Last Updated: 1/27/2017 Low Income Energy Efficiency Programs The following programs are targeted towards low-income community members. Click the hyperlinked titles below to see if you qualify. PG&E Assistance Programs PG&E offers several assistance programs that lower your bill, help you save energy with no-cost home improvements, or provide one-time payment assistance. Seniors, income-qualified utility customers, and those facing unforeseen hardship may benefit from available programs. PG&E Relief for Energy Assistance through Community Help (REACH) REACH provides grants for energy vulnerability such as one-time emergency financial assistance. PG&E California Alternate Rates for Energy (CARE) Qualified low-income customers that are enrolled in the CARE program receive a 30-35 percent discount on their electric and natural gas bills. CARE is administered by PG&E. PG&E Family Electric Rate Assistance (FERA) The FERA program provides a discount on electric bills for income-qualified households of three or more persons. FERA is administered by PG&E. PG&E and Liberty Utilities Energy Savings Assistance Program (ESAP) The Energy Savings Assistance Program provides income-qualified customers with energy-saving improvements at no charge. The program is administered by PG&E and Liberty Utilities. Home Energy Assistance Program (HEAP) HEAP provides financial assistance to income-qualified applicants in the form of an annual utility credit for gas, electric, propane or firewood to help with the high costs of heating and/or cooling. HEAP programs in Alpine County are administered by the El Dorado County Health and Human Services Department. Single Family Affordable Solar Housing (SASH) The California Solar Initiative SASH program provides qualifying low-income homeowners up-front rebates to defray the costs of installing a solar electric system. Depending on the income level, homeowners may be eligible for a highly subsidized or entirely free system. The SASH program is administered by GRID Alternatives. Weatherization Assistance Program (WAP) WAP provides free weatherization services and products to improve a home’s energy efficiency and reduce overall utility costs, including attic insulation, weather stripping, caulking, minor home repairs and related conservation measures.
