The RFP mentions the CHA per PHAB requirements for measures found in Domain 1, Standards 1.1-1.4. However, the appendices only include measures found in Standard 1.1: 1.1.1T/L, 1.1.2T/L, and 1.1.3A. Please clarify which measures you would like addressed in this RFP. Since Standard 1 is related to the CHA (one of the three pre-requisites for application to PHAB), is it only Standard 1.1 that is being requested? The RFP is only for a CHA and CHIP. 2. The RFP deliverables mentions the CHA, CHIP, Public Health Strategic Plan, and a Performance Management/Quality Improvement System. However, the appendices only include those mentioned above for Domain 1 and Measure 5.2.1L, 5.2.2L, and 5.2.3A. The public health strategic plan is PHAB Standard 5.3 and the PM/QI work is found in Domain 9. Please clarify that the appendices were not meant to be comprehensive of the total deliverables for this RFP. There is the potential for the other domains in the future and the appendices were meant to be information only. I am sorry that it is confusing, but I appreciate you bringing that to my attention. 3. Is there a total budget amount or limitation that we need to be aware of? There is no total budget amount, just what it will take your organization to complete. 4. Would you prefer a budget based on deliverables or cost reimbursement? Our contracts are based on cost reimbursement not deliverables, so please develop the budget that way. 5. Given the demographics of the County, will you please clarify or confirm the expectation of Spanish and Hmong language translation? None at this time, however if translation services are needed during the CHA/CHIP stakeholder process it is required. 6. Do you have a certain budget range in mind? Will you please clarify if the itemized budget section should be 2 pages (as noted in the table of contents) or 3 pages (as noted in the proposal response section)? 3 pages, each consultant is to provide a budget based on expenses, there is not a set amount in the RFP. 7. Do you have previous strategic plans or assessments that you are able to share with the consultant? The department is not sending information to potential bidders at this time, once a consultant is chosen agency assessments will be provided. Alpine County Health & Human Services assessments, such as MCAH strategic plan and County Self-Assessment are available on the internet. ---PAGE BREAK--- 8. What data sources will be available to the consultant? -Very limited data available from Alpine County Public Health, the consultant is expected to obtain data as part of the deliverables. 9. Will you please confirm project start and end dates? -The timeline is Attachment 4, page 37. 10. Can you provide any more details about your vision and expectations for the Performance Management Quality Improvement System component of the project? -All the information that is available at this time is included in the RFP. This RFP is for a CHA & a CHIP. The PMQIS is not required to be in the RFP application. It is a future project. If you wish to include information in the RFP you can, but will not be included in the scoring.
