CALL TO ORDER Chair Terry Woodrow called the Regular Meeting to order at 11:22 AM with Commissioners Ron Hames, Terry Woodrow, David Griffith, Irvin Jim, and January Riddle present. 2. ORAL COMMUNICATIONS - GENERAL PUBLIC COMMENT Cal Trans District 10 representative Gregoria Poncé introduced herself and stated that she was available for questions. 3. CONSENT AGENDA Matters that are routine and non-controversial and are usually approved by a single majority vote without discussion. Public Hearing to determine if there are any unmet transit needs that are reasonable to meet and possible adoption of resolution defining "unmet transit needs" and "reasonable to meet." - Community Development Director Green Dot Transportation Solutions representative Stephanie Alward provided background information regarding the need for a public hearing regarding unmet transit needs and invited the public to the Social Services Transportation Advisory Council (SSTAC) Meeting on Wednesday, July 7, 2021 at 3:00pm. Becky Deforest stated that it would benefit the County to have a walking or biking trail from Diamond Valley to Markleeville. Chair Woodrow closed the Public hearing at 11:35 AM. Appointees shall serve three-year terms with the option to renew at the end of the term. According to Section 99238 of the Transportation Development Act, the Social Services Transportation Advisory Council shall have the following responsibilities: Annually participate in the identification of transit needs in the jurisdiction, including unmet transit needs that may exist within the jurisdiction of the council and that may be reasonable to meet by establishing or contracting for new public transportation or specialized transportation services or by expanding existing services. Annually review and recommend action by the transportation planning agency for the area within the jurisdiction of the council which finds, by resolution, that there are no unmet transit needs, there are no unmet transit needs that are reasonable to meet, or there are unmet transit needs, including needs that are reasonable to meet. Advise the transportation planning agency on any other major transit issues, including the coordination and consolidation of specialized transportation services. On June 4th, 2021, an SSTAC Vacancy Notice and Appointment Application Form were distributed among stakeholders and were made available on the County website for 30 days prior to this meeting. One application was received from Rob Dobyns, representing Dial-A-Ride. RECOMMENDED ACTION: Approve the resolution appointing SSTAC applicants. RESOLUTION OF THE LOCAL TRANSPORTATION COMMISSION, COUNTY OF ALPINE, STATE OF CALIFORNIA SOCIAL SERVICES TRANSPORTATION ADVISORY COUNCIL APPOINTMENTS WHEREAS, the Alpine County Local Transportation Commission (LTC) has been designated the Regional Transportation Planning Agency with the responsibility to administer the Transportation Development Act; and WHEREAS, this Commission is responsible to meet the requirements of Section 99238 of the Transportation Development Act; and WHEREAS, one of the requirements of Section 99238 is the existence of a Social Services Transportation Advisory Council (SSTAC), WHEREAS, at this, their July 20, 2021 regular meeting the Commission concurs with the appointment of SSTAC applicants, NOW, THEREFORE, BE IT RESOLVED that the Alpine County Local Transportation Commission of the County of Alpine, State of California, appoints the proposed SSTAC applicants to serve three year terms. . The Alpine County Unmet Transit Needs Hearing for Fiscal Year 2021/2022 was held during the regular July 6, 2021 Alpine County LTC meeting. Unmet needs feedback was solicited from Alpine County stakeholders and from meeting attendees at the public hearing as well as during the SSTAC review of Unmet Transit Needs. SSTAC members and stakeholders were solicited prior to the meetings for inclusion and invitation. The Unmet Transit Needs Hearing and SSTAC discussion were advertised in the following ways:  The Hearing Notice was posted to the Alpine County website.  The Hearing Notice was sent to Alpine County stakeholders.  The SSTAC discussion flyer and agenda were posted on the Alpine County website.  The SSTAC discussion flyer and agenda were sent to Alpine County stakeholders. During the July 6, 2021 Alpine County LTC meeting, the Unmet Transit Needs Definitions were approved. The finding shall be that: There are no unmet transit needs. There are no unmet transit needs that are reasonable to meet. There are unmet transit needs, including needs that are reasonable to meet. The following comments were received: 1. Is there consideration of providing expansion on service areas? 