A permit must be obtained from the Anaheim Fire Department for abandonment-in-place of an underground storage tank (UST). The Anaheim Fire Department does not allow, in general, this type of closure; however, abandonment-in-place ay be considered provided the following conditions apply: City of Anaheim Fire Department Fire Prevention Bureau Specifications and Requirements Subject: UNDERGROUND STORAGE TANK ABANDONMENT-IN-PLACE GUIDELINES References: California Fire Code, 2007 Edition; California Health & Safety Code, Chapter 6.7 m 1. The tank is located under a building or structure. 2. Unique, extenuating circumstances that make the removal infeasible. 3. In addition to either of the above two items, no contamination exists in the subsurface soil or groundwater as a result of a release from the tank or associated piping. Obtaining a Permit To obtain an Abandonment-in-Place Permit, a proposal shall be submitted to the Anaheim Fire Department, Hazardous Materials Section, 201 S. Anaheim Blvd., #300, Anaheim, CA, 92805. The proposal shall include the following nformation: i 1. An accurate drawing depicting all relevant site information, i.e., tank location, size, type, etc. 2. Sampling plan, method of laboratory analysis as well as the course of action should contamination exist. 3. A statement from a registered Engineer that the building will be compromised should the tank be removed. 4. Information required from the contractor: a. Copy of Contractor’s License b. Copy of State Hazardous Substance Removal Certificate c. Copy of current City of Anaheim Business License d. Proof of California Workers’ Compensation Coverage e. Copy of SCAQMD permit meeting degassing requirements (if applicable) f. UPCF UST Facility Information and Tank Information forms The Public Works and Planning Departments must acknowledge review of the plans for the project prior to permit ssuance. i Procedures for Abandonment-in-Place T he following procedures apply once approval is obtained. 1. Submit a completed UST Abandonment-In-Place Application/Permit form with the appropriate fee. 2. All work shall be in accordance with the California Fire Code, 2007 Edition and the California Health and Safety Code, Chapter 6.7. 3. If the UST previously contained gasoline, SCAQMD Rule 1149 must be followed. 4. Remove and dispose of all liquid and sludge by an approved method from the tank and piping. 5. Disconnect all electrical along with the suction, inlet, gage, vapor return, and vapor and product lines (if applicable). 6. The tank(s) shall be filled to the triple rinsed and all rinseate shall be hauled as hazardous waste. A copy of the manifest signed by the receiving facility shall be forwarded to this department. 7. The tank(s) shall be filled to the top of the fill line with an inert material approved by this department. Unless a plasticizer is used in the mixture, a concrete vibrator will be required. This shall be done in the presence of a Hazardous Materials Specialist. The closure is complete only after successful compliance with the above requirements. Failure to follow these guidelines could result in revocation of your permit.
