Approved: June 18, 2019 First 5 Executive Director DEFINITION Under the general director of the Alpine County Children & Families Commission (Commission), the Executive Director is responsible for facilitating Commission planning activities and overseeing administrative and programmatic functions of the Commission including managing and evaluation of contracts; making recommendations to the Commission; creating and disseminating Commission information, coordinating events; developing strategies for evaluating Commission activities and performing related duties as required. The Executive Director is located in Alpine County Health & Human Services Department under the supervision of the agency Director and Commission. Performance evaluations of the Executive Director will be completed by the Health & Human Services Director and the Commission Chair. CLASS CHARACTERISTICS The First 5 Commission Executive Director is a single position classification responsible for all activities required of the Commission. RESPONSIBILITIES  Coordinate the Commission meetings and activities  Develop request for proposals, contracts and evaluation activities for Commission projects  Develops Commission budgets and long range financial plans  Facilitates Commission strategic planning and annual updates  Liaison between Commission and First 5 State Commission and First 5 State Association  Develops and coordinates local educational and outreach campaigns  Provides technical assistance to local grantees  Records data, maintains records, prepares statistical summaries and reports for Commission and state wide organizations  Coordinate and facilitate other Commissions, Councils or Coalitions at the direction of the Commission  Provides special services to other organizations through contracts  Performs other duties as assigned by the Commission ---PAGE BREAK---  Develop annual budget(s), forecast funding needs, staffing, equipment, materials and supplies; monitor approved expenditures; implement mid-year adjustments to expenditures and process related claims.  May supervise and train assigned staff. MINIMUM QUALIFICATIONS Knowledge of:  California Proposition 10 Legislation  Planning and evaluation  Developing and implementing policies and procedures  Preparation of outreach and education materials  Grant writing and management  Community based collaboration building  Public speaking and group facilitation  Principles of project management  Modern office technology, including the use of computers for communication, works and data processing Ability to:  Understand, interpret and apply pertinent federal, state and local law, regulations and standards  Relate to and work with Commission and community members  Works with children and adults of all ages  Network and collaborate with other agencies, stakeholders and county personnel  Advocate for children and families  Maintain accurate records and files  Use initiative and sound, independent judgement within established guidelines  Organize work, set priorities, meet deadlines and follow up on assignments with limited supervision Education: A bachelor’s degree from an accredited college or university with major coursework in a related field such as Education, Sociology, Public Health or Social Work. Experience: Three years of progressively responsible experience working in a government, community based or educational program that would demonstrate the possession of the above knowledge and abilities. Tasks may involve extended periods of time at a keyboard or workstation.
