County of Alpine Adopted: 06/19/2018 DIRECTOR OF FINANCE DEFINITION Under policy direction of the County Administrative Officer and within State and Federal Laws and Rules, the Director of Finance is the ex-officio County Auditor-Controller, Treasurer Tax Collector who plans, organizes, coordinates, manages and administers the County’s Department of Finance; provides strategic oversight and innovative services to meet and address the evolving financial and fiscal needs of Alpine County; assigns and coordinates professional and administrative activities of the department’s staff; and performs other related duties as assigned. CLASS CHARACTERISTICS This is a single position classification that is a management position assigned as a department head class reporting to County Administrative Officer; the incumbent develops and maintains financial record keeping and reporting systems; manages public financing mechanisms; advises and assists County departments in finance and accounting methods and procedures. The Director of Finance is responsible for the overall program and administrative operations of the county’s Department of Finance, consistent with state and federal regulations. The incumbent is responsible for recommending and implementing policy, developing goals and objectives, selecting and supervising staff, and administering the department budget. In addition the Director is expected to provide a leadership role within the finance department, County organization and the community. This is an exempt position. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:  Performs all statutory duties of the offices of the County Auditor, County Controller, County Treasurer and County Tax Collector.  Provide guidance and some supervision regarding the financial work of all county offices and departments;  Recommends administrative and budgetary decisions to the CAO and Board of Supervisors;  Provides direction and oversight of financial divisions within federal state and county legal requirements and regulations and county ordinances, policies and procedural guidelines;  Serves as the County’s chief fiscal officer to develop and maintain public financing mechanisms  Ensures compliance with professional accounting standards and timely completion of all accounting, reporting and legal requirements as well as the payroll system, tax rate and apportionment functions;  Directs staff in the planning and coordination of countywide financial programs.  Directs the operations of a complex fiscal control system, including financial record keeping and reporting systems.  Directs the investment, management, banking and securities safekeeping functions for County, schools and special districts funds deposited within the County Treasury.  Directs the activities of subordinates as related to billing and collection of taxes, tax sales. ---PAGE BREAK--- County Administrative Officer/ Director of Finance Page 2  Directs the final audits of monies, received on secured, unsecured, and delinquent tax collections and deposits; balances accounts and prepares financial reports.  In conjunction with the CAO, directs the analysis and evaluation of annual budget requests of all county departments and assists with preparation of budget recommendations to the board of supervisors;  Directs continuous review of county expenditures throughout the fiscal year to determine if such expenditures are necessary and in accordance with county policy;  Assist CAO in the development of ongoing recommendations for a long term plan of capital improvements with accompanying financial plans for their accomplishment;  Represents the county as fiscal liaison to other governmental agencies and professional business organizations; serves on various committees as appropriate;  Communicates to appropriate department heads any inquiries and/or concerns received regarding county budget activities;  Performs other related duties as required, including but not limited to attending and conducting meetings, preparing reports, compiling data for reports, reviewing professional literature, etc. either directly or through subordinate levels of staff.  Investment Officer for County EXPERIENCE AND TRAINING GUIDELINES The person appointed as the Director of Finance must satisfy any one of the following criteria from Government Code § 26945: a) Possession of a valid certificate issued by the California State Board of Accountancy under Chapter 1 (commencing with Section 5000) of Division 3 of the Business and Professions Code showing the person to be, and a permit authorizing the person to practice as, a certified public accountant or as a public accountant. b) Possession of a baccalaureate degree from an accredited university, college, or other four year institution, with a major in accounting or its equivalent, as described in subdivision of Section 5091.1 of the Business and Professions Code. c) Possession of a certificate issued by the Institute of Internal Auditors showing the person to be a designated professional internal auditor, with a minimum of 16 college semester units, or their equivalent, in accounting, auditing, or finance. d) Service as a county auditor, chief deputy county auditor, or chief