2. Is there consideration of looking at further outreach? 3. How is DAR navigating COVID going? For many counties, this has been a challenge. 4. From an economic development and community health perspective, it would benefit the community to have a walking and biking trail connecting Diamond Valley Road to Markleeville. During the SSTAC discussion, the above comments were reviewed. The minutes from the SSTAC discussion have been included as an attachment. RESOLUTION OF THE LOCAL TRANSPORTATION COMMISSION, COUNTY OF ALPINE, STATE OF CALIFORNIA "UNMET TRANSIT NEEDS FINDINGS" WHEREAS, the Alpine County Local Transportation Commission (LTC) has been designated the Regional Transportation Planning Agency with the responsibility to administer the Transportation Development Act; and WHEREAS, one of the requirements of Section 99401.5 pursuant to Section 99238.5 is the holding of at least one public hearing for the purpose of soliciting comments on any unmet transit needs that may exist; and WHEREAS, staff held one public hearing digitally via the Zoom platform and posted information on the County website and performed stakeholder outreach for the purpose of soliciting comments on unmet transit needs; and WHEREAS, this hearing provided the requests for transit service as follows; and WHEREAS, the following is submitted to the Commission: 1. Is there consideration of providing expansion on service areas? a. Service improvements and alternative transportation measures will be reviewed during the upcoming development of the Short Range Transit Plan Update. 2. Is there consideration of looking at further outreach? a. This will be reviewed during the Short Range Transit Plan Update. 3. How is DAR navigating COVID going? For many counties, this has been a challenge. a. Ron Dobyns of Dial A Ride reported COVID mask rules and safety has not been a problem on the bus. 4. From an economic development and community health perspective, it would benefit the community to have a walking and biking trail connecting Diamond Valley Road to Markleeville. a. Debbie Burkett of Alpine County Community Development responded that there is no budget for this item. This may be considered not reasonable to meet due to the challenge of funding. WHEREAS, after consideration of all information presented on unmet transit needs, the results of the public hearings and a review of services currently available, the Commission has reached the following conclusion. This may be considered not reasonable to meet due to the challenge of funding.  Tink Miller asked for an update on new vehicle and equipment purchases. o Ron Dobyns reported that Dial-A-Ride got a new bus. The Dial A Ride mechanic is getting ready to auction off the new vehicle. The new bus is an 8 passenger seated bus with space for 1 wheelchair in the back. It has 4 wheel drive and is lift-equipped, and is more compact so it is easier to park. 4) Short Range Transit Plan Update Overview Genevieve Evans, the consultant developing the Short Range Transit Plan, asked for an opinion on in-person versus virtual outreach. Irvin Jim invited the planning team to present the Plan at the next community council meeting in person on August 5th. Gregoria Ponce from Caltrans recommended having a virtual option for accessibility reasons. Candace Stowell recommended outreach at the Community Gathering for the Community Health Improvement Plan in Markleeville in late July. Terry Woodrow offered for LSC to attend a Bear Valley Business Association meeting but doesn’t see a real need for new transit access to Bear Valley. Genevieve asked if there has been discussion about volunteer driver programs. Debbie Burkett responded that there are no current volunteer programs. Ron Dobyns had a suggestion from a Kirkwood resident to go to Kirkwood once a week and transport people to the grocery store. Tink Miller suggested that Kirkwood could be an opportunity for a voucher program for volunteer drivers to get reimbursed for mileage. It works well for outlying communities. Advertisements in Markleeville have led to more riders. Tink Miller asked about transportation to medical appointments outside of Alpine County. Ron Dobyns responded that Dial-A-Ride is currently meeting needs of anyone needing transport for medical services.
