75C Diamond Valley Road, Markleeville, CA 96120 (530) 694-1816 / Fax (530) 694-2387 Web Page - http://www.alpinecountyca.gov Gail St.James Director Behavioral Health COUNTY OF ALPINE Behavioral Health REQUEST FOR PROPOSALS Development of 3-Year Mental Health Services Act (MHSA) Plan Fiscal Years 2020 – 2023 Introduction The Department of Health Care Services (DHCS) and the Mental Health Services Act (MHSA) legislation mandates that each county initiate a Community Program Planning process to develop a MHSA Three-Year Program and Expenditure Plan and Annual Updates. This Plan is required by the MHSA, approved by California voters in 2004 to expand and transform the public mental health system. The MHSA represents a statewide movement to provide a better coordinated and more comprehensive system of care for those with serious mental illness, and to define an approach to the planning and the delivery of mental health services that are embedded in the Mental Health Services Act Values: Wellness, Recovery, and Resilience; Cultural Competence; Client and Family Driven Services; Integrated Service Experience; and Community Collaboration. The MHSA provides funding for Prevention and Early Intervention (PEI) services, as well as for Community Services and Supports (CSS) that are focused on addressing the needs of unserved and underserved populations and providing integrated services that support resilence and recovery from mental illness. In addition, the MHSA funds an Innovation component (INN) which requires approval from the Mental Health Services Oversight and Accountability Commission (MHSOAC). Alpine County Behavioral Health Services (ACBHS) is soliciting proposals from consulting firms to review the current MHSA Plan (FY 2017-2020), component plans and annual updates, use the information to facilitate the Community Program Planning (CPP) process and with input from and collaboration with ACBHS, to develop the MHSA Program and Expenditure Plan for FY 2020-2023. During this process, Consultant will ensure that 1) all services, supports, and administrative activities are compliant with federal, state and local regulations, guidelines and laws, 2) all opportunities to secure vital resources and provide services efficiently are pursued, and 3) all services are based on best practices in behavioral health and are delivered in a consumer and family-centered, trauma-informed, and culturally responsive way. NOTE: the current three-year MHSA plan and updates are available on the ACBHS page of the Alpine County website at http://www.alpinecountyca.gov for viewing. Scope of Work ---PAGE BREAK--- Alpine County is a unique county in that it is the smallest county by population in the entire state of California (roughly 1100 people total), spread out over 743 square miles, in 5 distinct communities. This equals out to 1.6 persons per square mile. Alpine County is considered a “frontier county”. This must be considered in the development of the three-year plan. To complete this project and with input from and collaboration with ACBHS, Consultant will perform a variety of tasks including the following: Task 1 Fully understand Alpine County as a whole and how ACBHS currently fits into the community, contributes to the community, and what and how it provides for the community. Task 2 Review all current and past MHSA plans, component plans and annual updates owned by ACBHS as well as guidelines and instructions provided by MHSOAC to ensure all requirements are met, processes are followed, and deadlines are adhered to. A full understanding of the expectations, laws, regulations and statutes is vital to the development of a successful three-year plan. Task 3 Make a concerted effort to reach and include representatives from all 5 distinct communities (Bear Valley, Kirkwood, Markleeville, Woodfords, and Hung-A-Lel-Ti), and diverse behavioral health stakeholders, including clients, families, the Native community, school district staff, other associated service providers, and community members. Through various interviews, work sessions and community program planning sessions, collect data and feedback from Stakeholders and community members regarding engagement and planning requirements to develop a plan that is grounded in community needs and input. Task 4 Review all data collected within ACBHS regarding current services and programs, past services and programs, notable information, evaluations, or other concrete forms of information to help develop the plan. Task 5 Identify gaps and needs within ACBHS services and programs provided to Alpine County in the 5 distinct communities. Provide suggestions and feedback regarding current PEI and CSS plans, and collaborate with ACBHS staff to explore feasibility and the planning process for the Innovation component. Task 6 Work with ACBHS to include