This altered format is in observance of recommendations when state or local health officials have imposed or recommended measures to promote social distancing, during a proclaimed state of emergency held for the purpose of determining, by majority vote, whether meeting in person would present imminent risks to the health or safety of attendees, and during a proclaimed state of emergency when the legislative body has determined that meeting in person would present imminent risks to the health or safety of attendees, as provided. 1. SUMMARY: During the Board of Supervisor’s Strategic Planning meeting on November 8, 2021, an urgency item was placed by Supervisor Griffith for discussion and direction to staff and the redistricting commission to meet and bring back another map option. The Redistricting Commission met on November 18, 2021 to propose additional options. This item was continued from the November 16, 2021. The Redistricting Advisory Commission met again on November 18, 2021 and submitted two additional maps for consideration. RECOMMENDED ACTION: Selection of one Alpine County 2021 Reapportionment Map. Assembly Bill 849 (2019) requires cities and counties to engage communities in the redistricting process by holding public hearings and/or workshops and doing public outreach, including to non-English-speaking communities. Districts must be redrawn so that each district is substantially equal in population, ensuring that each board member represents about the same number of constituents. In Alpine, the Board of Supervisors is responsible for drawing supervisorial districts. This year the state verified U.S. Census data for Alpine County was released September 19, 2021. The Alpine County redistricting process must be completed by December 15, 2021. Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a board member. The Alpine County Redistricting Advisory Commission, which is made up of volunteer members of the public, has been working to develop fair and representative district maps for the Board of Supervisor’s consideration. Please see the Alpine County Redistricting Advisory Commission Report and Addendum available on the 2020 Redistricting website for further background material, comments and recommendations. This Addendum includes subsequent considerations and recommendations of the Alpine County Redistricting Advisory Commission, that address the Board of Supervisor’s concern regarding the people of the Hung-A-Lel-Ti Community and also a map that provides close compliance with state and federal requirements in terms of population, geographic and community of interest. The Redistricting Advisory Commission met on November 18, 2021, to discuss another redistricting option specifically focusing on the Hung-A-Lel-Ti Community, working within the confines of the population requirements and the census blocks. After discussion among Commission members, the following is submitted for the Board of Supervisor’s consideration: Discussions, Conclusions and Recommendations The 2020 U.S. census configurations provide a challenge to separate the districts along natural geographic lines, census blocks and Communities of Interest. The Advisory Commission has been advised by County Counsel that the Carson River area census blocks may be within the definition of contiguous in District 3. The integrity of the Hung-A-Lel-Ti Community remains respected and secured as a majority-minority district for elected representation in each of the district map options provided to the Board of Supervisors. 3.1.a Packet Pg. 4 Attachment: County of Alpine Redistricting Committee Report - Addendum 2 (1030 am Redistricting Map option) ---PAGE BREAK--- 2 The Alpine County Redistricting Advisory Commission respectfully recommends the following considerations: Alpine County Redistricting Advisory Commission Map Option #4 This map represents an accurate representation of the real and authentic geographic areas that correspond to the Communities of Interest for our various communities, while conforming to the census block and population requirements. Option 4 provides the largest number of Hung-A-Lel- Ti Community members to District 3. The Redistricting Advisory Committee voted that this is the first desirable option for approval. Alpine County Redistricting Advisory Commission Map Option #5 This map represents an accurate representation of the real and authentic geographic areas that correspond to the Communities of Interest of Alpine County. It is an alternative that provides the highest compliance with population allocation and geographical boundaries and compaction among the 5 options provided. Matrix of the elements of the 5 map options: The attached spreadsheet includes compliance of the 5 map options with the various requirements which have been pertinent to the district drawing process, including recommended ranking of the 5 map options. The Commission also recommends, in conjunction with discussion with County Counsel, that discussion and review of the redistricting process and options should be heard in open session. The volunteer members of the Alpine County Redistricting Advisory Commission have been exceptionally engaged in this process. Members have all brought their own particular knowledge, expertise, skills, ethics and thoughtfulness in support of the Board of Supervisor’s consideration for the 2020 U.S. Census redistricting process. We would encourage anyone interested in learning more about this process to listen to the meeting audios on the Alpine County website at http://www.alpinecountyca.gov/584/Alpine-County-Redistricting-2021. The Alpine County Clerk’s Office, the Alpine County Community Development Department, County Counsel and Ryan Goodner-Belli of VESTRA have been generous in providing the necessary support and expertise needed to bring this advisory process forward. We pleased to forward the five District Map options to the Board of Supervisors and remain available to the Board of Supervisors for further questions. County residents are encouraged to share how district boundaries should be drawn to best represent our communities.
