County of Alpine Adopted: 5/8/2014 CLINICIAN I / II DEFINITION Under general supervision and depending on classification level, will provide direct services by conducting clinical assessments, diagnosing clients, and delivering therapeutic services at the clinic and in the wellness center(s) and ensure that comprehensive services for all ages are delivered in a manner that meets the goals and vision of the Mental Health Plan and other related duties as assigned. This is an at-will exempt position. CLASS CHARACTERISTICS Licensed Clinician I is the entry-level classification initially under close supervision, incumbents provide individual, group and family treatment and would normally advance to the higher level after gaining experience and achieving proficiency, including licensure which meet the requirements for Licensed Clinician II. Licensed Clinician II is the fully qualified, journey-level class in the series that has two years of clinical experience providing individual, group and family treatment in the California Public Mental Health System. Incumbents are licensed professionals and perform tasks and work with only occasional instruction. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following: Provide individual, group, conjoint and family therapies as assigned. Participate in developing treatment planning, and overall case management. Participate in program development. Responsible for documentation of all services provided to clients. Serve as back up to emergency staff as needed; including Welfare and Institutions code, Section 5150 regulations. Comply with continuing education requirements in accordance with the licensing board. Participate in county advisory and planning boards and committees. MINIMUM QUALIFICATIONS Knowledge of: General principles, procedures, techniques, and trends for the counseling, recovery, and guidance of individuals, groups, and families in behavioral health programs. State, Federal and local laws, regulations and requirements for the provision of behavioral health services and programs. Social, political and economic factors influencing behavioral health service delivery. County and department policies and procedures. ---PAGE BREAK--- Clinician I / II / III Page 2 Programs, goals and purpose of the assigned department. Ethics related to the provision of behavioral health services. Modern office technology, including the use of computers for word and data processing. Ability to: Learn, understand, interpret and apply pertinent laws, codes, regulations, policies and procedures, and standards. Communicate thoughts and ideas clearly both oral and written. Exercise independent judgment and initiative. Maintain accurate records and files. Deal tactfully and effectively with persons contacted in the course of work, including those of diverse socio-economic and cultural backgrounds. Organize work, set priorities, meet critical deadlines and follow up on assignments with minimal direction. Professionally handle and maintain a significant amount of sensitive and/or confidential information or materials as required. Education: Clinician I: Graduation from an accredited college or university with a degree in social work, family or marriage counseling, or a closely related field and must be registered with the California Board of Behavioral Science as an ASWor MFTI and have the ability to obtain License within two years of hire. Clinician II: Valid California Professional License in one of the following: a) Clinical Social Worker (LCSW) b) Marriage and Family therapist (MFT) c) Licensed Professional Counselor (LPC) Experience: Clinician I Must be registered with the California Board of Behavioral Science as an ASWor MFTI and have the ability to obtain license within two years of hire. Licensed Clinician II ---PAGE BREAK--- Clinician I / II / III Page 3 Minimum of two years clinical experience providing individual, group and family treatment in the California Public Mental Health System. Other Requirements: Possession of a valid California driver’s license. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen. Tasks may involve extended periods of time at a keyboard or workstation.