expenditures for all MHSA programs and services that are incorporated into the three-year plan. Depending upon the outcome of the exploration of potential INN plans, assist with the development of an INN budget. ---PAGE BREAK--- Task 7 Integrate all findings and strategies into a draft three-year program and expenditure plan to review and post for public comment. Once all comments and/or revisions are completed, finalize the three-year plan for submission. Depending upon the outcome of the exploration of potential INN plans and in collaboration with AC BHS staff, integrate findings, develop a draft INN proposal, engage the community in public comment, and finalize the plan for submission to the MHSOAC. Task 8 In collaboration with ACBHS, communicate with the MHSOAC as necessary regarding information to track, evaluate, and communicate regarding the statewide impact of the MHSA. Task 9 In collaboration with ACBHS, present the plan at a public hearing. Welfare and Institutions Code (WIC) Section § 5848 states the mental health board shall conduct a public hearing on the draft three-year program and expenditure plan at the close of a 30-day comment period. Plans and Annual Updates must be adopted by the County Board of Supervisors and submitted to the Mental Health Services Oversight and Accountability Commission (MHSOAC) within 30 days after Board of Supervisor adoption. This process is more clearly outlined below. Task 10 Maintain open communication with ACBHS during entire process of the project by submitting regular update reports (frequency to be determined). Task 11 Submit itemized statement which indicates all work completed, hours utilized, expenses for reimbursement, and total due according to the service agreement. Schedule Work for this project will begin October 1, 2019 and will end June 30, 2020. However, in order for the three-year plan to allow time for Board of Supervisor approval and a public comment period, and meet the required deadline to be in effect on time, the plan must be developed and completed by April 30, 2020. Proposal Requirements The proposal for consultant services must include, at a minimum, the following: ---PAGE BREAK--- 1. Company Profile Information. This shall include the company name, street address, telephone & fax numbers, e-mail address, list of principals and/or owners, and general company background information. 2. List of all employees proposed to be involved in the provision of consultant services and their qualifications. 3. Identification of hourly rates, travel and other business expenses proposed to be charged to ACBHS as part of the contract services agreement. 4. List of three references for the company. Eligibility and Application Guidelines 1. Applicants from all geographic areas of Alpine County and surrounding areas are strongly encouraged to apply. Proposals that reach all areas of the county and provide direct services to all 5 distinct counties may score higher in the review process. 2. Applicants may submit only one proposal per organization or entity. Funds may not be used to supplement existing programs. 3. Contract funds may not be used to purchase alcohol or tobacco products; or be used for any type of capital purchase. Purchases of supplies or services must be specifically identified in the proposal. 4. Contract funds must be used for programs or one-time projects that demonstrate a direct link to and benefit for the development of the three-year plan, and to the greatest extent possible, be hosted within Alpine County. 5. All applications will be subject to a review process for rating. The review panel will consist of: ACBHS Director, MHSA Coordinator, ACBHS Coordinator, Alpine County CAO, and County Counsel. 6. According to the Alpine County Standard Agreement, all applicants must show proof of commercial liability insurance, automobile liability insurance, worker’s compensation, and professional liability insurance. 7. The Board of Supervisors reserves the right to modify or reject any and all bids. How to Apply Scope of Work: Describe specific activities and related goals and objectives of how you intend to complete the project. Budget: Provide details on your proposed budget capturing all costs. Budget Narrative: Applicants are required to provide written justification for the budgeted amounts listed; for each line item listed, provide an explanation for the cost. The proposal may be completed electronically, but must be printed and signed for submittal. Fax and postmarks not accepted. Please be aware that due to our location, overnight delivery services may not be reliable. Please submit one signed original proposal and two copies. Selection Process The review panel will select the most qualified consultant that meets the County’s needs. The project will be awarded to the selected consultant.
