CALL TO ORDER/ROLL CALL Chair Lear called the meeting to order at 10:03 am with Commissioners Beverly Crawford, Bill Young, Brian Peters, and Jeanne Lear present in person and Commissioners, Eric Jung and Kathleen Fox- Williams present via Zoom. Commissioner Stacey James arrived at 10:15 am 2. PUBLIC COMMENT 2.1 Opportunity for the Public to provide information and input. None. 3. MINUTES 3.1 Approve meeting minutes of October 19, 2021. MOTION Crawford / SECOND Peters approving the meeting minutes of October 19, 2021. AYES: Crawford, Young, Peters, Lear, James, Jung, Fox-Williams, MOTION CARRIED. 4. UNFINISHED BUSINESS 4.1 None. 5. NEW BUSINESS 5.1 Review of mapping tool software. Chair Lear shared a map she had created and explained that she and Commissioner young had come up with very similar maps. Commissioner Peters shared the map version he created using the mapping tool and further explained complicated boundaries and areas of concern. 5.2 Review and discussion regarding large plot maps of Alpine County and sections thereof, for use with the mapping tool, for draft map creation for submission to the Board of Supervisors. The large maps were not reviewed because the newest versions created by commissioners were a better representation. 5.3 Review and discussion to approve draft map submission for the Board’s consideration. ---PAGE BREAK--- Page 2 Item No. Item Commissioner Fox-Williams commented that the Chambers Lane neighborhood should not be split in half and that the little “fingers” sticking out in the Markleeville area looked like gerrymandering. Commissioner Crawford explained that the strange “fingers” were due to the Census block layout. Crawford added that the Commission report included more explanation regarding the issues surrounding the communities of interest in relation to the population numbers. Commissioner Young stated that the big concerns were the boundaries between District 3 and District 5 that the new Districts had to be contiguous, and the commission had no control over the Census blocks. Commissioner James stated that people in the Hung-A-Lel-Ti Community did not want to see the Community split up. Chair Lear stated that the commission would have to deal with the population numbers and the Census block the best they could. Lear described Alpine County’s privilege as a small community where all residents had access to all of the Supervisors. After some discussion, the Commission agreed to break to allow for time for additional maps to be created and reviewed. The Commission recessed from 11:00am until 12:30pm. The Commission reconvened at 12:34pm. Commissioner Stacey James was absent. Chair Lear stated that due to multiple technical issues, newly created maps were not available for the commission to review. Lear stated that she would like Commissioners Peters and Young to work on new map versions to be able to present 2 or 3 maps to the Board of Supervisors. Commissioner Crawford stated that she would prioritize keeping communities of interest together ahead of the population numbers. Commissioner young reported that placing the Chambers Lane neighborhood into District 5 puts their population numbers largely above the 10% threshold and District 3 below. In response to Commissioner Fox-Williams’ request to put both the Chambers Lane and River Ranch Road into District 3 so they could remain in the same district, Commissioner Young reported that would comply with the 10% allowable differential. MOTION Young / SECOND Crawford approving submission of two maps: 1. Commissioner Peters’ map option; 2. Commissioner Fox-Williams’ changes to put both Chambers Lane and River Ranch Road Census blocks into District 3 to the Board of Supervisors for review and selection. AYES: Crawford, Young, Peters, Lear, Jung, Fox-Williams, ABSENT: James, MOTION CARRIED. 5.4 Review and discussion to approve draft Commission report for submission for the Board’s consideration. Chair Lear reported that she would include additional language regarding the Census block challenges and specific map submissions. Commissioner James arrived at 12:49pm. MOTION Jung / SECOND Young approving the Commission report for submission for the Board’s consideration with Chair Lear’s proposed changes.
