County of Alpine Adopted 10/21/2014 ROAD MAINTENANCE FOREMAN DEFINITION Under direction, to plan, coordinate, direct, supervise and participate in the construction, maintenance and repair of County roads and bridges; to oversee the work of contractors on construction and repair projects; to manage division personnel, equipment and budgetary resources with efficiency and effectiveness; and to perform related duties as assigned. CLASS CHARACTERISTICS The Road Maintenance Superintendent is a single-position classification with overall responsibility for the daily supervision of the Road Maintenance Division of the Community Development Department. The Road Maintenance Superintendent reports to the Director of Community Development. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:  Supervises the construction, maintenance and repair of County roads and bridges in accordance with established standards.  Plans, supervises and evaluates the performance of assigned personnel; participates in crew training, prepares payroll.  Assists with the preparation of the division’s annual budget, including projecting budgetary requirements for future construction, maintenance and repair activity.  Inspects County roadways and bridges to assess maintenance and repair needs.  Serves as department liaison to and oversees the work of contractors, providing technical assistance as needed.  Organizes, directs and participates in snow removal activities, including scheduling of crew, authorizes standby and overtime as needed.  Oversees weed abatement activities near County roads, bridges and rights-of-way.  Performs heavy construction, maintenance and repair work as required, including grading and paving roads, patching pot holes and sealing cracks in roads, installing culverts, repairing bridges, painting striping on roads, removing trees and other vegetation from alongside roadways and rights-of-way as needed, clearing ditches and drainage structures, etc.  Operates various types of light- to - heavy equipment as required, including but not limited to vehicles, dump trucks, loaders, back hoes, graders, snow plow, snow blower, ---PAGE BREAK--- Road Maintenance Superintendent Page 2 compactor, wacker, concrete mixer, power broom, welding tools, cutting torch, etc.; uses various small hand and power tools as needed.  Inspects work in progress and at completion for compliance with pertinent County policies and procedures, standards of quality and safety, and all applicable local, state and federal laws and regulations.  Maintains adequate inventory of division equipment, materials and supplies, including gas and diesel fuel; requisitions inventory items according to established procedures; prepares inventory records and reports.  Ensures the maintenance of division equipment in proper and safe working condition; coordinates equipment repair needs with mechanics.  Coordinates division activities with those of other County divisions and departments, engineers, and outside agencies as necessary.  Prepares reports regarding construction, maintenance and repair projects and issues.  Receives and responds to inquiries, concerns and complaints regarding division programs and activities.  Performs general clerical duties as required, including but not limited to attending meetings, preparing records and reports, copying and filing documents, answering the telephone, entering computer data, etc. MINIMUM QUALIFICATIONS Knowledge of: Pertinent County / department policies and procedures, and federal, state and county laws, codes, regulations and standards affecting assigned areas of responsibility. Principles of supervision, training and performance evaluation. Basic budget preparation and management techniques. Methods, materials, equipment and tools used in the construction, maintenance and repair of roads, culverts and bridges. Operation, maintenance, capacities and limitations of road construction and maintenance of equipment. Safe work practices and procedures. Modern office practices and technology, including the use of computers for records maintenance. ---PAGE BREAK--- Road Maintenance Superintendent Page 3 Basic record-keeping and report-writing techniques. Basic mathematics. Ability to: Understand, interpret and apply County / department policies and procedures, and federal, state and local laws, rules and regulations pertaining to the construction, maintenance and repair of County roads and bridges. Analyze administrative and technical problems encountered on the job, evaluate alternatives and make sound recommendations in support of goals. Determine work priorities and effectively coordinate and schedule resources and staff to perform activities and projects within time limits. Train, supervise and evaluate the performance of assigned personnel. Inspect and estimate the extent and cost of construction, maintenance and repair needs. Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, specifications, regulations and standard construction practices. Perform heavy construction work and heavy manual labor work. Safely operate assigned equipment and tools; work safely in heavy traffic or limited space conditions. Read and write at a level required for successful job performance. Read and interpret blueprints, diagrams, maps and specifications related to assigned projects. Communicate clearly and concisely, both orally and in writing. Establish and maintain project records; prepare routine reports. Establish and maintain effective working relationships with those contacted in the course of the work. Meet the physical requirements necessary to safely and effectively perform the required duties. Education: High school diploma or GED equivalent. Experience: Five years of progressively responsible experience in road construction, maintenance and repair, including at least two years in a lead or supervisory capacity. Other Requirements: Possession of a valid California Class driver’s license and have a satisfactory driving record. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment and hand tools. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
