1 County of Alpine Adopted: 6/16/2015 Nurse Practitioner DEFINITION Provides basic primary care health services at the County Public Health Clinic CLASS CHARACTERISTICS This is a single-position classification in the Health and Human Services Department responsible for leadership, managerial oversight and medical policy recommendations for the County Public Health Clinic and related work as assigned. The incumbent works under the general direction of the Health and Human Services Director and Public Health Officer, who are responsible for the overall Public Health programs. The incumbent supervises the medical activities of Public Health Nurses, Registered Nurses, Licensed Practical Nurses, Certified Nursing Assistants and Medical Assistants who work in the Clinic. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:  Diagnose, treat, and/or refer all patients presenting themselves for treatment at the clinic.  Consult with clinical staff and participate in clinical and management decision to ensure adherence to current medical protocols and procedures concerning the delivery of medical care.  Provide medical supervision to clinic staff, including evaluation of nursing staff.  Strategically plan, develop and implement primary health care services to patients.  Coordinate medical clinic services with external agencies and other health care providers.  Interpret policies, regulations and state and federal directives regarding medical issues and standard practice.  Analyze, interpret and report on health data.  Analyze, interpret and report on clinic data and provide verbal or written reports to the County Board of Supervisors and Health and Human Services Director  Additional assignments and tasks as may be deemed appropriate on an as-needed basis or as the result of changes in public policy and/or regulations concerning the medical clinic. MINIMUM QUALIFICATIONS Knowledge of: All federal, state and county laws, codes, rules, regulations and standards affecting program administration Organizational and management practices as applied to the planning, analysis and evaluation of programs, policies and operational needs. Principles of supervision, training and performance evaluation ---PAGE BREAK--- 2 Socio-economic problems affecting health General health problems and needs of the community Theories and techniques of case management Local community resources Modern office practices and technology, including the use of computers for data and word processing English usage, spelling, grammar and punctuation Business letter and report writing Ability to: Interpret and apply federal, state and local laws, rules and regulations, policies and procedures pertaining to program administration and operations. Develop, implement and interpret public health clinic goals, objectives, policies and procedures, and work standards. Supervise and participate in the provision of effective case management. Analyze complex problems, evaluate alternatives and make sound recommendations in support of goals. Train, supervise and evaluate the performance of assigned staff and contractors. Understand and follow oral and written instructions independently. Establish and maintain effective working relationships with those contacted in the course of the work. Represent the County effectively in meetings with others Prepare clear and concise records, reports and recommendations. Communicate clearly and concisely, both orally and in writing. Use computers effectively for word and data processing and records management. Perform required mathematical computations with accuracy. ---PAGE BREAK--- 3 Education: Graduation from an accredited and recognized school of nursing Must possess a current California Registered Nurse License, and California Board of Registered Nursing (BRN) Nursing Practitioner Certificate Experience: Must have at least one year of experience working in a health clinic setting Other Requirements: Possession of a valid California driver’s license and satisfactory driving record TYPICAL PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment and hand tools. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
