Alpine Biomass Collaborative Joint Public Meeting on Tamarack Fire Restoration Tuesday 05-oct-2021, 6:00 pm Turtle Rock Park Community Center The Tamarack Fire Restoration joint public meeting was well attended with 74 people signing in, several that did not sign in, a number of others that had to watch from outside due to social distancing, and 14 people attending by Zoom. Presentations were made by the Natural Resource Conservation Service (NRCS), Farm Services Agency (FSA), California Office of Emergency Services (CalOES), Humboldt-Toiyabe National Forest (HT), Bureau of Land Management (BLM), Liberty Utilities (Liberty), California Department of Transportation (CalTrans), California State Parks (CSP), and California Department of Fish & Wildlife (CDFW). Below is the list of concerns raised by members of the public, and at the end there is a list of presenters with contact information. Questions/Discussion on Restoration of Public Lands. What do we as a community want to see? Attendees were invited to state their priority in one sentence. ● Timing — getting things moving ● Musser & Jarvis drainage - drinking water for Markleeville ○ Time sensitive ○ Challenges as is USFS land but Markleeville Water Company is a private entity operating on it ● Highway 89 — scenic highway ● Using pinyon pine and other native plants for restoration ○ Pinyon pine as climate adaptive species ○ Culturally significant to Washoe people ● How will success of restoration be monitored? ● Trail corridors — priority for hazard tree removal ● From USFS: Is community open to salvage logging? ---PAGE BREAK--- ○ Time sensitive - one year in which trees can be salvaged ○ If community is not open to salvage logging, USFS could instead invest energy in other activities, such as: ■ Contour felling ■ Aerial seeding ● USFS plans state that restoration funding will come from grants ○ Who is applying and when? ○ USFS needs collaborations/partners ● Getting key recreation sites open ASAP ● Planted trees — How to water? ● Using removed trees for energy production ● Need for private landowner resource list ○ Where/what to plant? ■ NRCS can provide technical assistance ■ UNR Extension has references ○ Where to buy? ■ Villager Nursery in Truckee ■ Comstock Seed in Gardnerville ■ Washoe State Tree Nursery in the Washoe Valley ● Could utilities be put underground? ● Need to get other wires along Highway 89 removed ● How does Tamarack Fire impact fuels management plans for public lands? ● Want to see forest managed, including wilderness areas ● Funding needed — Is FEMA a possibility? No, not eligible for FEMA funding. ● Who is assessing impacts on wildlife? It is a requirement for all agencies. One topic that was hinted at but not directly raised or discussed was why it will take so long for the Forest Service and BLM to move to the reseeding and replanting phase when private property owners have in some cases already started and at least one of them may complete that phase before spring.