assistant county auditor for a continuous period of not less than three years. Or, The person appointed as the Director of Finance must satisfy any one of the following criteria from Government Code § 27000.7: a) Service in a senior financial management position in a county, city, other public agency dealing with similar financial responsibilities for a continuous period of not less than three ---PAGE BREAK--- County Administrative Officer/ Director of Finance Page 3 years, including, but not limited to, treasurer, tax collector, auditor, auditor– controller, or the chief deputy or an assistant in those offices. b) Possession of a valid baccalaureate, masters, or doctoral degree from an accredited college or university in any of the following major fields of study: business administration, public administration, economics, finance, accounting, or a related field with a minimum of 16 college semester units, or their equivalent, in accounting, auditing, or finance. c) Possession of a valid certificate issued by the California State Board of Accounting pursuant to Chapter 1, (commencing with Section 5000) of Division 3 of the Business and Professions Code, showing that person to be, and a permit authorizing that person to practice as, a certified public accountant. Director of Finance Page 3 of 3 d) Possession of a valid charter issued by the Institute of Chartered Financial showing the person to be designated a Chartered Financial Analyst, with a minimum of 16 college semester units or their equivalent, in accounting, auditing, or finance. e) Possession of a valid certificate issued by the Treasuring Management Association showing the person to be designated a Certified Cash Manager, with a minimum of 16 college semester units, or their equivalent, in accounting, auditing, or finance LICENSE OR CERTIFICATE Beginning in the year 2000, and every two years thereafter, successful completion of a continuing education program consisting of, at a minimum, 24 hours or an equivalent amount of continuing education units within the discipline of treasury management or public finance, or both offered by a recognized state or national association, institute, or accredited college or university that provides the requisite education programs described in Government Code § 27000.9. Knowledge of:  Public Administration principles and practices, including strategic planning, goal setting, program development, implementation and evaluation; budgeting, fiscal administration and control; administrative organization and effective e m p l o y e e r e l a t i o n s a n d m a n a g e m e n t i n a p u b i c s e t t i n g .  Principles and practices of performance based budgeting, program management, project management, and long range planning and customer s e r v i c e .  Accounts receivable management, including automated accounts receivable s y s t e m s , c o l l e c t i o n s , a c c o u n t a g i n g , a n d r e l a t e d s u b j e c t s .  Policies, procedures, requirements, and methods used in a payroll administration;  Pertinent federal, state, and local laws, codes and regulations governing the financial operations of a county government;  California tax code, tax collector manual and applicable state and federal regulations and county treasury functions; ---PAGE BREAK--- County Administrative Officer/ Director of Finance Page 4  Principles and methods of statistical analysis; government budgeting; governmental accounting, auditing, budget analysis formulation and control, and complex financial systems development and operations;  Administrative practices and policies of personnel and payroll;  Principles of supervision, training and performance evaluation;  Effective methods and techniques of work organization, simplification and financial controls;  Modern office procedures, methods and technology;  Correct English usage, grammar, spelling, punctuation and vocabulary. Ability to:  Meet Government Code Section 27000.9 requirement to complete continuing education units before June 30 of each two-year period;  Interpret, analyze and apply federal, state and local laws, rules and regulations, policies and procedures pertaining to county government administration and operations;  Develop, implement and interpret goals, objectives, policies and procedures, and work standards;  Evaluate future growth impacts on the county and develop plans and programs to address the corresponding budgetary needs of the county;  Analyze complex problems, evaluate alternatives, and make sound recommendations in support of goals;  Determine work priorities and effectively coordinate and schedule resources and staff to perform activities and projects within time limits;  Administer the preparation of the annual county budget;  Exercise sound, independent judgment within general policy guidelines;  Collect, compile, analyze, organize and present analytical, technical, and statistical information in a clear and concise manner both orally and in writing;  Establish and maintain effective working relationships with those contacted in the course of the work;  Deal constructively with conflict and develop effective resolutions;  Perform required mathematical computations with accuracy.
