 9. League standings, schedules, and team rosters will be posted at www.teamsideline.com/anaheim. 10. No postponements or schedule changes will be allowed. However, the Anaheim Community Services Department reserves the right to change the schedule. 12. League schedules can be viewed and downloaded at www.teamsideline.com/anaheim. Schedules are also available at the Brookhurst Soccer Office, located at 2271 W. Crescent Ave., Anaheim, 92801. IT IS THE MANAGER’S RESPONSIBILITY TO ENSURE THAT HIS/HER TEAM RECEIVES SCHEDULES AND SCHEDULE REVISIONS BY CHECKING THE WEBSITE DAILY. SCHEDULES WILL BE CHANGED NO FEWER THAN 24 HOURS PRIOR TO YOUR NEXT SCHEDULED GAME WITH THE EXCEPTION OF RAIN OUTS AND EMERGENCIES. 13. Placement of teams in respective divisions shall be the responsibility of the Anaheim Community Services Department. The Anaheim Community Services Department reserves the right to move teams to different divisions of play at any time to maintain a competitive balance. Teams moving to different divisions will keep their win/loss record from previous games played unless the League Director determines otherwise. Playoff formats may be altered due to team changes within a division. Teams who win their division may be moved to a higher division the following season to ensure competitive balance. 14. Any team with three forfeits in a season will be removed from the league without refund. 15. The City of Anaheim does not provide first aid at any Adult Sports Facilities. It is recommended that the managers of each team bring any first aid items that they feel are necessary. 16. Sec. 5 FORFEITS As a courtesy, please contact Maria Alvares at [EMAIL REDACTED] in advance if you know your team will have to forfeit so that the other team can be notified that their game will be canceled. Games forfeited prior to 8:00 p.m. the Thursday before a Sunday game will still be assessed a game fee. Games shall be forfeited if: 1. Game time is forfeit time. Players must be on the field and ready to play at the specified time. EXCEPTION: Games are allowed a five minute grace period. It is the referees’ responsibility to determine if a game is forfeit due to late start time. 2. A team is unable to field at least seven rostered players at the time their team must take the field. Once a forfeit is called, it is irreversible unless such a ruling is inappropriate. 3. A team is found to have used an illegal or non-rostered player. 4. In the opinion of the referee, a manager does not have complete control of his/her team. 5. A team continuously delays a game. 6. A team continuously harasses the referee or if the referee feels a situation is such that physical harm may come to him/her, other players, or spectators. 7. Any player is consuming any alcoholic beverages at the playing field, park facility, or parking lot. Teams who violate this rule a second time will forfeit the game and will be suspended from the league without refund. a. If a player appears at the field and in the judgment of the officials is intoxicated, he/she will be ejected from the game and may be suspended from the league. Forfeit Fees: Any team that forfeits a game must pay a one hundred and forty dollar ($140) forfeit fee, per game, before the next scheduled game. In case of a double forfeit, both teams are required to submit a forfeit fee of seventy dollars If a team does not pay their forfeit fee(s) by their next scheduled game, that team will be assessed another forfeit fee and will be required to pay all outstanding forfeit fees at the Brookhurst Soccer Office, located at 2271 W. Crescent Ave., Anaheim, 92801, and will be removed from the league if not paid by 8:00 p.m. the Thursday following their second forfeited game. Games forfeited prior to 8:00 pm the Thursday before a Sunday game will only be assessed a game fee. Sec. 6 ELIGIBILITY 1. Players must be at least sixteen years of age before playing. Minors must have parental consent to join the league. Parent or Guardian is required to complete a waiver at the Brookhurst Soccer Office. 2. All players must be on the roster. Player ID cards mandatory for all games beginning Game unless specified by the League Director. Adult Soccer ID Cards can be purchased at the Brookhurst Soccer Office. Photo ID is required to purchase your soccer ID card. For hours and prices, visit www.teamsideline.com/anaheim. Player ID cards are valid for one season only. 3. Players may not play on more than one team in the league. Players who want to join a different team must bring their current Player ID card to the Brookhurst Soccer office, relinquish the card, and purchase a new card with the name of the new team. If it is determined that a player is on more than one team in the league, the player may be suspended. 4. A men’s team may have two women on their roster. 5. After Game #8 there are no new player additions allowed to the roster and no new ID cards can be purchased. Sec. 7 PLAYER ELIGIBILITY PROTESTS If a manager believes a player is illegal, he/she may announce the protest before the game, during halftime, or after the game. The protest shall be made as follows: 1. The manager shall request that the referee verify the League ID card of the player in question. If there is still a doubt that the player is eligible, the referee reserves the right to request a secondary form of identification (Driver’s License, State Identification Card, Passport, or Military If ID is shown and is satisfactory, the referee will continue the game. If league issued ID card is unsatisfactory, the player in question may not play until they provide a secondary form of ID. If the player in question is unable to show the referee a current picture ID by the end of the game, and the game had already started, the referee will declare the game a forfeit. The game can continue as a friendly game if both teams agree. If the player is deemed ineligible prior to the start of the game, the game can be played as a friendly if both teams agree to continue. 