County of Alpine Adopted 05/07/02 PUBLIC HEALTH PROGRAM COORDINATOR DEFINITION Under general direction, to plan, coordinate, supervise and evaluate comprehensive tobacco control, sexually transmitted disease prevention, and related public health programs; to assist in securing funding for programs; and to perform related duties as assigned. CLASS CHARACTERISTICS This is a single-position classification in the Health and Human Services Department responsible for administering and supervising public health programs in targeted functional areas. The incumbent works under the general direction of the Health and Human Services Director, who is responsible for the overall community health / education program. The incumbent supervises the activities of Public Health Program Assistants. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following: Plans, organizes, supervises and evaluates the tobacco control, sexually transmitted disease prevention, and related public health programs and activities. Ensures program compliance with all County policies and procedures, standards of quality and safety, and all applicable local, state and federal laws and regulations. Develops and directs the implementation of program goals, objectives, policies, procedures and work standards. Prepares individual program budgets; monitors expenditures for adherence to budgetary restrictions; researches, prepares and administers grants for program funding. Performs on-going program review and evaluation to ensure effectiveness, efficiency and conformity with program guidelines. Personally performs casework and provides referrals as appropriate. Directs and monitors activity and event planning. Selects, supervises and evaluates the performance of assigned professional staff and contractors. Develops educational and in-service training programs for staff, other County employees and the public as appropriate. Recruits, orients and oversees program volunteers. ---PAGE BREAK--- Public Health Program Coordinator Page 2 Coordinates assigned programs and activities with other County departments, public and private non-profit agencies, community and civic organizations, and other individuals and groups as appropriate. Assists in promoting department services and programs within the community; makes public presentations to provide program information; prepares or supervises the preparation of news articles, fliers, advertisements, and other promotional materials. Prepares periodic and special reports as required. Represents the department in meetings as required; serves on local and regional task forces, commissions and committees as appropriate. Maintains current knowledge and expertise in assigned program areas. Attends training, conferences, workshops, etc., as appropriate or required to enhance job knowledge and skills. Performs general administrative and clerical duties as required, including but not limited to conducting and attending meetings, preparing reports and correspondence, ordering supplies and equipment, answering the telephone, processing mail, copying and filing documents, entering computer data, etc. MINIMUM QUALIFICATIONS Knowledge of: All federal, state and county laws, codes, rules, regulations and standards affecting program administration. Principles of health education. Administrative principles and methods, including goal setting, planning, budget development and reporting. Organizational and management practices as applied to the planning, analysis and evaluation of programs, policies and operational needs. Principles of supervision, training and performance evaluation. Socio-economic problems affecting health services. General health problems and needs of the community. Funding sources and requirements for health and human services programs, including grants management and audit requirements. ---PAGE BREAK--- Public Health Program Coordinator Page 3 Theories and techniques of case management. Methods of preparing and disseminating public health education materials. Local community resources. Modern office practices and technology, including the use of computers for data and word processing. English usage, spelling, grammar and punctuation. Business letter and report writing. Ability to: Interpret and apply federal, state and local laws, rules and regulations, policies and procedures pertaining to program administration and operations. Develop, implement and interpret program goals, objectives, policies and procedures, and work standards. Plan, organize, supervise and evaluate comprehensive health education programs. Develop appropriate media and educational materials. Acknowledge and understand the cultural and traditional values of diverse or minority population groups in the development and delivery of effective program services. Supervise and participate in the provision of effective case management. Analyze complex problems, evaluate alternatives and make sound recommendations in support of goals. Prepare and monitor program budgets; prepare and administer grants for program funding. Select, train, supervise and evaluate the performance of assigned staff and contractors. Understand and follow oral and written instructions independently. Establish and maintain effective working relationships with those contacted in the course of the work. Represent the County effectively in meetings with others and make presentations to various groups. Use computers effectively for word and data processing and records management. Perform required mathematical computations with accuracy. Education: Graduation from an accredited college or university with a Bachelor’s degree in public health or closely related field. Experience: Three years of experience in public health education, including at least one year in a supervisory capacity. Substitution: Possession of a Master’s degree in public health or closely related field may be substituted for one year of the required general experience. Other Requirements: Possession of a valid California driver’s license and satisfactory driving record. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
