F:\Docs\AFFORDABLE HOUSING\PBV Section 8\Section 8 - PBV\PBV Notice 4-1-14\Notice of Availability of Section 8 Project-Based Vouchers.docx ANAHEIM HOUSING AUTHORITY PUBLIC NOTICE Announcing the Availability of Section 8 Project-Based Vouchers The Anaheim Housing Authority (AHA) is accepting proposals for its Section 8 Project- Based Voucher (PBV) Program. A maximum 60 vouchers will be made available to owners/developers of rehabilitation, new construction, and existing rental housing projects in the City of Anaheim. The Vouchers will be made available on an ongoing basis. PBV reservations are subject to available funding from the Department of Housing and Urban Development (HUD) and the AHA. PBV contract authority can be requested for up to 15 years. PBV funds will be used to pay the owner a portion of the rent on behalf of eligible households whose income must generally be at or below 30% of the Orange County Area Median Income (AMI), and in no case can exceed 50% of AMI. For new construction units, no demolition or construction may commence until an Agreement to enter into a Housing Assistance Payments (AHAP) Contract is executed; therefore, projects that are already in construction cannot receive PBV assistance. Existing housing is exempt from this requirement. Prior to executing the AHAP Contract: 1) a subsidy layering review for new construction projects with any form of federal, state or local financial assistance, including tax credits and tax concessions, must be approved by HUD or a HUD designated agency; and 2) an environmental review must be performed in accordance with 24 CFR 58 and approved by HUD or a HUD approved entity. Maximum Proposal Request: The maximum request to be considered will be 15 PBV units, or 25% of the total units in the development, whichever is less. Exceptions to the 25% limit are permitted for units that will house: 1) homeless families: 2) the disabled or 3) the elderly and will include on-site supportive services throughout the term of the Housing Assistance Payment (HAP) Contract. AHA reserves the right to modify the number of vouchers awarded to each project. Unit Size and Preferences: Preference will be given to projects targeted for homeless families that also contain a strong on-site supportive services component. Leasing Requirements: Applicants will be referred from AHA Section 8 Waiting list AHA Voucher Holders; who live and/or work in Anaheim. Selection and Evaluation Criteria: Applicants must demonstrate need for PBV units, financial feasibility, site control and readiness to proceed with the project. In addition, proposals are reviewed and selected based on the following preference categories, as applicable: 1) Projects that will create new housing opportunities for homeless families or special needs populations; 2) projects that include a strong on-site social service component or have entered into a contract with a public agency to deliver supportive services; 3) projects that result in the preservation of at-risk units (preserve units from becoming market rate units); 4) term of affordability; 5) provision of units affordable to households below 50% of AMI; 6) leveraging of other funding sources; 7) project site and design; 8) number of units to be assisted. Who should apply: Applicants can be owners/developers who own existing affordable housing units at-risk of becoming market rate units or who will develop rental housing either through rehabilitation or new construction in order to increase the stock and long term affordability of housing for very-low and extremely low-income households. Only PBV proposals submitted in response to this public notice will be considered for selection. Submission information: AHA will accept PBV proposals on a first-come, first-served basis, beginning immediately and continuing until the allocation has been exhausted. AHA will publish a public notice announcing the termination of this PBV initiative when it no longer has funding authority to support additional PBV units under this notice.