2. Decisions regarding player eligibility will be made final by the referee. Sec. 8 ROSTERS & ADDING AND DROPPING PLAYERS 1. A complete legible team roster, including printed first and last name, signature, jersey number, team name, date, field, team division, and manager name, must be submitted to the referee before the start of each game or the game will result in a forfeit. Rosters must be completed on official GASL roster forms. Additional roster forms available from GASL staff at the field. 2. Team Roster may not exceed twenty-one (21) players. Any number of players may be added or dropped up until the roster addition/deletion deadline. 3. Roster Addition/Deletion Deadline: Game #8 4. After the roster addition/deletion deadline, roster changes will be accepted only for seriously injured players or other circumstances when satisfactory proof is presented to the League Director. 5. To find a list of players on your team please visit www.teamsideline.com/anaheim. After selecting your division and team, select the Stats link to view the players on your roster. Sec. 9 RULES All players, coaches, and managers shall adhere to the FIFA Rules and Players Code of Conduct and the City of Anaheim Soccer Rules as participants in any Greater Anaheim Soccer League. All rules are applicable for all games scheduled by Greater Anaheim Soccer League. 1. Game length is two forty-five (45) minute halves with a ten (10) minute half time. 2. The referee will be the official scorekeeper for each game. 3. Home team will be specified on the schedule. Managers are responsible for providing the league schedules to referee in cases when the referee is unaware, or when there is a disagreement regarding the team who is home. 4. Standings are determined by the following point system: three points for a win, one point for a tie, zero points for a loss. Teams entering the league mid-season will begin league play with zero points. New teams will not be accepted after Game 5. SUBSTITUTIONS Unlimited free substitutions. Players must fully exit the field before a new player enters. Players entering the field must enter from the centerline. Number of players on the field is the responsibility of the team. Team Managers or Captains may be issued yellow cards for violating this rule. Substitution violations will result in a yellow card. 6. PLAYER CONDUCT a) Players are expected to conduct themselves in the spirit of good sportsmanship both on and off the field. Any misconduct by a player, team, or their fans can result in disciplinary action. b) Consequences for unique situations that are outside of the scope of the league rules will be decided by the Anaheim Community Services Department and can result in removal from the league. c) Players may be ejected at any time before, during, or after a game. d) Any player who receives a yellow card during a game must leave the game for no less than five minutes, goalies included. Teams are permitted to substitute another player for the carded player. ---PAGE BREAK--- GREATER ANAHEIM SOCCER LEAGUE ANAHEIM 11 x 11 SOCCER RULES 5 e) Any player, coach, or manager who receives a red card will be suspended for one additional game (byes do not constitute a game). Two yellow cards is equivalent to one red card. The suspension will take place during the following game. If a suspended player plays in a game, the team will be charged with a forfeit loss. f) Violent Red Cards are subject to a two week suspension and may be subject to additional weeks of suspension at the discretion of the League Director. g) Greater Anaheim Soccer League staff reserve the right to remove teams from the schedule who have demonstrated frequent unsportsmanlike conduct and have jeopardized the safety of other teams. h) Suspensions due to fighting may result in ejection from the league. Both individuals and teams can be assessed a fine if the league director determines an individual or team either instigated or continued a fight. Fight fines range from $50 - $100. i) Any coach or player who steps onto the field during a hostile situation without permission from the referee, regardless of intention, will be suspended from the next two games, or for the season. Referees are permitted to invite managers to discuss an issue on the field. j) Ejected or suspended players, coaches, or managers will not be allowed at the park or surrounding areas including the parking lot while serving his/her suspension. Violation of this rule will result in a forfeit loss. k) Any manager or acting manager who refuses to assist the referee in identifying questioned players will be suspended and the game will be forfeited. l) Any player, coach, or manager who is ejected anytime after the conclusion of a game, will likely be suspended for the next two games, including playoffs. m) Any player, coach, manager, or fan that physically abuses or threatens to push, shove, or strike a referee, player, or staff member may be permanently banned from participation in