County of Alpine Adopted 01/05/2021 Updated: BUILDING AND GROUNDS SUPERVISOR DEFINITION Under general supervision, to plan, coordinate, supervise and participate in the maintenance, repair of County buildings and grounds; to administer contracts for maintenance, construction, cleaning and repair services; and to perform related duties as assigned. CLASS CHARACTERISTICS This is a supervisor classification within the Community Development Department. The incumbent is involved in both administrative and skilled/unskilled work on County facilities and other Public Works-related duties. Work not personally done by the incumbent is handled by building and maintenance staff. A function of the classification involves the administration of various service contracts for major construction, maintenance and repair jobs. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following: Plans, coordinates and participates in the maintenance, repair of County buildings and grounds. Establishes and implements procedures for the maintenance, repair and cleaning of various County facilities, buildings and surrounding grounds. Participates in the selection of division employees; plans, organizes and assigns work; develops and implements work methods and standards; conducts or directs staff training and development; evaluates employee performance. Prepares, negotiates and administers contracts for building and grounds construction, maintenance and repair services; ensures that work performed meets contract requirements. Inspects work performed by staff and contractors to ensure compliance with established standards of quality and safety. Receives and responds to work requests and complaints. Prepares and submits cost and time estimates for maintenance projects. Determines products, materials and equipment to be used in building and grounds maintenance work; procures and maintains an adequate supply of materials and tools; maintains accurate inventory records. ---PAGE BREAK--- Building and Grounds Supervisor Page 2 Performs skilled and unskilled maintenance, repair and modification work on buildings, campground facilities, and plumbing / electrical / heating systems. Performs general grounds keeping work, including snow removal on facility entrances and walkways, parking lots and roadways; Supervises and/or participates in snow removal operations. Oversees and administers the County’s recycling program. Operates a variety of equipment, including trucks, lawn mower, snow blower, vacuums, floor waxers and buffers, etc.; uses hand and small power tools to complete maintenance tasks. Maintains routine records of work performed and materials / supplies used. Coordinates and/or participates in special projects as assigned. MINIMUM QUALIFICATIONS Knowledge of: Pertinent County policies and procedures and federal, state and local laws and regulations. Methods of training, supervision and performance review. Operation and maintenance requirements of assigned vehicles and equipment. Methods, equipment and tools used in electrical / plumbing / heating system maintenance and repair work, general building and grounds maintenance work. Basic principles of contract administration. The use of computers for word processing and records maintenance. Safe work practices. Ability to: Learn, understand, interpret and apply pertinent County policies and procedures and federal, state and local laws and regulations. ---PAGE BREAK--- Building and Grounds Supervisor Page 3 Coordinate the work of contractors and others involved in department projects and activities, and administer maintenance contracts. Train, supervise and review the work of assigned personnel. Establish and maintain standards of maintenance and repair. Select and estimate needed supplies and equipment. Perform skilled and unskilled work in the maintenance, repair and cleaning of County buildings and grounds. Read and interpret building plans, drawings and specifications. Operate and care for a variety of light equipment, vehicles and tools in a safe and effective manner. Perform work safely following all rules and regulations. Establish and maintain cooperative working relationships with those contacted in the course of work. Communicate effectively both orally and in writing. Prepare and maintain accurate, routine records and reports. Use computers for word processing and records maintenance. Education: High school diploma or GED equivalent. Experience: Four years of progressively responsible building and grounds maintenance and repair experience, including or supplemented by experience in the administration of maintenance and construction services, and two years of lead or supervisory experience. Requires the ability to occasionally sit and frequently walk, stand, climb, balance, stoop, kneel, crouch, crawl, reach and shovel while performing maintenance work; ride snowmobiles for considerable periods of time; repeatedly lift and/or move up to 50 pounds; use hands to finger, handle, feel or operate objects, tools and controls. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
