Revised and Adopted: 6/17/2025 HEALTH AND HUMAN SERVICES DEPUTY DIRECTOR DEFINITION Under general direction, plans, organizes, coordinates, and manages the staff and operations of the Health and Human Services Department, including public assistance programs and services, child and adult protective services, and in-home support services state-mandated public health and community health programs, disaster preparedness, public health education, nursing, health clinic, and environmental health programs; participates in the development of policies and strategies for division operations; manages the effective use of resources to improve organizational productivity and customer service; provides complex and responsible support to the Health and Human Services Director; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Health and Human Services Director. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision. CLASS CHARACTERISTICS This is a management classification responsible for planning, organizing, reviewing, and evaluating a variety of comprehensive programs, services, and activities. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities, which include developing and implementing policies and procedures for assigned programs, budget administration and reporting, and program evaluation. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. Plans, manages, and oversees the daily functions, operations, programs, services, and activities of the Social Services Division, including public assistance/benefit programs, eligibility, child protective services, adult protective services, In-Home Supportive Services (IHSS), ensure programs comply with all County and mandated regulations. Plans, manages, and oversees the daily functions, operations, programs, services, and activities of the Public Health Division, including state-mandated public health and community health programs, disaster preparedness, public health education, nursing, health clinic, and environmental health programs delivered through County staff and contracted service providers. Participates in the development and implementation of goals, objectives, policies, and priorities for the agency; continuously monitors the efficiency and effectiveness of assigned programs, service delivery ---PAGE BREAK--- Health and Human Services Deputy Director Page 2 of 4 methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement. Participates in the development, administration, and oversight of the agency budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding. Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures. Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with County specifications and service quality. Directs the planning, management and evaluation of agency programs and activities; manages diverse programs which may include multi-discipline and integrated service teams for efficient and effective service delivery; works with program managers, peers and senior management to determine program strategic direction, framework and accountabilities; manages program implementation through subordinate program managers and staff. Provides technical expertise, consultation, assistance, and guidance to staff related to all division programs and services; provides direct services and/or service referrals as necessary. Directs the collection and compilation of data and narratives for program evaluation; prepares reports for submission to County management and oversight agencies on program metrics and outcomes; takes action on program evaluation outcomes. Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards. Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate. Serves as a liaison for assigned functions with other County departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary. Attends and participates in professional group meetings; stays abreast of new trends and innovations related to public health; research emerging products and enhancements and their applicability to County needs. Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval. Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action. Directs the establishment and maintenance of working and official division files. Ensures staff compliance with County and mandated safety rules, regulations, and protocols. Performs related duties as assigned. MINIMUM QUALIFICATIONS Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public health, nursing, epidemiology, public or business administration, social work, human services, public or business administration, or a related field. Five years of increasingly responsible professional experience administering comprehensive public health programs, including two years in management capacity. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various County and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. ENVIRONMENTAL CONDITIONS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