adult sports with the City of Anaheim. In addition, any player, coach, manager, or fan that is guilty of such abuse may be subject to criminal prosecution according to the State of California Penal Code. n) Any player, coach, manager, or fan ejected from a game for any reason must leave the park site and surrounding areas including the parking lot within five minutes. If an ejected player does not leave within five minutes, his/her team will be imposed a forfeit. o) In case of spectator harassment, the referee will use the following course of action: First Warning: Manager will be asked to take care of the problem spectator. Second Warning: Spectator will be asked to leave the park site and surrounding areas including the parking lot. If the spectator refuses to heed the referee’s request, the manager will be subject to ejection from the game if the referee determines that the spectator is associated with one of the teams. In the event that neither the spectator nor the manager leaves the park site and surrounding areas including the parking lot within sixty (60) seconds after the referee’s request the game will be declared a forfeit. p) If the league director determines that spectators were involved in a disturbance, fight, or if spectators of a team continue to behave belligerently towards opponents or officials, a team may be prohibited from bringing spectators to one or more games. ---PAGE BREAK--- GREATER ANAHEIM SOCCER LEAGUE ANAHEIM 11 x 11 SOCCER RULES 6 q) On a disputed call or decision by a referee, the players may not address, make any gesture to, or communicate any undesirable remarks to, or toward, any official. EXCEPTION: A team captain may courteously address an official for clarification or a question regarding the decision. NOTE: Players may be ejected from the game for an infraction of this rule and will not be allowed to participate in their teams next scheduled game, as a minimum penalty. Suspensions may be increased depending on the degree the infraction by the League Coordinator. r) Players who received red cards will have their league ID card retained by the referee, who will then turn the card in to GASL staff. Once a player is eligible to return to play in scheduled games, he or she must pick up the ID card, in person, from the Brookhurst Soccer Office, located at 2271 W. Crescent Ave., Anaheim, 92801. 7. EQUIPMENT AND FIELD a) Metal cleats are not permitted; plastic cleats must be worn. Players wearing metal cleats must immediately remove them and cannot continue play until wearing appropriate cleats. b) Each team is responsible for furnishing one game ball per game. c) All teams must have matching jerseys or T-shirts. Teams must have numbered uniforms, alike in color. Each player must have a number; there cannot be duplicate numbers on any team. Away team is responsible for changing jersey color if the home team is wearing the same color jersey, or if the referee requests the change due to similar color. Failure to accommodate the home team results in forfeit. Goalkeepers are responsible for wearing a separate color from their own team, as well as the opposing team. d) Shin guards are mandatory. e) The size of the playing field varies by park location. f) The penalty area is approximately 20 yards by 10 yards. Penalty kicks must be taken 12 yards from the goal. 8. BLOOD RULE Any player, coach, or official who is bleeding, has an open wound, or has blood on his/her body or clothing, is prohibited from further participation in the game until appropriate treatment has been administered. If first aid is required for a player, the player must be immediately removed from the game, unless treatment can be administered in a reasonable amount of time. A player, coach, or official will not be allowed to participate unless: 1. All bleeding has stopped 2. Any exposed cut/scrape which has bled is completely covered 3. Bloody clothing is removed It is recommended that teams have spare clothing available at the game site to be used if necessary. ---PAGE BREAK--- GREATER ANAHEIM SOCCER LEAGUE ANAHEIM 11 x 11 SOCCER RULES 7 Sec. 10 PLAYOFFS 1. Playoff game fees: $100 per team/per game 2. Game length is two forty-five (45) minute halves with a ten (10) minute half time. (Semi-Finals): If the game remains a draw at the conclusion of regular time, a shoot-out will follow. (Finals): Draws at the end of regulation time will be followed by two five-minute halves, which will be played to completion. If the game remains a draw at the conclusion of overtime play, a shoot-out will follow. 3. Referee will check ID’s for all players listed on your roster. Players must have current season Player ID. Players must provide current Player ID prior to entering the game. 4. Playoff seeding will be determined by the total number of points earned during the regular season: three points for a win, one point for a tie, zero points for a loss. 5. Top teams will qualify for a single elimination playoff tournament to determine league champions. Playoff format may vary based upon the number of teams. In rare circumstances playoffs may be canceled. 6. Tie Breaking procedure: i) Goal differential in all games played among tied teams ii) Total Goals Scored iii) Head-to-Head season record among tied teams NOTE: If schedule is unbalanced the best winning percentage will determine who wins the Head-to- Head record. Sec. 11 AWARDS 1. Each league playoff champion shall receive up to 20 individual player trophies and one team trophy.
