County of Alpine Adopted 06/07/16 UNDERSHERIFF DEFINITION Under general direction, Assist the Sheriff in planning, directing, and organizing the total operations of the Sheriff’s Office; administer, supervise, and coordinate the employees of Sheriff’s Office; act for the Sheriff in his absence; and to perform related work as required. CLASS CHARACTERISTICS The Undersheriff is responsible for assisting with policy development and implementation and supervision of the Sheriff’s Office staff. The Undersheriff exercises extensive judgment in defining work objectives and determining methods and systems to meet objectives. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:  Interprets and ensures department compliance with all County policies and procedures, standards of quality and safety, and all applicable local, state and federal laws and regulations.  Keeps abreast of legislation, case law, new trends and technologies, and other issues that impact department operations.  Reviews and evaluates Sheriff’s Department operations; recommends and implements changes as necessary to ensure the continuing effectiveness and efficiency of operations.  Directs and participates in the preparation and administration of annual department budgets; reviews and analyzes budget requests and justifications; monitors and approves budget expenditures; prepares and administers grants for program and project funding.  Participates in personnel administration activities for the department, including employee recruitment and selection, training, performance evaluation and career/employee development programs; maintains discipline and ethical standards as necessary for the efficient and professional operation of the department.  Assigns, schedules, supervises and evaluates the work of assigned law enforcement, dispatch and support personnel through the chain of command; ensures adequate scheduling for optimal law enforcement coverage in the County at all times; provides administrative oversight of the Bear Valley Substation.  Directs and/or conducts background and internal investigations. ---PAGE BREAK--- Undersheriff Page 2  Coordinates various other department functions with other law enforcement agencies and County departments as necessary.  Responds to and resolves difficult and sensitive citizen inquiries and complaints.  Makes presentations to professional / civic / community groups for the purpose of promoting good will toward the Sheriff’s Department; participates in other department public / community relations efforts as appropriate.  Operates a law enforcement vehicle, safety equipment, firearms and other weapons, avalanche locator, snow mobile, and other law enforcement equipment; operates general office equipment including a computer, two-way radio, calculator, copier, fax machine, telephone, etc.  Maintains proficiency in the use and care of firearms and other law enforcement equipment.  Performs general administrative duties as required, including but not limited to attending and conducting meetings, preparing reports and correspondence, copying and filing documents, sending and receiving faxes, answering the telephone, entering computer data, etc.  Performs duties of Sheriff as required in the Sheriff’s absence. MINIMUM QUALIFICATIONS Knowledge of: All pertinent federal, state and county laws, codes, ordinances, regulations and standards affecting Sheriff Department operations. Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs. Modern law enforcement methods and procedures, including patrol, criminal investigations, traffic control and dispatching. Criminal and internal investigation techniques. Rules of evidence pertaining to search and seizure and the identification, marking, preservation and presentation of evidence. Proper and effective methods of deploying law enforcement personnel. ---PAGE BREAK--- Undersheriff Page 3 Personnel principles, policies and practices. Principles of budget development and administration. Ability to: Interpret, analyze and apply federal, state and local laws, rules and regulations pertaining to County administration. Effectively plan and administer a variety of law enforcement activities that meet community requirements. Perform both staff and line work in a law enforcement agency. Work under stressful or dangerous conditions, often involving considerable personal risk or risk to others. Use and care for firearms. Develop, implement and interpret department goals, objectives, policies, procedures and work standards. Exercise sound, independent judgment within general policy guidelines. Deal courteously, yet firmly and effectively with the public in police situations. Perform duties under the pressure of very high expectations for exemplary and non-erring leadership, management and professionalism. Communicate effectively both orally and in writing. Prepare, review and present reports, recommendations and other correspondence and communications in a clear and concise manner. Analyze and interpret crime statistics and reports. Education: Bachelor’s degree in Criminal Justice Administration, Police Science, Public Administration, or closely related field, or ten (10) years of experience in a law enforcement agency. Experience: Ten years of progressively responsible local law enforcement experience, including at least three years in a supervisory or management capacity. ---PAGE BREAK--- Undersheriff Page 4 Substitution: Addition responsible law enforcement experience, preferably at the supervisory level, can be substituted for the educational requirements on a year-for-year basis. Other Requirements: Possession of a valid California driver’s license. Possession of an Advanced P.O.S.T. certificate. Possession of, or the ability to obtain, a P.O.S.T. Supervisory certificate within one year of appointment; a Mid-Management certificates is desirable. TYPICAL PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires the ability to sit at desk for long periods of time and intermittently walk, stand, run, climb, balance, bend, squat, twist and reach while performing office duties and/or police work; lift and/or move the average weight of a person (approximately 165 pounds) and take physical charge of a person in rescue or restraint situations; use hands to finger, handle, feel or operate objects, tools and controls. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment; must be able to hear normal speech and other audible events, even in combination with other environmental and equipment noise. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen. Requires the strength and stamina to perform law enforcement duties, including handling firearms, making arrests, performing search and rescue operations, and driving a motor vehicle.
